UNDP Global Mission Statement

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations.

UNDP is a lead agency in UNAIDS for addressing the dimensions of HIV and AIDS relating to human rights, gender and sexual diversity. In addition, UNDP contributes to public health and development partnerships through collaborations with the Global Fund to Fight AIDS, Tuberculosis and Malaria (the ‘Global Fund’), Roll Back Malaria, Stop TB Partnerships, and special programmes on human reproduction and infectious diseases that disproportionately affect poor populations.

As a member of the country-level UN Joint Team on AIDS, UNDP operates strictly in support, and within the framework of national health plans and disease specific national strategies, under the programmatic leadership of national health authorities and respecting the critical role of local civil society organizations (CSOs). Promoting national ownership, developing capacity and strengthening national systems is the over-riding objective of UNDP’s engagement.

UNDP Global Fund Partnership

As part of its wider engagement with the United Nations, the Global Fund has partnered with UNDP since 2003 to ensure that grants are implemented and services are delivered in countries facing complex challenges. The partnership focuses on three closely linked areas of work: implementation support, capacity development, and policy engagement. For implementation support UNDP serves as an interim Principal Recipient (PR) (currently in 30 countries) in a variety of settings including countries that face capacity constraints, complex emergencies, poor governance environments, political upheaval, or donor sanctions. It does so upon request by the Global Fund and/or the Country Coordinating Mechanism (CCM) and when no national entity is able to assume the role at the time. UNDP’s role as PR is an interim arrangement until national entities can assume full responsibility for implementation and capacity of national partners (Government and CSOs) is also strengthened to ensure long-term sustainability of health outcomes.

Global Fund Programmes in Afghanistan

In July 2014, UNDP was selected by the Country Coordinating Mechanism (CCM) of Afghanistan as the Principal Recipient of four Global Fund Grants: HIV, Tuberculosis (TB), Malaria and Health System Strengthening (HSS).

Overall Objective of the Consultancy:

The incumbent (Civil Engineer) will perform assessment of existing central and regional stocks for renovation and will produce tender documents for the renovations.  He/She will have the following functions.

Scope of Work and Deliverables:

  • Field visit to stocks (Kabul, Balkh, Herat, Nangarhar, and Kandahar) to perform assessment for renovation;

  • Provision of recommendations for renovations;

  • Share design and the recommendation with HSS-MoPH for their comment and or approval;

  • Provision of final tender package including design drawings, specifications, scope of work and bill of quantities;

  • Technical evaluation of bids and supplier qualification for the intended renovation activities.

Expected output/Deliverables; Timeframe and Payment Percentage:

  • Assessment and Provision of tender documents, which include design drawings, technical specifications, scope of work and BoQ, for renovation of stocks in Kabul and Hirat provinces (1st month, 40%);

  • Assessment and Provision of tender documents, which include design drawings, technical specifications, scope of work and BoQ, for renovation of stocks in Nangarhar, Kandahar and Balkh provinces (2nd month, 40%);

  • Technical evaluation report of bids and supplier qualification for renovation of stocks in Kabul, Hirat, Nangarhar, Kandahar and Balkh provinces (3rd month, 20%).

Payment Modality Payments under the contract shall be delivery based and be made on receipt of the specific milestone reports indicated above and shall be made upon approval by the direct supervisor / GF Project Manager.

Habilidades y experiencia requeridas

Academic Qualifications:

  • University Degree in Civil Engineering or Architecture. Working knowledge of AutoCAD, Etaps, Sap, Safe or other relevant programs for design is required.

Experience:

  • Minimum 5 years hands-on experience in design of schools, hospitals, government buildings etc.;

  • Work experiences with UNDP, other UN agencies or International NGOs in the similar fields would be an added advantage.

Language:

  • Excellent written and spoken English;

  • Afghanistan languages (Pashto or Dari).

Working Arrangements:

Institutional Arrangement

  • The consultant will work under the direct supervision of the UNDP/GF QA/QC Engineer.

Duration of the Work

  • The duration of work will be 3 Months maximum 66 working days starting from 15 May 2018 to 14 August 2018.

Duty Station

  • The consultant will be based in Kabul, Afghanistan. The consultant will follow the working hours and weekends as applicable to the UNDP/GF project personnel. Consultant’s movement for meetings and consultations shall be coordinated by UNDP/GF Project. The consultant is at all times required to observe UNDP security rules and regulations.

Price Proposal and Schedule of Payments:

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee which should be inclusive of his/her professional fee, local communication and transportation costs. The number of working days for which the daily fee shall be payable under the contract is 66 working days.

The total professional fee, shall be converted into a lump sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the abovementioned schedule of payment.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

  • Cumulative Analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight 70%;

Financial Criteria weight 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria (70 points):

Qualification and Experience (70 marks) [Evaluation of CV]:

  • General Qualification (30 marks);

  • Experience relevant to the assignment (40 marks).
