Antecedentes

The Central Administration of Statistics (CAS) is a public administration within the Presidency of the Council of Ministers. Its primary mandate and mission are: a) to collect, process, produce, and disseminate social and economic statistics and national accounts (through administrative data and surveys), b) to harmonize statistical classifications and terms and as well to improve statistical methods for the benefit of public administrations, c) to provide technical supervision and coordination of statistics compiled by other public administrations, and d) to provide technical training to staff of various statistical units in public administrations.
CAS is organized in seven departments/units operating under the leadership of its Director General. These departments/units are the following: household and social statistics, statistics of the production sector, coordination and national accounts, fieldwork operations and regional statistics, dissemination and printing, IT, and administration.
In June 2017, the Council of Ministers established a national committee to oversee and guide the roll-out of the SDGs in Lebanon. The committee is chaired by the Prime Minister and includes more than 50 state officials at DG level to ensure work continues regardless of political developments. The committee also includes civil society and the private sector representatives to ensure an open, inclusive and participatory approach. The committee is mandated to act as a coordinating body; to raise awareness of and integrate the SDGs into national policies and programmes; to build a national database to assess achievement towards the SDGs; and to regularly review progress using the VNR process.
The national committee held its first meeting in March 2018. During this meeting, four inter-ministerial sub-committees were created, consistent with the pillars of Agenda 2030 to ensure an integrated approach to each group of goals. A fifth sub-committee on data and statistics was formed, chaired by CAS.
Data availability and frequency are major challenges which will affect reporting on the SDGs. Timely, coherent, up-to-date, reliable and internationally comparable statistical data is limited due to weak overall statistical capacity.

Deberes y responsabilidades

In order to help the work of the SDG sub-committee on data and statistics, it is important to map the availability of the 232 SDG indicators, their frequency, the ministry or agency responsible for their release and the work required for their production. As a first phase, mapping the SDG indicators under the responsibility of CAS will be carried out. The second phase will cover all other SDG indicators.
The objective of this consultancy is to carry out a mapping of the entire list of SDG indicators and indicate the ones are under CAS responsibility. The outcome will also include the type of work needed to compile the indicators, i.e. whether a survey is needed or the indicator can be produced out of administrative data. This mapping exercise will also provide clarity as to the type of technical support needed for CAS to produce the SDG indicators.
Under the sustainable development goals, the total number of indicators listed in the global indicator framework of SDG indicators is 244; since nine indicators repeat under two or three different targets, the actual total number of individual indicators in the list is 232. They are classified under 3 tiers based on the methodology and the availability of data. Tier 1 is conceptually clear and has an internationally established methodology and clear standards and data are regularly produced by countries for at least half of the countries. Tier 2 covers the indicators that have a clear international methodology but data is not regularly produced by countries. Tier 3 includes those indicators where an international methodology and standards are not available. The consultant is expected to cover the three tiers of indicators.

Habilidades y experiencia requeridas

Academic Qualifications:

A Masters or PhD in Economics, Social Sciences, Development Studies, Statistics or related field.

Years of experience:

A minimum of 10 years of relevant work experience in research related to economic development, preferably MDG or SDG related.

Technical experience:

A well-established track record in research related to economic development, with a preference to the specific aspects of MDGs/SDGs in Lebanon or the Arab region – including through publications and papers. Experience in working with the UN is a plus.
