Antecedentes

1. BACKGROUND
The United Nations Volunteers (UNV) Programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UNV volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity as well as the values that sustain it: free will, commitment, engagement and solidarity.

Every 3 years UNV produces a global flagship publication on volunteerism, The State of the World’s Volunteerism Report (SWVR).  The launch of the 2018 SWVR will take place at the High Level Political Forum (July 9-19) in New York.  The report focuses on the theme of community resilience, linking closely to the primary theme for the HLPF.  For the first time, this SWVR draws on primary research in 15 communities across 5 continents to understand how communities themselves see volunteering as strengthening and hindering community resilience in different ways.  This qualitative data is combined with new analysis and the most comprehensive global estimates to date of both formal and informal volunteering carried out across the world.  Brought together, these provide new insights on the strengths and challenges of volunteerism as a mechanism for managing and coping with risks, particularly in some of the most isolated and marginalized contexts.  Furthremore, the report looks at how governments and their development parters can more effectively collaborate with the vast range of voluntary activity taking place in every community and society across the world to maximise its contribution to resilience.  By challenging assumptions about how ‘going to the grassroots’ will automatically enhance the inclusion and participation of those left behind, this report adds value to current debates on localization, empowerment and multi-level approaches to strengthening national ownership and capacities under Agenda 2030.

The launch session will last around 90 minutes, and will involve participation from UN Member States, civil society, private sector and volunteers.  In line with the report approach, the event should be dynamic and engaging, with a focus on showcasing the voices of volunteers and their communities.  At the same time, the complex findings and messaging from this study need to be clearly and comprehensively communicated in ways which support the target groups – particularly governments – to understand practical implications and possible solutions to nurturing volunteerism for resilience.  To facilitate the engagement of volunteers both remote and online participation options should be made available, developed as part of the concept by the consultant.


 

Deberes y responsabilidades

Under the guidance of the VASS policy specialist, and working closely with the SWVR team in Bonn and UNV Office in New York, the consultant will design, prepare and support implementation of a high-quality launch event for the SWVR2018 report.  The event will allow UNV to effectively convey key messages from a complex research report to a multi-stakeholder audience.  Working with UN Member States and the Volunteer Groups Alliance and other partners, it will also provide an opportunity to share the voices of ordinary volunteers at a high-profile UN event in New York.  As such, innovative methods for engaging stakeholder groups both before and during the event will be essential to its success.

Deliverables

  1. Workplan developed and submitted 5th May 2018
  2. Session design of SWVR launch designed/developed based on UNV brief including digital and remote participation elements 15th May 2018
  3. Electronic invitations/save the date designed for target audiences developed and disseminated 20th May 2018
  4. Social media campaign kit developed (for implementation by UNV and partners)  31st May 2018
  5. Traditional media press/outreach plan and kit developed 31st May 2018
  6. Technical liaison with venue on format/ICT and needs and with field sites and partners including instructions/briefings/testing as required Ongoing
  7. High quality materials development for the session (running order, script, presentation materials, backdrop media/graphics and visuals for presentations, interactive elements) prepared and submitted 7th June 2018
  8. Preparation support to participants/speakers including community representatives and/or high level guests (briefings, rehearsal etc) 30th June 2018
  9. Manage electronic RVSP list and keep UNV management updated 30th June 2018
  10. Secure media attendance at the event in line with the agreed outreach plan 19th July 2018
  11. Manage the online/virtual participation elements during the event 19th July 2018
  12. Management of media on-site at the event 19th July 2018
  13. Launch report and media summary from the event submitted 30th July 2018
  14. Video footage of the event provided (no editing required). 30th July 2018

The consultant is expected to make one travel mission to New York USA for 4 days. This should be included in your financial offer.

Competencias

Demonstrated track record of designing and organizing high profile events, including at the UN,  or similiar international organisation

  • Experience of creating experiential and participatory events both face to face and online
  • High quality materials and resources associated with events including content production on complex issues
  • Demonstrated ability to draw on media contacts and networks to maximise coverage
  • Ability to work independently yet to meet the brief of key stakeholders.
     

Habilidades y experiencia requeridas

Education; University degree in Journalism, Communications, Media or equivalent experience
Experience; At least 5 years’ relevant experience in event design and planning; Excellent ICT knowledge and skills in relation to participatory processes; Demonstrated experience of similar events for UN agencies or international organizations; Experience of high-quality content production for events (including graphics/digital)   Language requirement.  Fluent English.  Other UN languages are an asset.


Applicants have to provide a technical and financial proposal

The technical proposal shall describe the methodology and the approach how to fulfill the required deliverables as well as outline the major components of its implementation.
The financial proposal shall consist of all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee, costs of living, costs for insurance, etc. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).
The lump sum/contract price is fixed regardless of subsequent changes in the cost components.

Criteria for Selection of the Best offer:

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted – 70%  and combined with the price offer which will be weighted 30%.

Key selection criteria are

  • Demonstrated experience of designing and managing similar events for UN and or other International organizations (30%)
  • Track record of developing high quality content for events (including graphics/digital) and remote participation (15%)
  • Excellent media and press contacts and demonstrated ability to secure widespread coverage through both traditional and social media  (25%)
  • Financial proposal (30%)
