Antecedentes

UN Women is working to support women’s empowerment, rights and gender mainstreaming in humanitarian action. In its assistance to humanitarian country teams, national governments and partners, UN Women is partnering with the United Nations Population Fund, the United Nations Children’s Agency and the Men Engage Alliance to produce a policy brief on how to engage men and boys across the humanitarian-development nexus.

The policy brief will be based on available literature and key informant interviews (undertaken remotely), and will seek to analyse and provide answers to complex issues around how to effectively engage men and boys in humanitarian action for gender justice, including issues around addressing men and boy’s protection needs. It will seek to ground its answers in a women’s rights and gender justice framework. It will provide recommendations for:

1) how the engagement of men and boys as allies is crucial to gender responsive humanitarian action;

2) how male engagement can and should be accountable to women and girls, including through promoting more gender equitable attitudes and the empowerment of women and girls; and

3) how attention to men and boys as victims/survivors can and should be supported, as well as outlining how this in turn can complement and contribute to further strengthening efforts to prevent and address all form of violence against women and girls. . Examples of good programming will be highlighted.

Reporting to the UN Women Regional Advisor for the Arab States on Peace, Security and Humanitarian Action, and supported by an inter-agency reference group made up of humanitarian and gender equality specialists from UN Women, UNFPA, UNICEF and the Men Engage Alliance, the overall objective of the assignment is to produce a high-quality policy brief on engaging men and boys in humanitarian action – that is 15-20 pages in length. 

Deberes y responsabilidades

  • Research and identify relevant existing information and data relating to issue of engaging men in humanitarian action;
  • Undertake remote key informant interviews with practitioners, academics and experts on this topic;
  • Submit annotated policy brief outline for discussion and feedback by the reference group;
  • Submit draft policy brief for feedback by the reference group;
  • Submit final policy brief, for approval by the reference group. 

Deliverables

  • Annotated policy brief outline on engaging men and boys in humanitarian action;
  • Draft policy brief on engaging men and boys in humanitarian action;
  • Final policy brief on engaging men and boys in humanitarian action.

Education

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience

  • At least 7 years of programmatic and policy experience on issues related to women’s empowerment, women’s rights and gender mainstreaming in humanitarian action - with proven experience working on engaging men and boys;
  • Experience in researching, processing and consolidating substantive amounts of information and drafting briefs, reports, and abstracts;
  • Demonstrated experience producing policy briefs for humanitarian practitioners;
  • Experience working in the UN System is an asset.

Language

  • Fluency in English is required.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
