Under the overall guidance and direction of the Country Programme Manager, the Monitoring, Evaluation and Reporting Specialist has the primary responsibility of contributing to results-based management through development and implementation of the Monitoring & Evaluation (M&E) frameworks and plans in terms of project design, planning, monitoring, evaluation and reporting of the implementation of the country programme. S/He is responsible for monitoring of the Country Office programme delivery and overseeing independent evaluations of programmes and projects. The Planning, Monitoring, Evaluation and Reporting Specialist establishes and maintains collaborative relationships with partners to address emerging issues and to facilitate programme delivery.

S/He imparts capacity development in support of the implementation of monitoring, evaluation principles and practices to ensure relevance, efficiency, effectiveness and sustainability of programme impact at country level. The Monitoring, Evaluation and Reporting Specialist proactively draws on the good practices and knowledge emerging from the country programme and documents them for organizational learning and sharing. 

Deberes y responsabilidades

The Consultant will carry out the following functions:

Planning support to the country programme:

  • Ensure multi-year strategic plans and annual work planning processes are well coordinated in line with the recommended timelines and guidelines from Regional Office and Headquarters;
  • Guide and coordinate development of development result plans and other frameworks including revisions of deliverables and delivery planning;
  • Support /build capacity of staff in the country office and implementing partners to have a common understanding of Results Based Management (RBM) concepts, techniques and appreciate the importance of RBM to achieving UN Women outcomes;
  • Draw, document, disseminate and apply good practices and lessons learnt in new and revised planning;
  • Support UN Women for all joint inter-agency and coordination work on RBM;
  • Provide inputs to project design, including comments on project documents, support development of theory of change and results matrixes from planning, monitoring and evaluation perspectives;
  • Reinforce budgeting for planning, monitoring and evaluations, employing reviews of the programme documents; supporting identification of monitoring, review and evaluation needs during programmes/project planning processes;
  • Take part in system-wide UN coherence including representing UN-Women in inter-agency platforms on M&E at the country level.

Leading monitoring of results against strategic outcomes and as per approved plans:

  • Assume responsibilities as focal point for regular updates of the Results Management system (RMS);
  • Assess and recommends improved monitoring systems to Head Office including capacity of staff and implementing partners;
  • Develop a monitoring and review framework for the Country Programme and annually develop a monitoring and review plan;
  • Guide and coordinate the review of planning frameworks, including the provision of technical advice for the revision of deliverables and delivery planning;
  • Compile data sources, employing collection and/or meta-analysis of monitoring data from country programme, projects and other data sources;
  • Develop monitoring and review guidelines, formats and tools and share with staff and implementing partners;
  • Review partner reports and provide guidance internally to UN Women staff members and partner organizations to ensure high quality of reports;
  • Analyze project reports and synthesize the country office’s quarterly, six monthly and annual reports.

Managing reporting processes:

  • Ensure full compliance with UN Women rules and regulations in terms of reporting requirements;
  • Provide technical advice on the development of information systems, processes and mechanisms to support tracking of progress and effective and timely reporting of programme;
  • Review progress reports and provide feedback to programme team and to partners as needed to ensure results-based reports and analysis and capturing of data. Validate reports of implementing partners before submission to head office, in close collaboration with programme managers;
  • Work with the Programme and Operations teams in compiling and timely submission of donor reports;
  • Ensure the availability (including collecting and maintaining) of data for country corporate reports, mid-term reviews, and final evaluations;
  • Compile and submit timely the internal quarterly, six-monthly and annual reports of the country programme office.

Supporting Reviews and Evaluations:

  • Lead joint team reviews of the Country Strategic Framework and programme or projects on a periodic basis to assess progress against the agreed results/objectives, efficiency, effectiveness and needs for adaptation;
  • Support development of a Monitoring, Evaluation and Research (MER) Plans, including biannual update and monitoring reports on status of implementation;
  • Lead the development of Evaluation Strategy for the Country Office;
  • Lead the planning, designing and implementation of evaluations and reviews including management of the evaluation/ review process;
  • Follow up and ensure that management responses to evaluations are drafted and implemented;
  • Support the organization of Corporate Evaluation data collection, including organizing case study missions, identify documents and stakeholders to be consulted and provide logistical support as required;
  • Take part in system-wide UN coherence including representing UN-Women in inter-agency platforms on M&E at the country level;
  • Support efforts to enhance UN-Women internal evaluation capacity and that of national partners with a focus on gender responsive evaluation.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in Monitoring & Evaluation, Social Sciences, or related field. Additional certification in statistics, planning, MIS management will be considered as an asset.

Experience:

  • At least 7 years of relevant experience in strategic planning, monitoring, evaluation and reporting on GEWE programming;
  • Substantive knowledge and practical experience in GEWE programming;
  • Strong reporting, research and analytical skills in GEWE;
  • Proficiency in MS Office packages including database management such Access, SPSS and web-based management systems, etc.;
  • Familiarity with UN programmes and working procedures is an asset;
  • Field experience is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
