Antecedentes

UNDP Global Mission Statement:

UNDP Afghanistan Mission Statement:

UNDP Afghanistan is supporting the Government to find innovative solutions to its development challenges based on the Country Programme Document approved by the Executive Board for the period 2015 – 2019.  Key priority areas for UNDP assistance are strengthening accountable governance, justice and rule of law, equitable and inclusive development, and social equity, with special attention to women. UNDP Afghanistan seeks to achieve transformational change in an environment of high complexity and insecurity. Conflict sensitivity is applied throughout the programme, and is mainstreamed in all projects. Political, economic, and conflict analysis of the provinces where UNDP works will be undertaken through UNDP’s regional hubs at the sub-national level. This will have to be accompanied by greater use of national systems, focus on capacity development instead of capacity substitution and helping to phase out parallel structures, and strengthen approaches to regionalization.

Organizational Context

The UNDP Afghan Country Office Rule of Law and Human Security (ROLHS) unit manages a number of projects within its portfolio including projects financed through the Law and Order Trust Fund (LOTFA). Currently, LOTFA finances the Support to Payroll Management (SPM) project and the MOIA and Police Development (MPD) project. 

The Law and Order Trust Fund for Afghanistan (LOTFA) was established by the Administrator of the United Nations Development Programme (UNDP) in 2002 as a mechanism for the international community to provide financial support to the Ministry of Interior Affairs (MOIA) and the Ministry of Finance (MOF) for the establishment, payment, equipment and training of the Afghan National Police (ANP) and Central Prisons Department (CPD) in Afghanistan.

The Fund was set up to cover the following activities: establishment/strengthening of the police force; payment of salaries of the police force; recruitment and training activities; rehabilitation of training facilities, dormitories and other relevant buildings; acquisition of the non-lethal equipment and supplies; and payment of salaries of uniformed personnel employed the Central Prisons Department.

With the closing of the MPD Project, successor projects are currently being designed focusing on directly supporting the delivery of police services to the community.  As part of the process, the ROLHS Unit seeks to further understand the needs of the police working at the provincial headquarters and district police station levels by undertaking assessments.  The information gathered through this process will further inform the design of the project as well as other needs of the people of Afghanistan.  In addition, the ROLHS Unit is seeking to start several “quick-win” initiatives to take place over the next few months while the new projects are starting up. 

A consultant will be recruited to undertake the assessment, as well as to provide advice on “quick-win” initiatives.  The consultant will also support the ROLHS Unit in providing technical advice as needed related to policing and the provision of police services.

Deberes y responsabilidades

Scope of Work and Deliverables:

  • Prepare an implementation work plan in cooperation with the ROLHS Unit identifying the activities required to produce the expected outputs and deliverables;

  • Undertake assessments of select police provincial headquarters and district police stations, in accordance with a template agreed with the ROLHS Unit. The assessment will include but not be limited to cover infrastructure, administrative capacity, functionality of police services and community relations.The consultant is expected to undertake required desk review and consultations with relevant stakeholders as part of the assessment process.If requested, the consultant will also present his/her findings to the MOIA, donors and the LOTFA Steering Committee;

  • Provide technical advice and oversight on one or several “quick-win” projects related to the police.As part of the assignment, the consultant will (i) hold consultations with counterparts in the MOIA, Afghan National Police and other partners; (ii) develop concept notes; (iii) advise on the resources and technical knowledge required to implement such activities; and (iv) advise as needed on the implementation of the projects;

  • Facilitate and develop strategies for strengthening the partnership between (i) Afghanistan: the MOIA and the Afghanistan National Police and (ii) India: the Ministry of Home Affairs and the Indian Police Force.The activity will include (i)Facilitate coordination between MOIA and the Indian Police Force; (ii) identify possible areas of cooperation; and (iii) advise on the design and implementation of recommended activities;

  • Provide ongoing technical and advisory support to UNDP ROLHS unit, LOTFA projects and the MOIA in the process.

Expected output/Deliverables and estimated timeframe:

Deliverable 1:

  • Inception Report: Implementation workplan; 10 working days by 12 July 2018;

Deliverable 2:

  • Develop work plan and timeline with methodology for assessments of Provincial Police Headquarters (2 locations) and District Police Stations (min. 6 locations); 20 working days by 17 August 2018;

Deliverable 3:

  • Report on assessments of Provincial Police Headquarters (2 locations) and District Police Stations (min. 6 locations); 57 working days by 1 November 2018;

Deliverable 4:

  • Report summarizing quick-win initiatives, including the outcome and lessons learned; 30 working days by 10 December 2018;

Deliverable 5:

Report summarizing the actions taken towards strengthening the partnership established between the police in Afghanistan and India, and recommendations on future areas of cooperation; 15 working days 31 December 2018.

Habilidades y experiencia requeridas

Academic Qualifications:

  • Master’s Degree or equivalent, in Law, Political Science, Governance, Public Policy, Economics or related disciplines.

Experience:

  • Minimum of 7 years of experience in the areas of international development and rule of law including experience working on police programming;
  • Out of 7 years, minimum of 3 years experiences working on capacity building projects within the security sector in post conflict countries is required;
  • Out of 7 years, minimum of 4 years of experience working as a policeman/woman is required, experience in planning and/or heading units is desirable;
  • Relevant experience and knowledge of the socio-political context of Afghanistan, in particular in relation to current trends in the area of security sector reform is preferred or other similar post-conflict country scenarios;
  • Experience in participatory methodologies and consultation.

Language:

  • Fluency in written and spoken English is a requirement. Knowledge of Dari, Pashto is desirable.

Working Arrangements:

Institutional Arrangement

  • The consultant will be provided with office space in the UNDP country office ROLHS unit and at the LOTFA MOIA offices as required for the duration of his/her contract with UNDP and will provide internet facility, logistical and other support service including transport and security applicable to UNDP international personnel. The candidate however is expected to bring his/her own laptop and mobile phone (UNDP will provide a local pre-paid sim card).

Monitoring and reporting arrangements:

  • The consultant will work under the direct supervision of the Chief, UNDP Country Office ROLHS unit or his designate. 

Duration of the Work

  • The whole assignment is foreseen for a period of 1 July until 31 December 20018 (with maximum of 132 working days) based in Kabul and all work needs to be completed by 31 December 2018.

Duty Station

  • Kabul, Afghanistan with some field visits which will be arranged by UNDP.

Price Proposal and Schedule of Payment:

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee which should be inclusive of his/her professional fee, local communication cost and insurance (inclusive of medical health and medical evacuation). The number of working days for which the daily fee shall be payable under the contract is 132 working days.
  • Living Allowance (LA) – The contractor shall propose a LA at the Kabul applicable rate of USD 162 per night for his/her stay at the duty station. The number of nights for which the LA shall be payable under the contract is 184 nights. The contractor is NOT allowed to stay in a place of his/her choice other than the UNDSS approved places. UNDP will provide MORSS compliant accommodation in UNOCA complex to the contractor. The payment of accommodation shall be made directly by the contractor.
  • Travel & Visa – The contractor shall propose an estimated lump sum for home-Kabul-home travel and Afghanistan visa expenses.
  • Rest and Recuperation (R&R) – The contractor shall be entitled for R&R - 7 calendar days (USD 2,170) for every six weeks during the course of the assignment. After the last R&R, the contract should mandatorily stay in country for minimum of 30 calendar days.

The total professional fee, shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables by end-user under the contract in accordance with the abovementioned schedule of payment.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

  • Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Proposal (55 marks)

  • Technical Approach & Methodology (10 marks) – This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;

  • Work Plan (5 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan;

  • Interview (40 marks).

  • General Qualification (5 marks);

  • Experience relevant to the assignment (10 marks).

Technical Proposal:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;

  • A methodology, on how they will approach and complete the assignment and work plan as indicated above.
