Antecedentes

The Global UNDP transparency initiative is making it possible for donors and public to view UNDP programme data as it appears in ATLAS. This necessitates that data is not only correct but also complete and up to date. Presently the Pacific Office is not HACT compliant, due to a lack of in-house capacity that had been compounded by a recent office realignment (merging of Pacific Sub-Regional Centre and Multi- Country Office) To correct this situation, there is a need for technical support to ensure that the Pacific Office becomes HACT Compliant by the end of 2017, and maintains this status into 2018.

 

An initial phase of this exercise prepared the Office for the UNDP Internal Audit conducted in June 2017.  This second Phase is to continue with the outstanding and ongoing HACT Micro Assessment and Assurance Plans, as well as the MACRO Assessment of the public financial management systems of the Pacific Island Countries allocated to UNDP, namely Tonga, Tuvalu and Nauru, which need to be completed before the beginning of the next Programme Cycle (2018 to 2022); hence, the need for urgent recruitment of a consultant to assist with this work.

 

Furthermore, addressing these issues will enable the UNDP Pacific Office to address audit gaps raised in the recent June 2017 Office audit. 

 

HACT Background

The HACT framework represents a common operational (harmonized) framework for transferring cash to government and non-governmental Implementing Partners (IP), irrespective of whether these partners work with one or multiple United Nation agencies. The objective of the HACT framework is to support a closer alignment of development aid with national priorities and to strengthen national capacities for management and accountability, with the ultimate objective of gradually shifting to national systems. It is understood that ‘harmonized’ in the context of the HACT framework refers to agencies implementing a common operational framework using the same, consistent, standardized approach and tools. 

The HACT framework represents a shift from assurance for cash transfers derived from project level controls and audits towards a method of assurance derived from risk/system-based assessments and audits.

Scope of Work / Expected Outputs

 

 

  1. On going HACT Micro Assessments & Assurance Plans:

  2. Assist Project Managers in the commissioning of the HACT Micro Assessments, through provision of appropriate ToR,

  3. Review the Micro Assessment reports and ensure programme understanding and endorsement; as well so of HACT focal team.

  4. Ensure debriefing with Auditors and review and finalisation of report

  5. Develop draft assurance plans, consult with key stakeholders, consolidate responses, clear with IPs and organise sign-off and finalising of Assurance Plan and Micro Assessment.

  6. Present to HACT focal team for uploading of documents in share-point

  7. Prepare a final report of assignment highlighting results/completion of activities and recommendations.

Competencias

    Minimum 6 years of progressively responsible and relevant financial management experience is required.

  • Previous Audit Experience (UNDP Finances including HACT is an added advantage

  • Knowledge and experience of programme or project finance

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

  • Knowledge of Financial Systems.

Language requirements

  • Fluency of English language is required;

  • Knowledge of a Pacific language would be an asset.

Habilidades y experiencia requeridas

  • Minimum University Degree in Accounting and Finance.

  • Specialized Certification in Accounting /Audit is desirable, but it is not a requirement.

  • Membership of an internationally recognized institute of accountancy will have a distinct advantage.
