Antecedentes

The European Union and the United Nations have launched the Spotlight Initiative aimed at addressing all forms of violence against women and girls, and harmful practices, which follows a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. In line with the principles of the 2030 Agenda for Sustainable Development, the Initiative takes a human rights-based approach and considers the specific needs of women and girls who experience multiple and intersecting forms of discrimination, while upholding the principle of “leaving no one behind”. The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls, in numerous countries globally. 

UN Women is hiring a communications consultant to advance some of the work that will be required for communications and advocacy under the Spotlight. The consultant will work under the direct guidance and supervision of the Head of the Spotlight Technical Unit and in close collaboration with other members of the Spotlight Secretariat and the Senior Spotlight Communications Consultant (already on board).

The Communications Consultant is responsible for the following deliverables:

Deliverables // Timeframe:

Communications Strategy & 2018 Communications Plan -- 30 June 2018

  • Substantively contribute to refining Spotlight’s Communications Strategy and 2018 Plan, including integrating inputs from partners and facilitating on-going consultations with partners, countries and regional offices 

Social Media Strategy -- 15 July 2018

  • Develop and refine through partner consultation a robust social media strategy for Spotlight; integrate into over-arching Communications Strategy 

Social Media Content -- Ongoing

  • Develop new and innovative content for Spotlight social media and website and relevant newsletters, commentaries and blogs
  • Develop media lists and follow targeted influencers on social media, identify opportunities for interactive engagement
  • Monitor news and social media coverage as well as public mentions of the Initiative, update analytics 

Digital Strategy -- 31 July 2018

  • Develop and refine through partner consultation a digital media strategy for Spotlight 

Digital Content Development -- Ongoing

  • Consolidate the UN input on the planning and implementation of the Digital Campaign 

Website Management -- Ongoing

  • Manage the Spotlight Initiative website and update content 

Outreach & Visibility -- Ongoing

  • Draft media alerts, press releases, and other outreach materials
  • Identify international conferences, major events and visibility opportunities
  • Manage calendars and timelines for events and information materials production 

Country and Regional Programme Support - Ongoing

  • Support participating country communications and help disseminate information products, talking points, and messaging 

Team Support -- Ongoing

  • Take notes and support with set up of meetings and conference calls
  • Other duties, as assigned 

Duration

  • The time required for the consultancy is three months from 4 June 2018.

Schedule of Payments

  • Payment in full upon final submission and satisfactory outputs/products in accordance with specified requirements. Payments will be made once the outputs/products are reviewed and approved by the relevant Supervisor.

Contract Supervision

  • The consultant will work under the supervision of the Head of the Spotlight Technical Unit, based in UN Women.

Evaluation of applicants

Applicants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 52 points in the technical evaluation would be considered for financial evaluation.

Language Requirements 

  • Excellent written and spoken English  - REQUIRED

Education

  • Minimum educational requirement: Master’s degree (or equivalent) in communications, public relations, journalism or relevant field is required (15 points)

Professional experience 

  • At least 3 years of professional work experience at national or international level in public relations, communications or advocacy (20 points)
  • The following specific experiences will be considered as an asset (40 points):
  • 1. Social-media savvy with HTML or web content management required
  • 2. Ability to work in a deadline-drive environment with multiple projects running concurrently
  • 3. Excellent research and writing skills
  • 4. Some graphic design or Photoshop experience is helpful
  • 5. Experience working on gender and human rights issues. 

Total technical -- 75 points.

Financial Evaluation (30%) – max. 30 points.
A cumulative score of the financial and technical evaluation will be used to decide on the highest scoring candidate.

  • Financial Proposal (Specifying a total lump sum amount for the tasks specified in this Terms of Reference). The financial proposal shall include a breakdown of this lump sum on a daily basis.
