Antecedentes

The Sustainable Development Goals Philanthropy Platform (SDGPP or the Platform) is a global initiative that connects philanthropy with knowledge and networks that can deepen collaboration, leverage resources and sustain impact, driving SDG delivery within national development agenda.

Established as a global facilitator that enables strong partnerships between philanthropic organizations, the United Nations, governments, civil society, businesses, and other stakeholders, SDGPP is led by the United Nations Development Programme (UNDP) and Rockefeller Philanthropy Advisors (RPA) and supported by the Conrad N. Hilton Foundation, Ford Foundation, Brach Family Charitable Foundation, and UN Foundation.

To date, the Platform has brought together over a thousand philanthropists across various countries to facilitate effective collaboration so that together, funding and programmes have? a greater and more sustainable impact on people's lives. ??Also, SDGPP has established pathways to engage philanthropy in the national SDG planning and implementation in 8 pilot countries, namely Brazil, Colombia, Ghana, India, Indonesia, Kenya, the US and Zambia, and is currently seeking to expand to many others.

UNDP Strategic Plan 2018-2021 aims to support countries in achieving the 2030 Agenda, including through establishment and promotion of country support platforms for the SDGs. It is expected that these country platforms will drive solutions to complex and comprehensive SDGs challenges, foster innovations and build strategic alignment of stakeholders by leveraging resources and collaborating on the implementation of the national development plans.

Experiences and innovative approaches developed and tested by SDGPP can be used to inform and facilitate UNDP processes for the enactment of the SDGs platforms in countries. Additionally, UNDP will seek to capitalize on the extensive SDGPP experiences with the philanthropy sector and bring those partnerships to a more strategic level.    

Deberes y responsabilidades

Under the direct supervision of the Director of the Istanbul International Center for Private Sector in Development (IICPSD), the Consultant is expected to facilitate the integration of the experiences, relationships and tools of the global partnership project, SDG Philanthropy Platform, into UNDP private sector work informed by UNDP Strategic Plan 2018-2021 and with the aim to scale UNDP strategic partnerships with philanthropy. 

The following areas are considered to be within the scope of this consultancy: 

  • Supporting the development of a guide for philanthropy that integrates lessons learnt from the SDGPP initial phase and offers knowledge and technical advice for foundations interested in adopting SDGs in their strategies (time allocated for this estimated at 20% of the consultancy time):
    • Participate in the team discussions on the outline and content of the SDG-alignment guide for foundations;
    • Provide technical inputs on the recent developments, trends and resources related to the subject matter;
    • Review produced inputs for adequacy and compliance;
    • Provide consultations to individual foundations, as may be required.    
  • Providing technical support in preparing convenings of the SDG Philanthropy Platform at global and national levels (time allocated for this estimated at 30% of the consultancy time):
    • Provide inputs to agenda, conference documents, event reports and follow-up plans for SDGPP global and local events;
    • Contribute towards increased visibility of the SDGPP events through social media posts and blogs.    
  • Supporting IICPSD Director and UNDP country staff in integrating experiences of the SDGPP into the country programming objectives and other SDG-related work in countries (time allocated for this estimated at 30% of the consultancy time):
    • Participate in the weekly calls with the country staff and partners to review progress on in-country and global activities;
    • Develop high-level inputs for the strategic documents on the scaled-up partnership between UNDP and philanthropy sector, design and establishment of country support platforms for the SDGs;
    • Support SDGPP roll-out in other countries, e.g. South Africa, Rwanda - determine scope of needs and strategy for the SDGPP in a country; technical support (virtual) with analysis, selection of approaches and tools and reviews of workplans.     
  • Contributing to the improvement of the user experience of the SDGPP website (time allocated for this estimated at 20% of the consultancy time): 
    • Review website analytics and provide insights and feedback on the improvement of the user experience;
    • Advise on recent trends, tools and approaches for online community engagement and management.   

To this end, the consultant shall prepare a quarterly progress report that will detail all milestones reached, including but not limited to the below expected outputs and deliverables. IICPSD Director shall review and accept these reports, and certify them for payment.

 

Expected Outputs and Deliverables

  • Participation in the meetings with UNDP / SDGP staff and partners ensured to provide feedback and advice on the subject matter;
  • Technical and high-level inputs on the recent developments in philanthropy-government collaboration, SDG localization, UNDP-philanthropy partnerships, design and enactment of country support platforms for the SDGs, and other related topics provided in a timely manner;
  • Organization of at least 4 global and local events, including a side event at the 73d session of the UN General Assembly supported;
  • Inputs for the development of SDG-alignment guide for foundations provided;
  • Consultations to individual foundations on SDG-alignment and integration provided as may be required;
  • Roll-out of SDGPP in other countries (South Africa, Rwanda, etc.) facilitated, including needs assessment, analysis and selection of tools and approaches, review of workplans, etc.;  
  • Website analytics reviewed to generate inputs for the improvement of user experience;
  • Inputs on recent trends, tools and approaches for online community engagement and management provided;   
  • Limited travel undertaken, as may be required by the SDGPP needs. Travel costs will be borne by UNDP and consultant expressly accepts UNDP travel policies;
  • Best practices, innovative strategies and new approaches synthesized and documented for further reference.   

 

Description of deliverables - Target delivery dates - Payment schedule

  • Quarterly Progress Report 1 - 3 month after contract signature - 25%
  • Quarterly Progress Report 2 - 6 months after contract signature - 25%
  • Quarterly Progress Report 3 - 9 months after contract signature - 25%
  • Quarterly Progress Report 4 - 12 months after contract signature - 25%

 

Reporting Requirements

  • The Consultant shall report to the IICPSD Director.
  • The Consultant shall be ready to undertake international travel on behalf of the SDGPP during the assignment period if required and the travel expenses will be covered following UNDP rules and procedures.

Academic Qualifications/Education:

  • Master's degree in Business Administration, International Relations, Economic Development, Development Studies, Social Science, International Development, Political Science, International Relations or another relevant field.

 

Experience:

  • Minimum 10 years of experience in development work, out of which at least 5 years are related to private sector / philanthropy engagement for development;
  • Experience with the SDGs promotion and integration into national development plans;
  • Experience in developing and managing multi-stakeholder partnerships for the SDGs;
  • Experience in scoping and using innovations for the SDGs;
  • Experience in writing briefings, reports, blogs;
  • Experience in working in or supporting a developing country, including with the UN System.
  • Familiarity with impact measurement is an asset.

 

Language skills:

  • Excellent skills in English;
  • Knowledge of any other UN language is an advantage.

 

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation.

 

Only candidates who will get min. 70% of points in desk review will be invited for interviews. Only candidates who get min. 70% of points in technical evaluation (includes desk review and interview) will be scored in financial evaluation.

 

Technical Criteria - 70% of total evaluation (includes desk review and interview) – max. 70 points:

  • Criterion A – Experience in development work, with particular focus on private sector / philanthropy engagement for development (Max points 15)
  • Criterion B – Experience in SDG promotion and integration into national development plans (Max points 10)
  • Criterion C – Practical experience in developing and managing multi-stakeholder partnerships for the SDGs. (Max points 10)
  • Criterion D – Experience in scoping and using innovations for the SDGs. (Max points 5)
  • Criterion E – Experience in writing briefings, reports, blogs (Max points 5)
  • Criterion F – Experience in working in or supporting a developing country, including with the UN System (Max points 5)
  • Criterion G – In-depth understanding of global development agenda, including UN / UNDP vision and priorities (Max points 5) (interview)
