Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  

The Policy Division develops and implements the UN Women programme of work on analysis, research and knowledge management that provides the evidence base for the advice and guidance UN Women provides to the intergovernmental process, the UN system, and to UN Women staff working at country and regional level. It identifies emerging issues and trends, and develops and proposes new strategies for achieving the agreed goals through innovative approaches and lessons learned about what works in practice. The Policy Division undertakes issues-based research; analyzes data on country, regional or global trends; builds a knowledge base on policy commitments and their implementation; proposes evidence-based options for global policy, norms and standards and for UN Women’s flagship programmes; and contributes substantive inputs to policy advocacy and technical cooperation programmes.

The New York Declaration for Refugees and Migrants recognizes and commits Member States to take steps to address the specific vulnerabilities of women and girls in large movements of refugees and migrants.  It calls for the launch of a process of intergovernmental negotiations which will lead on to the adoption of a global compact for safe, orderly and regular migration (the Global Compact for Migration) in 2018. As the blueprint to the governance and coordination on international migration, it is critical that gender equality and the empowerment of women and girls are central to the Global Compact to ensure that the human rights of all migrants are promoted and protected at all stages of migration. UN Women is working to help ensure that migrant women’s human rights are effectively promoted and protected at all stages of migration, and that the Global Compact for Migration is human rights-based and gender-responsive.  UN Women acts as the substantive Secretariat for an Expert Working Group for addressing women’s human rights in the Global Compact for Migration, composed of leading experts from treaty bodies, UN agencies and civil society.

Under the supervision of the Economic Empowerment section’s Policy Specialist, Gender and Migration, the Policy Analyst will support UN Women’s work on gender and migration, in particular, providing technical support to the Expert Working Group on addressing women’s human rights in the Global Compact for Migration and to the work of the inter-agency Global Migration Group (GMG). 

Deberes y responsabilidades

Provide technical and substantive support to the secretariat for the Expert Working Group

  • Prepare and coordinate regular meetings of the Expert Working Group
  • Develop background documents and resources
  • Prepare meeting summaries and provide other administrative support
  • Operationalize the dissemination strategy for the expert recommendations

Organize UN Women side events during the negotiations for the Global Compact for Migration and in the margins of the Intergovernmental Conference for the adoption of the Global Compact

  • Make logistical arrangements and secure venues
  • Produce statements, briefs, and other relevant materials
  • Liaise with panelists and speakers
  • Coordinate with the Intergovernmental Support Division (IGSD) as necessary

Support GMG meetings and meetings related to preparations for the Global Compact for Migration.

  • Maintain communication with external stakeholders
  • Provide substantive and administrative support to the production of briefs, concept notes, statements
  • Undertake preparations for relevant GMG sponsored side events for which UN Women is a co-lead
  • Coordinate with IGSD as necessary

 Provide technical and substantive support to the Economic Empowerment section’s gender and migration portfolio

  • Develop and draft a policy brief for the UN Women Policy Brief series on gender and migration
  • Support resource mobilization efforts including the development of a new migration programme
  • Provide technical backstopping as required
  • Coordinate with other sections of the Policy Division and Strategic Partnerships and Resource Mobilization colleagues as necessary

Habilidades y experiencia requeridas

Education:

  • Master’s degree in social sciences, migration studies, development studies, gender/women’s studies or a related technical field is required

Experience:

  • A minimum of one year experience in the area of gender and development with a focus on gender and migration, women’s economic empowerment or a related area
  • Demonstrated experience in research, analysis and writing
  • Experience within the UN system highly desirable

Languages:

  • Fluency in English is required
  • Knowledge of another UN official working language is an asset
