The Multi-Partner Trust Fund Office (MPTF Office) is a UN centre of expertise on pooled financing mechanisms. It supports development effectiveness and UN coherence through the efficient, accountable and transparent design and administration of innovative pooled financing instruments as well as provision of advisory services for fund operations.

Housed within UNDP, the MPTF Office is firewalled from all UN implementing entities, UNDP included. The MPTF Office has put in place a number of tools and systems to support its fund administration services, see the MPTF Office GATEWAY (

In 2012, the Government of Mali requested the MPTF Office to develop a national climate fund to combine financing from bilateral and multilateral sources as well as from the public and private sectors.

The Ministry of Environment and Sanitation developed a National Strategy on Climate Change (SNCC) in consultation with public and private sector partners. This holistic vision resulted in the establishment of the Institutional Framework on Climate Change (SNCC - Strategic Area I) headed by a National Committee. 

The implementation of the SNCC requires the alignment of various sectoral initiatives to be undertaken by a large number of stakeholders at national and local levels. The Mali Climate National Trust Fund’s objective is to integrate these initiatives and to foster a coordinated implementation of the strategic framework.

To support the capacity building of the Fund, the MPTF Office seeks the services of a highly qualified Climate Financing Specialist International Consultant to assist and reinforce the Mali Climate Trust Fund’s Technical Secretariat capacity in its planning, operation, evaluation and reporting. The ultimate goal is to allow the Malian Government to assume the main responsibility of the management of the Fund in a few years’ time. This is a home-based consultancy with 2-3 field missions in Mali. All travel related cost will be covered by German Society for International Cooperation, Ltd (GIZ).

Deberes y responsabilidades

Under the overall direction of the Steering Committee (Government counterparts and Donors) and the direct supervision of the Executive Coordinator of the MPTF Office, the Climate Financing Specialist International Consultant’s responsibilities will include the following main functions:

Building Strategic Financial Partnerships

  • Liaise with existing and potential donors and other Fund stakeholders;

  • Establish strategic partnerships, and identify key resource mobilization opportunities;

  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, and supportresource mobilization efforts;

  • Ensure preparation of resource mobilization strategy;

  • Ensure linkages and consistency between the Fund and other national related initiatives.

Capacity Building

  • Support national counterparts to revise and develop policy, strategy, planning and programme documents within the framework of the Fund;

  • Support national counterparts in the design, identification and implementation of capacity assessment and capacity development plans;

  • Advise the Secretariat, in preparing guidelines for Participating Organizations for capturing bestpractices and lessons learned, based on approaches pertinent to the funded interventions;

  • Conduct training sessions and provide technical support to Secretariat and Participating Organizations on drafting result-based annual narrative reports which integrates a Monitoring & Evaluation framework.

Fund Operation Management

  • Substantively contribute to the update the Fund’s Terms of reference (ToR) and operational manual;

  • Contribute to the development of the Trust Fund’s results-based framework and risk management assessment, in coordination with Fund’s stakeholders ;

  • Establish an Information Management/Monitoring & Evaluation system through a consultative results framework;

  • Design the operational tools for the direct implementation by National entities;

  • Design a roadmap and a technical capacity development plan for the National Fund trustee function to be handed over to a National entity;

  • Review appraisal process for project proposals and make recommendations to the Steering Committee to improve it;

  • Contribute to the preparation of a multi-year annual Work Plan and budget for the Secretariat including for the inception phase and operational tasks;


  • A comprehensive and practical investment plan/resource mobilization strategy in consultation with the Steering Committee;

  • Substantive input into the drafting of the Fund’s updated ToR and operational manual allowing direct access to national entities;

  • Development of the Fund’s result-based framework and risk management assessment;

  • A transition plan for the Fund trustee function


  • Capacity to analyze complex political situations, vulnerability and crisis/ conflict/ post conflict scenarios;
  • Strong knowledge of Green Economy and Climate Change;
  • In-depth understanding  of Trust Fund Operations, and their link to Trust Fund Administration and Trust Fund implementation;
  • Strong understanding of M&E and aid coordination;
  • Ability to lead strategic planning, results based management and reporting interventions for large scale programmes;
  • Good facilitation skills and ability to build consensus among a wide variety of stakeholders;
  • Client oriented;
  • Strong verbal and written communication skills in French;
  • Strong organizational skills and readiness to work flexible hours to ensure that agreed upon timeline is adhered to.

Habilidades y experiencia requeridas


  • Postgraduate degree in public policy, development studies, political science, international relations, or related field;


  • A minimum of 7 years of relevant experience, with strong track record in report writing;
  • Familiarity with the role and responsibilities of the MPTF Office as an Administrative Agent for MDTFs/JPs is an asset;
  • Knowledge of project management, results-based reporting, monitoring and evaluation and basic financial terminology and analysis;
  • Ability to work with minimum supervision, with efficiency, competence and integrity with people of different national backgrounds;
  • Experience in working with UN agencies, multilaterals, donors, NGOs and CSOs
  • Demonstrated experience in the usage of standard software packages. Must be able to provide all materials in Word-format and produce charts, graphs and tables to support the narrative;

Languages Requirements

Native French speaker and writer with a strong command of English, is essential.
