Antecedentes

With the vision of helping countries achieve sustainable development by eradicating poverty in all its forms and accelerating structural transformations for sustainable development, gender equality is central to UNDP’s support to countries to achieve the full range of SDGs as well as to further commitments in international conventions.

UNDP strives to ensure that gender equality is fully integrated into every aspect of its work and aims to achieve gender parity among its workforce, creating and maintaining a working environment where men, women and persons of all gender identities have equal opportunities to contribute to UNDP’s mission and advance within the organization in an environment of inclusiveness, dignity and respect.

To develop the capacity to undertake work on gender equality, UNDP has been implementing a mandatory online training course: “Gender Journey”. The Gender Journey course is an exploration of the meaning of gender equality, guiding UNDP personnel to understand the connection between gender equality and UNDP’s goals, and uncover ways to integrate the learnings in their work and their lives. The Gender Journey is an awareness course mandatory for all UNDP staff.  

Several institutional changes have occurred since the last update of the Gender Journey course. The United Nations has released the System-Wide Strategy on Gender Parity that aims to transform organizational culture and create a working environment that embraces equality, eliminates biases and discrimination, and is inclusive of all personnel. UNDP will soon be releasing a new Gender Equality Strategy for 2018-2021. The online Gender Journeys Course should include these new UNDP policies and practices for achieving gender equality results at the global, regional and Country Offices (COs) level.

The consultant will be charged with reviewing the existing course and updating/drafting content with the latest discussion and research from internal and external sources. The consultant will be tasked with developing eLearning materials and scripts of the course. The eLearning consultant will be responsible for the preparatory work to develop a user-friendly eLearning Gender Journey course.

The consultant will work under the oversight of the Gender Team in the Bureau for Policy and Programme Support (BPPS) and Engagement Unit in the Office of Human Resources (OHR)/Bureau for Management Services (BMS) for the preparatory work to develop a user-friendly online course on gender.

Duties and Responsibilities

  • Review the Gender Journey Course, identify gaps and topics to be updated, new contents, and propose a draft outline.
  • Review of the existing UNDP courses on Gender: Gender Journey, Women and Leadership, Promoting Diversity, etc.; and good practices courses from other UN entities.
  • Research and collect updated reference materials/contents on new frameworks and policies within the UN and UNDP, in line with the UNDP commitments and the new UNDP Gender Equality Strategy;
  • Identify innovative learning approaches from external sources to apply to the Gender Journey.
  • Design the application of concepts using practical innovative exercises, to make the course as interactive as possible with the use of diverse adult learning methodologies;
  • Incorporate space for reflection and learnings into the course journey;
  • Prepare the content notes and scripts for 7 modules;
  • Proof-reading and editing as necessary.  

Deliverables

  • Drafted Outline of contents (October 15, 2018)
  • Updated and prepare scripts for the re-designed 7 modules (November 10, 2018)

Module 1: Introduction-UNDP vision and goals, Gender Equality Strategy, Gender Parity Strategy, meaning of journey;

Module 2: Understanding Gender- roles, socialization, gender bias, etc;

Module 3: Gender Inequality and Development-Achieving the SDGs, gender inequalities and development, costs of inequalities;

Module 4: Gender Equality inside UNDP- building cultures of equality, organisational culture;

Module 5: Individual commitment- what you can do to help us move towards equality;

Module 6 for programme officers- gender mainstreaming and gender analysis-incorporating gender into everyday tasks;

Module 7 for senior managers- how to set up a stage or promote environment that gender equality is promoted and how to ensure an inclusive environment)

Academic qualifications:

Required:

  • Master’s degree in gender studies, development studies, sociology, or other relevant field from an accredited university.

Experience:

Required:

  • 7 years of practical experience in learning, eLearning development, adult learning methodologies, teaching, research, especially within the areas of gender equality and development and inclusive organizational culture.
  • Relevant experience in the design of interactive and innovative courses, training methodology and sustainable frameworks for learning cross-culturally.
  • Relevant experience in conducting research and analysis on gender equality and women’s empowerment to inform gender mainstreaming, programming, and/or trainings.

Desired

  • Strong knowledge of UNDP programming and policy development.
  • Prior experience with the UN or inter-governmental organizations is highly desirable.
  • Relevant experience with developing eLearning coursed on gender-related subject or gender manuals, toolkits and strategies

Languages:

Required:

  • Excellent written and oral English skills

Highly desired:

  • Good cross-checking ability between English and French/Spanish

Computer Skills:

  • IT literacy and ability to operate with on-line web-based applications and tools, required/

 

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.
  • A two-page methodology on how the Offeror will conduct the work including a Work Plan and approach in delivering the required outputs within the assignment period. Please attach the methodology in the same document as the CV or P11 form.

Note: The above documents need to be scanned in one file and uploaded to the online application as one document.

 

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive lump-sum for all the deliverables.
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class they should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and they expect their employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

 

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation Process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

 

Technical Evaluation - Total 70% (700 points):

  • Prior experience with the UN. Weight 10 %; Maximum Points: 70 ;
  • Solid knowledge in the field of gender equality, women’s empowerment and development and in creating inclusive working environment. Weight 35%; Maximum Points: 245;
  • Prior experience with developing an eLearning course on gender. Weight 35 %; Maximum Points: 245;
  • Fluency in French or Spanish. Weight 10 %; Maximum Points: 70 (35 points if they know French/English and 70 points if they know both).
  • A two-page methodology on how the Offeror will conduct the work including a Work Plan and approach in delivering the required outputs within the assignment period. Weight 10%; Maximum Points: 70

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

 

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of Head of Engagement Team, OHR and Senior Policy Advisor, Gender Team, and will be responsible for the fulfilment of the deliverables as specified above.

The Consultant will be responsible for providing their own laptop.

 

Payment Modality

  • Payment to the Individual Contractor will be made based on lump-sum, deliverables accepted and upon certification of satisfactory completion by the manager.
