Antecedentes

UN Women, is the United Nations’ agency for Gender Equality and Women Empowerment. Grounded in the vision of equality enshrined in the Charter of the United Nations, it works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of sustainable and inclusive development.

 

UN Women Morocco Multi-Country Office (MCO) aligns with UN Women’s global strategy and Morocco’s constitution and legal framework and aims to reach 4 impacts:

1.            Women lead, participate in and benefit equally from governance systems;

2.            Women have income security, decent work and economic autonomy;

3.            All women and girls live a life free from all forms of violence;

4.            Women and girls contribute and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters, and conflicts, and from humanitarian action.

 

As part of its first impact area, UN Women Morocco MCO has concluded in 2014 an ambitious partnership with the Ministry of Interior in Morocco aiming to ensure the design and implementation of Gender-Sensitive Local Plans and Budgets in every local area.

 

This support includes:

  1. Providing local authorities with impactful methodologies, tools and training to design, monitor and evaluate their Gender Sensitive Plans and Budgets
  2. Strengthening locally elected women capacities and ability to access to decision making through continuous training and international networking

 

Reporting to the Programme Management Specialist, the Gender Sensitive Local Planning and Budgeting Project Manager exercises overall responsibility designing, implementing, monitoring and evaluating MCO’s programs related to Gender Sensitive and Responsive Governance

Deberes y responsabilidades

  1. The design, implementation, monitoring, and evaluation of the UN Women MCO Morocco’s portfolio related to Gender Sensitive and Responsive Governance are ensured (40% of dedicated time)
  • Ensure the design of impactful new projects/programmes on Gender Sensitive Local Planning and Budgeting Project Manager
  • Implement, monitor, report and evaluate existing projects on Gender Sensitive Local Planning and Budgeting based on a great knowledge of public policies making at the local scale
  • Ensure the UN Women MCO Morocco’s coordination role on gender equality and on Gender Sensitive Local Planning and Budgeting within the United Nations System at country level, including through support to joint programming and to the UN Gender Thematic Group
  • Organize High level events, consultations and other events on Gender Sensitive Local Planning and Budgeting
  1. Funds to develop Gender Sensitive and Responsive Governance projects are raised and efficiently monitored (40%)
  • Analyse potential donors in the Gender Sensitive Local Planning and Budgeting field are identified, mapped and their strategies analysed
  • Design and implement new/innovative partnerships
  • Monitor funds raised with financial monitoring tools

 

  1. Knowledge Management and Communication are enhanced (20%)
  • Indentify and disseminatebest practices on Gender Sensitive Local Planning and Budgeting at the local and Regional Levels
  • In coordination with the Communication specialist, draft quality and substantive papers to update UNW MCO Website

Habilidades y experiencia requeridas

 

Education and certification:

 

  • Master’s degree (or equivalent) in economics, public administration, business administration or other related fields is required
  • Bachelor’s degree in Business or Public Administration is an asset.

 

 

Experience:

 

  • A minimum of two years of experience in development/public policies and/or economic and/or strategies field
  • An experience in a Global Management & Strategy would be is an asset

 

 

Language Requirements:

 

  • Fluency in French, English and Arabic is required
  • Excellent drafting, synthesis and analytical skills in both French and English
