Antecedentes

In 2008, the United Nations Development Group endorsed the Gender Scorecard as a response to the UN Chief Executive Board for Coordination (CEB) 2006 Policy on Gender Equality and the Empowerment of Women (CEB/2006/2). The Gender Scorecard was established as an accountability tool for assessing the effectiveness of gender mainstreaming by UN Country Teams.  The UN System – Wide Action Plan for Gender Equality and the Empowerment of Women (UN –SWAP) formed another part of the accountability framework, and it focused on the implementation of the policy at the entity level. The Gender Score Card (now referred to as the UN Country Team SWAP – Scorecard) was revised in 2016 in tandem with the UN – SWAP to ensure greater alignment between tools, to reflect new guidance to UN common country processes and to the Sustainable Development Goals (SDGs).  

Calls for accelerated UN’s efforts to expand use of the Scorecard were put forth most recently in the Quadrennial Comprehensive Policy Review (QCPR) and the 2017 Resolution of the UN Economic and Social Council (ECOSOC). The QCPR calls on the United Nations Development System to improve efforts to promote women’s empowerment and gender equality, including through the full implementation of the UN –SWAP, ‘gender scorecards’ to assess and strengthen country-level progress in mainstreaming gender, and continued efforts to achieve gender balance across the UN Development System, including the Resident Coordinator system. The UN Secretary General, in his address to ECOSOC in June 2017 on “Repositioning the UN development system to deliver on the 2030 Agenda”, called for clear strategies and action plans to achieve gender equality.

In Tanzania, the United Nations operates under the Delivery as One modality to support national development priorities in the country. The work of the United Nations Country Team (UNCT) in Tanzania is guided by the priorities set out in the United Nations Development Assistance Plan (UNDAP) 2016-2021, which is aligned to the Government of Tanzania’s second Five-Year Development Plan (FYDP II 2016-2021).

In respect to the above, the UNCT agreed on 14th December 2017 that it will undertake a SWAP – Scorecard assessment in 2018. The “Gender Scorecard” will focus on the performance of the UNCT, rather than the performance of any one UN organization. It intends to provide an assessment of the UN system’s contribution to gender mainstreaming and consequently to the promotion of gender equality. It is intended to complement existing system-wide accountability frameworks. The Gender Scorecard assessment is timely in Tanzania as its findings will inform the upcoming UNDAP II Mid-Term review process.  The UN Programming Principle Task Team, together with the Resident Coordinator’s Office and with the support of UN Women, will lead the scorecard process in a participatory manner. On behalf of the UNCT in Tanzania, UN Women seeks to hire an International Consultant to facilitate the UNCT SWAP-Scorecard.

Deberes y responsabilidades

The main objective of this consultancy is to facilitate the UNCT SWAP - Scorecard methodology and assess the effectiveness of the UNCT in gender mainstreaming, promotion of gender equality and women’s and girls’ empowerment as well as to provide a set of actions for improvements.

The International Consultant will undertake the following tasks:

  • To identify areas in which the UNCT is meeting or not meeting minimum UNDG standards.
  • To stimulate a constructive dialogue within the UNCT about the current status of support for gender equality and women and girls’ empowerment and opportunities for improvement.
  • To support the SWAP – Scorecard Assessment Team
  • To identify where technical assistance can support the achievement of minimum standards.
  • To share good practices and lessons learnt from other similar processes
  • To identify and advise on the potential nexus between gender –human rights; gender-environment; gender–culture that can enhance maximum achievement in addressing the underlying issues to advance gender equality and women empowerment. 

The UNCT SWAP – Scorecard methodology has been designed for in – country self-assessments as a means of fostering deeper understanding and ownership of results. The International Consultant will facilitate the exercise and apply participatory methods to ensure the inter-agency assessment team (SWAP – Scorecard Assessment Team) is formed from the beginning of exercise, leads and own the process.

To guide and support the assessment team with the piloting process, the International Consultant will conduct the planned activities within the stipulated timeframes.

III. Expected Tasks & Deliverables:

1. Background document review (home-based) to include:- (2 working days)

  • UNCT UN-SWAP Technical Guidance and Framework
  • UNDAP (2016-2021) and Joint Implementation Plan, UN Joint Programmes and Budgets; and other related documents
  • Previous UNCT Gender Scorecard Reports for Tanzania and desk review of other countries in the region
  • New UNDG UNDAF guidance/guidelines
  • UNCT planning, budgets programming documents
  • Previous UN Gender Theme Group’s TOR, 2015 report and 2016 plan (where relevant) including UNCT Gender Mainstreaming Strategy
  • The 5-Year National Development Plan, MKUZA II, Gender Policy, National Plan of Action to End Violence Against Women and Children, the Gender Plan for HIV/AIDS Response, CEDAW reports, CRC and UPR Reports/other national assessments/ etc.
  • Other relevant documents shared by the RCO and UN Women;

2.Assistance and support for the SSAT with the in-country assessment: (10 Working days)

  • Support the collection of complementary data and evidence to score indicators
  • Conduct gender analysis of verification documents required to help the SSAT score areas of performance
  • Facilitate an introduction meeting with the Resident Coordinator and UNCT
  • Facilitate working sessions and technical support with key stakeholders such as PMT, PPTT M&E, UNCG, OMT, etc. to discuss and score areas of performance.
  • Complete the scoring matrix based on SSAT discussions and agreements.
  • Facilitate a debriefing session with the UNCT to discuss findings and proposed actions

3.Submit reports (3 Working days) as follows: -

  • Draft Scorecard and narrative report, with inputs from SSAT, RCO, UN Women
  • Complete the final Scorecard, narrative report and follow-up matrix for submission to the Resident Coordinator and UNCT

IV. Contract period and work location

The International Consultant will be home-based and will conduct ten (10) days field mission in Dar es Salaam to facilitate and participate in UN Agencies, Partners and stakeholders working sessions, meetings and provide hands – on technical advice and inputs to the process, as per agreed work plan. Travel costs and Daily Subsistence Allowance (DSA) for authorized travel field mission will be provided.

V. Payments

The International Consultant will be engaged for a total of 15 working days. 100% of the payment will be made to the Consultant upon submission of the final deliverable, which is the final version of the scorecard matrix, narrative report and action plan and its approval by the UN RC and the UNCT.

The consultant will indicate the lump sum and breakdown, including per diem when in-country, to be paid in the financial proposal.

Functional Competencies:

  • Excellent writing skills in analytical and policy documents.

Education

  • Master’s Degree or its equivalence in Social Sciences, Gender and Development, Human Rights, International Development or related fields.

 Experience

  • At least 10 years of professional experience in gender equality and development at national and international levels
  • Strong experience on gender mainstreaming and result-based management
  • Experience in researching GEWE issues within the UN system
  • Experience in coordinating and collaborating with multiple stakeholders.
  • Familiarity with UNDAP processes and UN inter-agency coordination
  • Previous experience in facilitating and developing UN Gender Equality Scorecards, including narrative reports and follow up action matrixes for UN Country Teams
  • Proven experience in producing UN analytical reports in the area of gender quality and empowerment of women and girls
  • Proven experience in evaluations, research, critical assessments, report writing, gender equality tools and technical support to UNCTs
  • Experience in writing analytical and policy documents is an asset 

Language Requirements:

  • Proficiency in English, with excellent writing and presentation skills;
  • Computer skills, internet communication and command of MS Office.

Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
