Antecedentes

BACKGROUND

"Enhancing Biodiversity Conservation and Sustenance of Ecosystems services in Environmentally Sensitive Areas" is a Global Environment Facility funded project, implemented by the Ministry of Mahaweli Development and Environment (MoMDE) and supported by UNDP, Sri Lanka. The primary objective of this project is "to operationalize Environmentally Sensitive Areas (ESA) as a mechanism for mainstreaming biodiversity management into development, in areas of high conservation significance". To achieve this objective, the project has two major outcomes; (1) national enabling framework strengthened to designate and manage ESAs and (2) biodiversity-friendly ESA management for long term integrity and resilience ensured at two proposed sites identified in the Kala Oya river basin. The first site is situated towards upper reaches of the river basin and encompasses a large water body (reservoir or tank) called Kala Wewa and covers Palagala, Galnewa, Kakirawa & Ipalogama Divisional Secretariat (DS) divisions. The second site is in lower part of the basin and encompasses marine area including the Bar Reef and the estuary of the Kala Oya River and covers Wanathawilluwa & Kaluwaragaswewa DS divisions.

The Project adopts landscape level land use  planning approach while integrating biodiversity conservation into inter sectoral plans and actions in agriculture, forestry, coastal development and tourism sectors. Community engagement is the most valued and evidence-based approach in the conservation of biodiversity, and in that, the engagement of women is extra significant as women represent not only the women alone, but the family and the society as a whole, in the perspective of care and protection. Select, capacitate and utilize women as change makers in biodiversity friendly agribusiness creates more opportunities in learning and passing on the knowledge and values to the next generation through the family and other social networks. As women have a closer relationship with the natural resources, women can effectively serve as the change makers. ESA Gender analysis has suggested to allocate reasonable ratio of economic opportunities for women, identify different women groups (FHFs, Women with disabilities, women who own land/ businesses, women who do not engage in livelihoods activities but have possibilities, young girls, etc.) and design and develop tailor made biodiversity friendly livelihoods/ agribusinesses, and support as pilot projects. 

Sri Lankas’ biodiversity supports many species of plants in the first place, and great majority are flowering plants. The honey that some of the species of bees make and many of the nectar bearing plants have become an integral part of the Sri Lankas’ human culture. Bees, water, sunshine, flowering plants are rich in the Kala Oya basin and further to social and human capital there is potential for scale up with proper marketing linkages and this creates a sustainable additional income for rural women and promote biodiversity friendly livelihoods within Environmentally Sensitive Area. For this assignment, UNDP seeks a national expert, to work with the Project Management Unit of the ESA project. 

 

SCOPE AND OBJECTIVES    

Scope:

UNDP intends to commission an assignment to facilitate and train 60 female beneficiaries in the Environmentally Sensitive Areas in Palagala DSD (adjacent to Kahalla Pallekale sanctuary) and Wanathawilluwa & Kaluwaragaswewa DSDs, to adopt bee keeping and honey production as a biodiversity friendly livelihood which will sustain in the long run.

 

Objectives:

To support the Sri Lanka government to sustainably mitigate rural poverty via promoting bee keeping and honey production as one of biodiversity friendly livelihoods and facilitating women to serve as the change makers towards mainstreaming biodiversity in to development.

RESPONSIBILITIES

  • Understand the programme strategy and align the work plans with the concepts/ objectives and goals of the project document in collaboration with the technical coordinator and the other key stakeholders to assist operationalizing NBSAP and Pollinator Conservation Action Plan in the Kala Oya Basin;
  • Build capacity of identified women groups on bee keeping and technology transfer on the same;
  • Supervise and follow up with the selected 60 beneficiaries at least for three to four seasons;
  • Share and recommend specific experiences of beekeeping;
  • Guide successful women change makers to link with market mechanisms and other incentives to adopt and maintain biodiversity-friendly land use practices (creation of a special label for biodiversity friendly honey products to give it a distinct market niche, marketing linkages through national chain of supermarkets or to restaurants etc.,).

 

Expected Outputs/ Deliverables

The following results are expected from the Consultancy:

  1. A work plan for this assignment, including methodology, indicative outline of each deliverable and a delivery schedule;
  2. A procurement plan on purchasing required bee boxes, honey extractors, smokers, face guards etc;
  3. A session plan, training materials and training report on technology transfer on bee keeping;
  4. Deliver training package for identified 60 female beneficiaries every 6-10 weeks period as one day sessions and submit training completion reports;
  5. Feasibility report with a way forward, to ensure that links to market mechanisms are designed and implemented.

 

TIMEFRAME

The envisaged time frame of the Consultancy is 90 working days over a period of 1st of October 2018 to 31st January 2020.

The prospective Consultant should have following competencies and qualifications:

Technical Competencies

  • Good knowledge and understanding of bee keeping and honey production, Quality control and marketing issues in Sri Lanka and in the agriculture sub-sector;
  • Knowledge and experience of practical approaches to mainstream biodiversity conservation into livelihoods;
  • Knowledge and experience on Pollinators Conservation Action Plan of Sri Lanka.

Partnerships

  • Capacity to work with multiple stakeholders across a wide range of disciplines;
  • Good team player who has ability to maintain good relationships;
  • Excellent communication (both oral and written) and partnership building skills with multi-dimension partners, with analytic capacity;
  • People skill for conflict resolution and negotiation;
  • Maturity and confidence in dealing with the staff of government institutions and private sector;
  • Ability to seek and apply knowledge, information and best practices from multiple sectors;

Qualifications

Education:

The prospective Consultant should have passed GCE Advanced Level with a Diploma in the areas of Agriculture, Apiculture, or related field.

Experience:

  • Minimum 6 years’ experience in the community initiatives on beekeeping and honey production;
  • Proven ability in carrying out market studies, capacity building and community capacity building;
  • Knowledge of practical approaches to mainstream biodiversity conservation into sustainable livelihoods;
  • Demonstrated ability to work in a team environment, to effectively manage and to motivate state and non-state actors to effectively work towards the project's objectives and expected outcomes;
  • Preferred past involvement in similar projects in the dry zone of Sri Lanka.

 

Languages/ Other:

  • Good communication skills in English;
  • Fluency in Sinhala and/or Tamil.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA Contracts. 

 

PAYMENT FOR SERVICES

Payments will be based on milestones certified by Technical Coordinator  as follows:

10% of total Contract value:  A work plan for this assignment, including methodology, indicative outline of each deliverable and a delivery schedule.

25% of total Contract value:  A procurement plan on purchasing required bee boxes, honey extractors, smokers, face guards etc.

25% of total Contract value:  A session plan, training materials and training report on technology transfer on bee keeping.

30% of total Contract value: A training completion report.

10 % of total contract value: Feasibility report with a way forward, to ensure that links to market mechanisms are designed and implemented.
