Antecedentes

The Talent Development Unit (TDU) /Office of Human Resources (OHR) supports UNDP and its ?workforce of 17,000+ people in 170 country offices to implement the Strategic Plan 2018-2021 and transform UNDP by enabling and fostering a culture of continuous learning and developing talent at all levels across UNDP. We design and implement programmes, processes, and tools to develop learning ecosystems, stimulate learning, catalyse innovation and create knowledge to improve individual and team performance.

Our goal is to reach the highest maturity levels of Bersin by Deloitte framework for organizational learning by end of 2019. It is in this context, and in the context of UNDP Strategic Plan 2018-2021 and subsequent People Strategy, that we are looking for a Senior HR Consultant to support us in formulating a state-of-the art learning policy. 

The purpose of this procurement exercise is to contract a Senior HR Consultant to formulate a corporate learning policy for UNDP in the context of new People Strategy. The senior HR consultant will be responsible for carrying out a current state analysis based on maturity assessment (Bersin by Deloitte maturity model for organizational learning), other best practices and defining the parameters governed by a new policy and finally drafting the new learning policy.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

The Senior HR Consultant will have the following responsibilities:

  • Map the current state of documentation and guidelines governing the various learning practices across the organization including guidelines and documentation for specific programmes and their contingencies with a corporate learning policy;
  • Map the best practices and lessons learned from other international organizations when establishing a learning policy;
  • Establish a blueprint from “as is” state to “to be” where “to be” stands for the new learning policy;
  • The blueprint shall cover following aspects in addition to the above:
  • Defining and articulating key areas to be governed by the policy maintaining the right balance of prescriptive guidance, local discretion and promotion of continuous learning culture and using the overall corporate direction as main guiding principle;
  • Detailed Timeline for the policy formulation followed by an implementation plan;
  • Stakeholder engagement plan and its execution to collect input to the new policy.

Habilidades y experiencia requeridas

Academic qualifications:

  • Advanced university degree (Master’s degree or higher) in human resources, business administration, organizational development or other related field is required.

Years of experience:

  • A minimum of eight years of relevant experience in HR including policy formulation, organization wide HR initiatives and/or project management is required.
  • Experience in the UN system and familiarity with UN HR policies and procedures is required.
  • Experience in needs assessment and current state and future state analysis based on corporate direction is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of Excel and database packages, experience in handling of web based management systems.
  • Membership or certification with a recognized HR professional association, or in project/programme management is an asset.

Language:

  • Fluency in spoken and written English;
  • Knowledge of another UN language is an asset.

 

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager. 
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

 

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

 

Technical Evaluation - Total 70% (700 points):

  • University Degree/Master’s Degree in HR, Business Administration or related field required. Maximum 100 points
  • Relevant experience in HR including policy formulation, organization wide HR initiatives and/or project management is required (minimum 8 years). Maximum 200 points.
  • Experience in the UN system and familiarity with UN HR policies and procedures. Maximum 150 points.
  • Experience in needs assessment and conducting current state/future state analysis or similar methodologies. Maximum 150 points.
  • Experience in the usage of MS Office 365 (e.g. PPT, Excel, Teams, Yammer) and advanced knowledge of spreadsheet and database packages, experience in handling web based management systems (e.g. SharePoint). Maximum 100 points.

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

 

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

 

Institutional arrangement

The consultant will work under the guidance and direct supervision of the HR Manager for Capability Development and will be responsible for the fulfilment of the duties as specified above.

  • The Consultant will be responsible for providing her/his own laptop.

 

Payment modality

  • Payments are based upon output, i.e. upon delivery of the services specified above and duties accepted and upon certification of satisfactory completion by the manager. 
  • The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
