Antecedentes

Queen Máxima of the Netherlands has served as the UN Secretary-General’s Special Advocate for Inclusive Finance for Development (UNSGSA) since 2009.  As Special Advocate she is a leading global voice advancing universal access to affordable, effective, and safe financial services for the poor. She emphasizes that financial inclusion accelerates progress toward numerous development and economic goals, including poverty alleviation, job creation, food security, gender equality, and equitable growth. Collaborating closely with global and national partners, she raises awareness, encourages leadership, works to break down barriers, and supports action to expand financial inclusion. A small office housed at UNDP in New York supports the Special Advocate and works in close collaboration with the Queen’s secretariat in The Hague.

Under the guidance and direct supervision of the UNSGSA communications specialist and office staff, the web/print designer will be responsible for creating the UNSGSA Annual Reports, including cover, interiors, and infographics; and design other print and web products as needed.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

For Annual Report:

Provide sample interior and cover designs; lay out full annual report based on selected samples; select photos; design five to ten simple information graphics (of consistent design, based on an average of around five data points); make revisions according to feedback; prepare print-ready files with final content; and ensure printing is carried out according to design specifications. Anticipated length of report is 24-32 pages plus cover.

For miscellaneous web and print design projects: Design a variety of one-off products for public consumption potentially including fact sheets, infographics, charts, documents, web-pages, brochures, reports.

Duties and Responsibilities:

Annual Report

Design

  • Establishing the cover and interior design of the report, including infographics; lay out the report based on the approved concept; and make revisions according to feedback. The final product should be similar in look and feel to the UNSGSA website and previous annual reports and include the same logo, font style and colors, “UN blue” for back cover, formatted on A4 paper size, printed on recycled, off-white, thicker paper.

Photography

  • Select and prepare roughly 30 photographs for use in the report as graphic elements and as illustration of activities.The Office of the UNSGSA will provide images for use in the body of the report and for the cover.We do not anticipate purchase of stock photography, but limited, low-cost purchase of select image(s) to fill any gaps will be considered, as recommended by the designer.

Production

  • Prepare all final files for printer and liaise with printer to resolve questions of production and quality.

Expected outputs and deliverables:

The consultant will be responsible for producing the following deliverables:

  • Provide two interior design proposals (table of contents, section openings, text pages) based on structure of the 2018 report. For selected interior treatment, provide up to two passes of revisions.

  • Provide up to three cover proposals; for selected cover, provide up to two passes of revisions.

  • In close consultation with UNSGSA communications, provide two design concepts for infographics/data visualizations. For selected design, provide up to two passes of adjustments.

  • Lay out interior pages using approved text, captions and pictures; provide three rounds of revisions. (See specifics above.)

  • Assist UNSGSA communications staff with photo selection. (No photo research is necessary but oversight on quality of images and guidance on further research is required).

  • Prepare final print-ready files along with high- and low-resolution PDF files. Prepare all photography for production.

  • Provide assistance with managing printing process by advising on any technical production matters that may arise.

Deliverables Timeline for Annual Report

  • Timely delivery at each stage is crucial in order to guarantee final delivery of the printed report by the third week of September each year, before the UN General Assembly. (Final details of timetable to be finalized with selected vendor and will reflect variation of annual calendar.)

  • May 15 of every year: Proposed interior pages to UNSGSA
  • May 15 of every year: Proposed cover designs to UNSGSA
  • July 1 of every year: Proposed infographic concepts to UNSGSA
  • August 20: Final layouts to UNSGSA Sept. 4

Website revisions

Design

Provide design concepts for small-scale revisions to website as needed, in consultation with web developer and office of UNSGSA, including treatment of text and visual elements

  • Final files delivered to printer

Production

  • Prepare all materials for implementation and liaise with web master/developer to resolve questions of production and quality.

Print design

  • Provide design concepts for print publications according to office’s needs.
  • Prepare full layouts following selected design.
  • Prepare final digital files for printer and liaise with printer as necessary

  • BA in graphic design or related field, of ten years of progressive experience with related projects. Required

Years of experience:

  • Minimum of seven years of relevant experience in graphic design including significant experience with information graphics, annual reports, print publications, and digital design including website creation;

Language:

  • Fluency in written and spoken is required;

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and

  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.

  • Samples of covers, interior layout and information graphics.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee for all work that is not part of the annual report project (based on a 7-hour working day - lunch time is not included).
  • The financial proposal shall also specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the annual report as described in the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager. 
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel.  
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

 

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (700 points):

  • Criteria 1. Experience with graphic design, infographics, and print production, including with annual reports.  (200 Points).

  • Criteria 2. Experience with website and digital design, including website homepages, newsletters, and deep knowledge of technical requirements. (200 Points)
  • Criteria 3. Experience and creativity with cover design (100 points)
  • Criteria 4 Quality of graphic design samples. (100 Points).

  • Criteria 5 Quality of information graphics samples. (50 Points)

  • Criteria 6 Quality of web design samples. (50 Points)

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where

  • p = points for the financial proposal being evaluated

  • y = maximum number of points for the financial proposal

  • µ = price of the lowest priced proposal

  • z = price of the proposal being evaluated

Framework Agreement

UNDP plans to enter into the Long-Term Agreement (LTA) with the TOP ranked successful Individual Contractor to assure resources availability at the required time frame and/or increased demand for services requested. The service of who will be used on an intermittent and repetitive basis when needed and based on the fixed unit price.  Other prospective applicants that are not contracted, at the UNDP’s discretion, may be placed on the roster of consultants to be used based on an on-call basis for similar services.

Please note that the LTA does not form a financial obligation or commitment from UNDP at the time the LTA contract is signed and that such an agreement is non-exclusive. When a specific need arises, the successful Individual Contractor/s will be approached and be provided with a specific TOR and deliverables (and time frame) but still within the scope of the responsibilities stated in the LTA. The successful Individual Contractor(s) is expected to provide Confirmation of Interest on the specific services required at the agreed LTA Daily Rate Consultancy Fee. Financial commitments will only be established each time a Purchase Order for the specific services/TOR for Individual Contractor is committed.

This LTA has a cumulative ceiling amount that may accrue to the individual contractor during the life of the LTA, but said amount shall remain as an upper limit, and must not and cannot be interpreted nor understood as neither a financial commitment nor guarantee of business volume.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into a Long-Term Agreement with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of UNSGSA communications specialist and will be responsible for the fulfilment of the deliverables as specified above. The Consultant will be responsible for providing her/his own laptop.

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
  • Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager. 
  • The work week will be based on 35 hours, i.e. on a 7-hour working day, with core hours being between 9h00 and 18h00 daily.
