Antecedentes

A.     Project Title:

Support to the Institutional Development of Oé-Cusse Special Administrative Region and Special Zones of Social Market Economy (ZEESM).

B.     Project Description 

The constitution RDTL provides a special status to Oé-Cusse, stating that it shall be ‘governed by a special administrative policy and economic regime’ (Article 71, Clause 2) and a law on Oé-Cusse has recently been approved by the National Parliament.

UNDP has been providing Policy advice to the Special Economic Zone for Social Market Economy (ZEESM TL) Office since its establishment, and has developed a program to support ZEESM TL conceive, establish and support governance and sustainable and innovative development structures and systems in Oé-Cusse. The framework for UNDP’s support to Oé-Cusse ZEESM TL is built around two components: (i) governance (ii) sustainable and innovative development. Thus, as part of the roll out process of ZEESM TL, there is a need to formulate policies and provide high quality advice to support priority areas that have clear and strong forward linkages to the ZEESM TL. The proposed assistance is aligned with the priorities of the Fifth Constitutional Government as articulated under Timor-Leste Strategic Development Plan 2011-2030, to establish special zones of social market economy, to transform the lives of the people of Oé-Cusse with an integrated approach to sustainable social and economic development.

Community-Based Tourism (CBT) is one of the three strategic ZEESM-TL pillars for development in Oé-Cusse. The Regional Secretary of Community Tourism seeks to create a simple community-based tourism framework, by identifying potential tourism sites (within the larger areas provided in the master plan) and planning and proposing pilot activities to showcase Oé-Cusse’s community-based tourism to the emerging national market and also to integrate it in an international market.

During all this process, a good communication must be a central pillar who will allow us to reach the goal of attracting more people to Oé-Cusse and increase the information available about the region. However, the communication should not only be focused in an external level with the creation of promotional brochures, articles or press releases, but also in an internal level to reach an ideal coordination with the local communities and all the stakeholders and thus take a full advantage of everything the region can offer.

C.      Scope of Work

 

Under the supervision of the Project Manager (PM) and the Regional Secretary of Community Tourism in RAEOA – ZEESM TL, the selected candidate will execute and ensure specific communication activities to reach the Community Based-Tourism (CBT) project strategy:

 

  1. Develop a Strategic Communication Plan for Oé-Cusse Community Tourism to be clear about the objectives the Secretary wants to achieve.
  2. Meet the communities and work jointly with them with the aim of improving the communication between both sides and go for a common objective.
  3. Implement several technical trainings for the local staff that is working in the Regional Secretary of Community Tourism in order to increase their skills.
  4. Develop a database (narrative and pictures) about all the aspects related to the Atoni Cultural Heritage.
  5. Write trimestral newsletters for ZEESM TL and UNDP in order to get updated all our partners about our evolution in the project.
  6. Create a Facebook page for the Community Tourism in Oé-Silo and linked it to an Instagram and Twitter account to inform our audience about our latest achievements and all the possibilities that Oé-Cusse has to offer.
  7. Create new printed and/or online brochures in coordination with the local communities to expand the information available about Oé-Cusse and to attract more visitors to the region.
  8. Do promotional videos related to the Atoni culture to increase the knowledge and attraction to Oé-Cusse.
  9. Write articles and press releases to inform about our work and increase the information available about Oé-Cusse.
  10. Update the information available about Oé-Cusse in online platforms.
  11. Implement new tourism events in coordination with the local communities.

Competencias

E.      Institutional Arrangement

The consultant will work under the overall guidance and direction of the UNDP Program Manager, with periodical meetings with the Regional Secretary of Community Tourism.

 

F.      Duration of the Work[1]

The assignment will be for a period of 12 months, starting on August 15st 2018, until July 31st 2019.

[1] The IC modality is expected to be used only for short-term consultancy engagements.  If the duration of the IC for the same TOR exceeds twelve (12) months, the duration must be justified and be subjected to the approval of the Director of the Regional Bureau, or a different contract modality must be considered.  This policy applies regardless of the delegated procurement authority of the Head of the Business Unit.

Recruitment Qualifications

Education

  • Degree in Communication, Journalism, Social Science or related areas. (compulsory)
  • Education and complementary trainings in International Cooperation, Development, NGOs, Communication or related areas.
  • Training in photography will be an advantage.

Experience

  • 1,5 years of experience working in communication with international cooperation organizations.  
  • One-year experience creating communication materials on tourism.
  • One previous experience working in media (newspaper, radio or television)
  • One previous experience in multimedia (film/video and photography features) preferred.
  • One previous experience working in Oé-Cusse region, Timor-Leste is an advantage.
  • Ability to work effectively with MS Office, video edition programmes (Adobe Premiere or similar) and audio editing programmes (Adobe Audition, Audacity or similar).

Language requirements

  • Proficiency in English (written and spoken) is a must.
  • Working knowledge of Portuguese is an advantage.

 

I.       Scope of Price Proposal and Schedule of Payments

The proposal shall consist of a Lump Sum Amount cost for each deliverable.

Combined scoring method – where the qualifications and methodology will be weighted a max. of 70%, and financial offer will be weighted to a max of 30%.

 

Note: Only candidates obtaining a minimum 49 points of the technical criteria will be considered for the financial evaluation.
