Antecedentes

BACKGROUND

The UN began its work in Sri Lanka in 1952. Three years later, on 14th December 1955, Sri Lanka signed the UN charter, and was admitted as a member state to the UN. For more than sixty years, the UN, in partnership with the government and people of Sri Lanka, continues to work to ensure inclusive and sustainable development, through its 21 specialized agencies, funds, programmes and offices allowing for better living conditions for all Sri Lankans.

The UN Compound located at Bauddhaloka Mawatha, Colombo 7 comprises of eight agencies and approximately 200 staff. The premises is managed by a Common Services Team chaired by UNDP. In 2017 the UN system undertook the establishment of a modern conference facility within the UN Compound to cater to the changing demands of the UN agencies. This facility will be completed by September 2018. In addition, the UN Compound cafeteria is also undergoing renovation to cater to the conference facility and the increase in UN staff.

 

SCOPE AND OBJECTIVES   

Scope

Under the overall guidance and supervision of the Integrated Support Team Leader for UNDP and the Chair of the Common Services Team, the Hospitality Manager is responsible for the reliable and cost-effective delivery of common hospitality services to the UN agencies within the UN Compound. The Hospitality Manager is responsible for ensuring a “service-oriented” delivery and relationships with all UN agencies in the UN Compound, and maintain strong working relationships with external stakeholders providing services to the cafeteria and conference facility. In addition, the Hospitality Manager is expected to continuously monitor the technical operating environment, in order to advise the Common Services Team and prepare for quick readjustments of the services offerings.

 

Objective

Objective of this assignment is to ensure a smooth provision of hospitality service at the conference and cafeteria facility at the UN Compound.

RESPONSIBILITIES

Ensures efficient procurement and logistical services management focusing on achievement of the following results:

  • Responsible for ensuring UN Compound hospitality related procurement is conducted in compliance with relevant UN regulations, rules and policies;
  • Management of the Cafeteria including tendering processes and evaluation, managing the contract and contractor, legal implications, handling and controlling of any external company allowed to engage in business on the UN Compound premises. Oversight of procurement processes and logistical services in accordance with UN rules and regulations;
  • Proper management of the UN Compound Conference Room and meeting room facilities and Cafeteria including overall assistance in organizing special events, administration and maintenance of facilities and client-orientation alongside the administration and management of outsourced services, as requested;
  • Management of Long-Term Agreements (LTAs) with catering service providers for the provision of services to the UN Compound Conference Facility.

 

Ensures efficient and accurate financial resources management focusing on achievement of the following results:

  • Prepare annual budgets and cost recovery systems for agreed hospitality services for Common Service Team approval;
  • Monitor and prepare regular management reports of expenditures on common hospitality services for Common Service Team approval review.

 

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to Common Hospitality Services management. Identification and synthesis of best practices and lessons learnt directly linked to the UN Compound common hospitality services development goals;
  • Sound contributions to knowledge networks and communities of practice;
  • Knowledge building and sharing on the management and operations in the Common Services Unit, organization of the operations staff trainings, synthesis of lessons learnt/best practices, and sound contributions to UN knowledge networks and communities of practice.

 

 Expected Output/Deliverables

  1. Efficient Procurement and Logistical service provision for the Cafeteria and Conference Hall facilities; 
  2. Accurate and effective management of financial resources of the Cafeteria and Conference Hall facilities;
  3. Facilitation of knowledge sharing sessions and best practices in managing the Cafeteria and the Conference Hall in relation to the hospitality industry standards.

 

TIMEFRAME

The envisaged period of the Consultancy is six (06) months starting from 25 September 2018.

Habilidades y experiencia requeridas

QUALIFICATIONS

Secondary Education with 10 years of experience in providing coordination, administrative and operational support in the Food and Beverage Management industry.

OR

Bachelor’s degree in Business or Public Administration, Tourism, Hotel Management or related field with 3-5 years’ experience in providing coordination, administrative and operational support in the Food and Beverage Management industry.

Note: Payments will be based on invoices on achievement of agreed deliverables of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Daily Fee” including his/her consultancy and professional fee, travel, honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per-diems and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA Contracts. 

 

PAYMENT FOR SERVICES

Payments will be based on monthly deliverables certified by the Integrated Support Team Leader.
