Antecedentes

BACKGROUND

The Parliament of Sri Lanka is the apex representative body that exercises the legislative power of the people as recognized by the Constitution. Parliament has a pivotal role in the democratic governance of the country, with wide ranging duties and responsibilities in legislative, oversight and representative functions. 

With the aim of achieving sustainable development and sustaining peace, certain noteworthy developments including the establishment of Sectoral Oversight Committees, appointment of a Parliamentary Select Committee on Sustainable Development and a Committee on Public Finance were introduced to the Parliamentary structure.

Bringing Parliament closer to citizens and creating opportunities for citizens’ engagement in parliamentary processes is a key component of any strategy to strengthen the Parliament. This was the rationale behind the ‘New Communications Strategy for Parliament of Sri Lanka - Recommendations, Actions and Roadmap’ which was designed by the Parliament of Sri Lanka with the technical assistance of UNDP. The Strategy recommends, that, to achieve successful public hearings of committees, there is a need to identify and implement effective techniques for fostering public participation in the Parliament & Committee processes. This includes assisting the Committee on Public Accounts (COPA) and Committee on Public Establishment (COPE) to set-up public hearings. The Parliament of Sri Lanka will trial the new system of public hearings by broadcasting a live feed of either one or two of COPE/COPA Parliamentary committee meetings, thereby increasing public engagement and awareness and providing a good practice model for the other committees of the Parliament to follow.

Against this initiative, UNDP is looking to obtain the services of an Electronic Engineering Consultant  (with audio-visual specialization)  to assit in procuring the necessary video/audio equipment needed for a successful broadcasting for television and webcast quality of the public hearings of Parliamentary committee meetings.

 

SCOPE AND OBJECTIVES   

The purpose of this Consultancy is to identify all required electronic equipment, components and appliances that are necessary to make a live broadcast of the public hearings of the Parliamentary committee meetings. The Consultancy will be based at the Parliament of Sri Lanka and should maintain a close rapport with the officers and the engineering team at the Parliament. The assessments and analysis are to be made after conducting investigations on the exsisting infrastructure and equipment at the Parliament of Sri Lanka. The Consultant is required to make assessments of the floor planning/structure of the committee rooms and propose the required equipment. The Consultancy should also identify how to make optimum use of the existing infrastructure and equipment.Further the Consultant is expected to provide a comprehensive procurement plan, oversee the bidding process and assure successful,unbiased evaluation of the contractor/s. The Consultancy should assure the smooth installation of the said equipment and successful completion of the project.

Presently, the committee rooms are equipped with congress mic system for audio recording which can be made use of for purposes of recording. There is an existing master control room which is used for the live telecast of proceedings of the Chamber/House of Parliament as well. However it has been requested by the management to build a mini control room adjacent to the existing unit to manage the transmissions from committee rooms.

From the 8 committee rooms in the Parliament, UNDP is currently looking to equip only committee room 5 used by Parliamentary Committee on Public Enterprises (COPE) and/or committee room 6 used by Committee on Public Accounts (PAC/COPA) according to the availability of funds.

This project is financed through the United Nations Development Programme (UNDP) and the role of UNDP is limited to the conduct of the procurement process including successful implementation and handing over the system to Sri Lanka Parliament. The post commissioning formalities and liabilities will be managed by Sri Lanka Parliament. The Parliament will be responsible for the day-to-day operation of the system and all arrangements relating to future maintenance after commission of the system.

RESPONSIBILITIES

  1. Analyse existing structural floor plan and recommend the need of improvement to the infrastructure of the committee rooms to implement the proposed audio-visual solution;
  2. Analyse exsisting technical infrastructure and provide draft concept design and methodology to achieve the scope of work;
  3. Obtain approval of the concept design and methodology with necessary amendments from the UNDP/Parliament;
  4. Finalize the audio-visual drawings and develop bill of quantities (BOQ) including engineers estimate;
  5. Prepare the drawings and BOQ for tendering;
  6. Provide a comprehensive procurement plan and work closely with UNDP in the procurement process;
  7. Approval of shop drawings, method statements and material/appliances;
  8. Develop Project Management plan, organize progress meetings and coordinate closely with the contarctors and subcontractors until such time the system is delivered, installed and commissioned
  9. Project Management including but not limited to installation site, assurance of quality workmanship, witness testing and commissioning, support of hand over documents;
  10. Completion and handing over the as built drawings certified by a qualified Chartered Engineer;
  11. Provision of any other technical assistance requested by UNDP.

 

  Expected Output/Deliverables

The following results are expected from the Consultancy:

  1. Report on existing structural infrastructure and proposed realistic improvements submitted;
  2. Report on existing technical infrastructure including draft concept design and methodology of the proposed solution prepared.

The concept design and methodology of the project approved/finalized;

  1. Audio-visual drawings/BOQ/engineers estimate for tendering prepared;
  2. Detailed procurement plan for the equipment needed for live broadcast on television and web prepared;
  3. Applicable evaluations and assessment of technical due diligence of the Contarctor(s);
  4. Detailed procurement plan for the equipment needed for live broadcast on television and web prepared;
  5. Applicable evaluations and assessment of technical due diligence of the Contarctor(s);
  6. Shop drawings; method statements and samples prepared and approved;
  7. Project Management Plan submitted;
  8. Weekly progress meeting minutes submitted;
  9. Certified as built drawings submitted;
  10. Final report on the system and due receipt acknowledgement certified by authorized official/s of Sri Lanka Parliament submitted.

 

TIMEFRAME

The envisaged time frame  of the Consultancy  is from  3rd September 2018 to 1st March 2019.

Habilidades y experiencia requeridas

QUALIFICATIONS

Education

Secondary Education with specialized training in Electronic Engineering/Audio Visual Engineering, University Degree in Electrical/Electronic Engineering would be desireable.

Experience

  • A minimum of 8 years (overall covering above aspects) of national and/or international professional experience in designing and planning, installation and management of Audio/Video related projects;
  • Experience in broadcasting including mass media, telecommunications would be  an added advantage;
  • Demonstrated strategic technical skills in the substantive areas;
  • Demonstrated leadership, facilitation, coordination skills with the ability to mentor technical teams;
  • Work experience with international organizations and/or similar projects/programme design and implementation;
  • Excellent computer proficiency, especially related to project management software (Adobe P6, Sure Track, MS Project and office software packages (Microsoft Office) is a must;

Languages/ Other

  • Good English language skills, particularly in the preparation of written documents;

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her Consultancy and professional fee, travel (economy class flights is required to and from the Duty Station), honorarium, board and lodging (accomadation in Colombo as the Consultant is expected to be based in Colombo during in-country mission), and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the Consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA Contracts.

PAYMENT FOR SERVICES

Payment Milestones will be as follows:

Deliverable 1: Payment of 5% against all-inclusive lump sum, upon the submission of a work-plan for the Consultancy within three days of beginning the assignment;

Deliverable 2: Payment of 5% against all-inclusive lump sum, upon the submission of an analysis of the structural floor plan with recommendations for the need of improvement to the infrastructure of the committee rooms to implement the proposed audio-visual solution

Deliverable 3: Payment of 10% against all-inclusive lump sum, upon;

(i) the submission of an analysis of the existing technical infrastructure and provide with draft concept design and methodology to achieve the scope of work;

(ii) obtaining approval of the concept design and methodology with necessary amendments from the UNDP/Parliament.

Deliverable 4: Payment of 10% against all-inclusive lump sum, upon the submission of finalized audio-visual drawings and BOQ including engineers estimate prepared for tendering;

Deliverable 5: Payment of 10% against all-inclusive lump sum, upon the submission of the finalized procurement plan in coordination with the UNDP and the Parliament Secretariat;

Deliverable 6: Payment of 10% against all-inclusive lump sum, upon the successful completion of the evaluation and assessment of technical due diligence of the contractor(s);

Deliverable 7: Payment of 10% against all-inclusive lump sum, upon the submission of the approved shop drawings, method statements and samples;

Deliverable 8: Payment of 10% against all-inclusive lump sum, upon the submission of the finalized project management plan;

Deliverable 9: Payment of 10% against all-inclusive lump sum, upon the submission of the as built drawings certified by a qualified Chartered Engineer

Deliverable 10: Payment of 20% against all-inclusive lump sum, upon;

(i) the submission of final report upon the completion of the project;

(ii) the submission of due receipt acknowledgement of equipment installation certified by authorized official/s of Parliament of Sri Lanka.
