Antecedentes

United Nations Development Project (UNDP) and the Swedish Environmental Protection Agency (Swedish EPA), jointly launched the Joint UNDP-Swedish EPA Project on Environmental Governance for Sustainable Natural Resource Management in the Mining Sector (EGP) in 2015.

The current phase of the EGP is fully funded by Sida from 2014 through June 2019. It draws upon the combined governance, environmental and extractive sector expertise of the two agencies and their partners.

The EGP provides targeted support to four countries: Colombia, Kenya, Mongolia, and Mozambique to strengthen national capacities to govern the mining sector for more sustainable development outcomes. The project also works at the global and regional level to strengthen knowledge sharing and the exchange of innovative policy approaches within and across countries and regions.

As the current project phase is coming to an end in June 2019, a new phase needs to be designed. The current project requires support in consulting all relevant stakeholders and drafting a new Project Document for the next phase.

An external evaluation is expected to be completed November 2018 and the results of this evaluation should inform the design of the next phase.

The project is implemented flexibly in the four target countries, where different types of results are sought. This presents challenges for employing unified global level results-based management methods. Moreover, defining and measuring impact results remain central challenges to Environmental Governance. Given these constraints, the results-based project design, management and M&E need strengthening in the next phase of the EGP.

In addition to having a strong Human Rights Based Approach (HRBA), the next phase of the programme will also be based on approaches such as Problem Driven Iterative Adaptation (PDIA), Doing Development Differently (DDD) and the like.

Objective: 

The objective of this consultancy is to consult all relevant stakeholders and draft the project document for next phase of the EGP, including a strong results and monitoring framework. To achieve this objective, the consultant will work closely with the EGP team from SEPA and UNDP

Deberes y responsabilidades

Scope of work:

The following tasks will be undertaken by the consultant to draft the Project Document for the next phase of the EGP.

  • Review relevant documentation including evaluation, project documents, and other project management documentation;
  • In consultation with the project team, lead consultation process with relevant stakeholders (partners, country focal points, the project team, donors);
  • In consultation with the project team, develop a feasible theory of change (TOC); results-based outputs and indicators; monitoring framework; as well as a joint reporting template;
  • Support the design of the consultation process itself and also participate in internal consultations on the design of the next phase of the Project (in New York or Sweden);
  • Hold discussions with the project management team and draft the management arrangements of the Project;
  • Draft the Project Document, including a strong results framework and a monitoring framework in the latest project document format;
  • Incorporate feedback of the project team, and from internal appraisal procedures in the draft project document.
  • Finalize the Project Document.

Delivery Schedule / Payments 

  • Draft TOC, results framework, monitoring framework - October 2018 (30% of contract value)
  • Summary of the consultations held - November 2018 (10% of contract value)
  • Final full project document with all the elements in the template (including TOC, results framework, monitoring framework - December 2018 (60 % of contract value)

Duration of Assignment

  • The consultancy will take place from September - December 2018

Location 

  • The consultancy will be home-based, with possible missions to New York and/or Sweden to participate in the consultations.

Travel 

  • Possible missions to New York and/or Sweden to participate in the consultations

Habilidades y experiencia requeridas

Education:

  • A minimum of a Bachelor’s degree or equivalent in political science, environmental governance, natural resource management, development studies or other relevant social science.

Experience:

  • Significant experience (at least 7 years) involving the design, results-based monitoring, and/or review of environmental governance/natural resource management projects;
  • Technical knowledge and experience in work areas involving environmental governance/natural resource management;  human rights; specific knowledge of the mining sector desirable;
  • In-depth understanding of result-based management methodologies, especially in the field of environmental governance/natural resource management;
  • Good understanding of UN/UNDP policies, procedures, as well as participatory monitoring and evaluation methodologies and approaches;
  • Demonstrated strategic thinking and strong understanding of global developments in natural resource management and recent policy developments, implementation challenges and programming at country level;
  • Sound understanding of the UN mandate and role in governance of natural resources.
  • Experience working on gender responsive themes, including natural resource management desirable;
  • Excellent spoken and written communication skills in English;
  • Demonstrable analytical skills and strong drafting skills.
  • Knowledge of Problem Driven Iterative Adaptatin and Doing Development Differently is an asset

STEP 1

Qualified applicants are requested to apply online via this website. Interested individual consultants must submit the following documents/information to demonstrate their qualifications (note: all documents must be compiled into one file to be uploaded as part of the online application):

  • Cover letter explaining why the candidate is the most suitable for the assignment; and
  • Personal CV indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.
  • Approach and Proposed Methodology (maximum 2 pages). Applicants are expected to provide a brief methodology on how they plan to approach the). 

STEP 2

Financial Proposal.

After review of applications, shortlisted candidates (ONLY) will be contacted by UNDP and requested to submit a Financial Proposal:

  • The financial proposal should specify an all-inclusive daily rate and the lumpsum fee based on deliverables with cost breakdown for up to 65 working days;
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for Selection of the Best Offer

The consultant’s offer will be evaluated based on the following criteria:

Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%;

Technical qualifications (Weight 70%)

  • Criteria 1.  Significant experience (at least 7 years) involving in the design, results-based monitoring, and/or review of environmental governance/natural resource management projects, Maximum 20 points;
  • Criteria 2.  Excellent writing and editorial skills. Maximum 20 points;
  • Criteria 3.  Technical knowledge and experience in work areas involving environmental governance/natural resource management; specific knowledge of the mining sector desirable; Maximum 10 points;
  • Criteria 4.  Good understanding of UN/UNDP policies, procedures, as well as participatory monitoring and evaluation methodologies and approaches; Maximum 10 points;
  • Criteria 5.  In-depth understanding of result-based management methodologies and Problem Driven Iterative Approach, especially in the field of environmental governance/natural resource management; Maximum 10 points.

Financial Offer (Weight 30%) (30 points)

The following formula will be used to evaluate financial proposal:
p = y (µ/z), where
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
Contract Award
The candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into IC Contract with UNDP.
Payment modality
Payment to the Individual Contractor will be made based on deliverables accepted and upon certification of satisfactory completion by the manager.
