UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s flagship programme on Stimulating equal opportunities for women entrepreneurs aims to support women entrepreneurs to grow their businesses by: (1) creating demand for their products and services from the public and private sector (e.g. through affirmative policies and practices); (2) developing their capacities, knowledge and skills and access to markets information; (3) supporting financial institutions to be more gender-responsive. The programme will engage UN Women’s broad spectrum of partners, including governments, UN system entities, civil society, large corporations, business associations, women entrepreneurs and women-owned and women-led micro-, small- and medium-size enterprises.  The programme is being implemented in South Africa and the United Arab Emirates.

UN Women will leverage the following platforms to host and disseminate capacity development materials:

WeLearn, in its prototype phase, is the global learning community that will offer experiential, personalized and learning curricula to support women’s full participation in the economy.  WeLearn will focus on equipping women with the skills needed for the jobs of the future (entrepreneurship and employment), including 21st century skills. It will provide access to customized, skills-based learning paths, a supportive community of learners and change-makers, and connections to real-world learning and employment opportunities that will empower women and girls and build a more gender inclusive society.

The Women’s Empowerment Principles (WEPs) offer a holistic framework to ensure the business practices create an enabling environment for gender equality and women’s economic empowerment (WEE).  The WEPs emphasize gender equality at workplace, marketplace and community, and women’s economic empowerment as a priority in global value chains.

EmpowerWomen.org is the global movement for women’s economic empowerment. It engages gender equality advocates and empowers women to achieve their full economic potential in more than 190 countries. Empower Women equips over a million women and men with resources, opportunities and a global platform to become change-makers and leaders in their communities.

Women’s Economic Empowerment Global Summit The signature activity of the United Arab Emirates (UAE) project is the Biennial Women’s Economic Empowerment Global Summit.  Women’s Economic Empowerment Global Summit was held in 2017 to kick off the flagship and will be held again in 2019.  Leading up to the Summit, focused trainings and workshop will be offered to both companies, as buyers, and women-owned businesses, as suppliers, to expand the knowledge based on gender-responsive procurement in the region.

Under the direct daily supervision of the Programme Specialist, Women’s Entrepreneurship and Gender-Responsive Procurement, the Programme Associate is responsible for the finance, administrative and programmatic support for effective implementation of this flagship programme.  

Deberes y responsabilidades

Provide administrative support to the financial management of the flagship programme:

  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Process payment for consultants;
  • Maintain internal expenditures control system;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Assist in the preparation and follow up of cost-recovery bills in Atlas;
  • Prepare PO and non-PO vouchers for the project;
  • Prepare General Ledger Journal Entries (GLJEs) from proper supporting documents authorized by the budget owner;
  • Review transactions in Atlas, ensuring payroll, travel claims, and other entitlements are processed;
  • Maintain proper follow up of advances to implementing partners, review their financial reports together with project managers;
  • Monitor the financial status and, under the guidance of the Operations Manager, implement control mechanisms for management/development projects;
  • Undertake corrective actions on un-posted vouchers, including vouchers with budget check errors, match exceptions and unapproved vouchers. Frequently review and investigate payment vouchers which are in error;

Provide administrative support to the programme team and activities:

  • Provide logistical and administrative research and documentation support to the team
  • Manage logistics related to staff travel, such as travel authorizations, travel claims and visas, and help with organizing events, including logistics and travel of partners and stakeholders.
  • Manage logistics for travel of participants and speakers for the Women’s Economic Empowerment Global Summit.
  • Draft TOR, MOUs, cost sharing agreements and other project-related documentation.
  • Provide coordination and administrative support in monitoring and evaluating the performance of partners under contracts/agreements with UN Women.
  • Manage programme assets and project’s filing system.
  • Organize, compile and process information from donors and HQ, and programme team, as inputs to various databases and documents

Provide programmatic support to the team:

  • Provide administrative support in the implementation of activities according to the project work plan.
  • Provide guidance to implementing partners to ensure full compliance with operational UN Women rules and regulations in terms of procurement, human resources, and finance.
  • Facilitate of knowledge building and knowledge sharing within the projects in South Africa and at Headquarters.
  • Maintain ongoing contact and close communication with partners, and share contacts with the HQ team to ensure inclusion in the email marketing database of partners and stakeholders.
  • Provide administrative support in quality assure, format and validate resources and other learning and knowledge products in Arabic on EmpowerWomen.org and WeLearn.unwomen.org.
  • Support the maintenance of the WEPs database of companies, including the sign-on process, due diligence of companies and logo/media enquiries in Arabic.
  • Provide logistical support to the Women’s Economic Empowerment Global Summit.
  • Provide inputs to data collection and reporting against agreed project targets and indicators, and draft inputs with the development of annual donor reports and other reporting obligations.
  • Coordinate the procurement of suppliers for editing, translation, printing and dissemination processes of publications, online and audio-visual materials.

Habilidades y experiencia requeridas


  • Completion of secondary education is required;
  • Specialized national or international certification in accounting and finance is an asset;
  • Bachelor’s degree in finance or accounting is an asset.


  • At least 6 years of progressively responsible experience in finance and administration;
  • Experience in the use of PeopleSoft ATLAS is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.), spreadsheet and database packages, experience with web-based management systems (e.g. Sitecore, Moodle) an asset;
  • Excellent knowledge of UN financial rules and regulations and results-based management an asset.


  • Fluency in English and Arabic are required;
  • Working knowledge of another UN official working is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
