Antecedentes

India presently faces a dual challenge of a severe paucity of highly-trained, quality labour, as well as non- employability of large sections of the educated workforce that possess little or no job skills. The National Skill Development Policy (2015) of the Ministry for Skill Development and Entrepreneurship indicates that on the demand side, there is an additional net requirement of 11.92 crore skilled manpower in twenty-four key sectors by 2022. 

“Creating Employment and Entrepreneurship Opportunities for Women in India’ (2015- 2019)- Disha project, is an initiative funded by IKEA Foundation in partnership with UNDP (implementing) and India Development Fund (monitoring and research). The objective of the Disha project is to enable women to become economically self-sufficient so that they, their families and future generations have better opportunities in life. Through an integrated training and job placement approach, the project seeks to improve the linkages between education, skills, employment and enterprise building based on the model of public private partnership for transformational impact in India. The project has been duly endorsed by the Department of Economic Affairs, Union Ministry of Finance and is implemented in National Capital Region Delhi and Haryana, Maharashtra, Karnataka and Telangana.

The Project Disha’s Telangana chapter works with the State Government departments and NGO partners to implement pilots in the areas of career guidance and counselling, employment marketplace, community driven value chain process and micro-entrepreneurship development. Based on the learnings of several Disha pilots implemented across Telangana, Disha looks to mainstream the models developed from the pilots with the State Government to ensure scalable and sustainable empowerment of women through career guidance, employment and entrepreneurship. Some of the initiatives include- scaling up of Career Guidance and Counselling Cells (CGCC) in government degree colleges and introducing career awareness and guidance in tribal schools.   Furthermore, in the sphere of Employment Market place, Disha Telangana in collaboration with Employment Guarantee & Marketing Mission is setting up Finishing School & Permanent Recruitment Centre as well as in partnership with Bharosa is setting up skill development centre to create a robust employment services ecosystem in the State. Disha Telangana is also collaborating with the ITE&C department and WE HUB for entrepreneurial promotion and support for aspiring and existing women entrepreneurs. Disha Telangana is also working with the State government and NGOs on several supply chain and product value addition based pilots in farm, non- farm and waste management for empowering women.

UNDP through project Disha is seeking consultancy support from an experienced and committed professional to support the Telangana State team in launch and implementation of the above listed initiatives of the project in Telangana.

Deberes y responsabilidades

Under the overall guidance of Chief Skills & Business Development, UNDP and direct supervision of the State Project Head – Disha, Telangana, the Consultant will undertake the following:

  • Support the State team in coordination, implementation and documentation of the above pilots, and the ones that may potentially be added up to the portfolio during the lifespan of Disha.
  • Coordinate with Disha Implementing partners and IDF to manage all MIS related work, process maps and monthly reports. 
  • Work with the State team on developing concept notes and proposals to respond to specific opportunities identified by the State team.
  • Support the State team and contribute to institutional activities such as organizing workshops, events and awareness program on project related themes.
  • Conduct research on good practices/initiatives related to career guidance, employment market place, enterprise development and supply value chains for women.
  • Undertake Field travel to capture the responses from the project areas to Disha interventions, learnings, and voices of other stakeholders in the ecosystem with prior permission from the approving authority.
  • Create knowledge management materials including but not limited to best practices, case studies, process documents etc.
  • Support the State team in preparing advocacy material, documenting, and disseminating innovative / best practices at the State level.
  • Undertake any other project related work assigned from time to time by the State team.

Job Knowledge/ Technical Expertise

  • Overall understanding of the skilling & entrepreneurship ecosystem, State Government systems and schemes with respect to skill development and entrepreneurship.
  • Proven experience in programme implementation, documentation and administrative support systems.
  • Exposure to working with the Central/State Government is an added advantage.
  • Ability to work with minimal supervision.

Communication skills

  • Sound communication, interpersonal skills, with an ability to work in a multi-cultural environment.
  • Excellent analytical, interviewing and writing skills.

Language Requirements 

  • Excellent knowledge of written and spoken English and Telugu is essential

Educational 

Master’s degree in a relevant discipline such as Social sciences/ Development studies or equivalent.

Experience

  • Minimum 5 years of work experience in project implementation, documentation and coordination in various projects/ initiatives in the development sector;
  • Ability to undertake desk research and documentation;
  • Excellent communications, coordination and documentation skills in English. 

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as
Responsive to the requirement. Having received the highest score out of a predetermined set of weighted technical and
financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation;

• Technical Criteria weight - 70%;
• Financial Criteria weight – 30 %

Technical Criteria (70% of total evaluation)

  • Prior work experience in project implementation, documentation and coordination in various projects/ initiatives in the development sector : 20 marks
  • Understanding of the skilling & entrepreneurship ecosystem, State Government systems and schemes with respect to skill development and entrepreneurship : 30 marks
  • Experience in working with government/bilateral/multilateral agencies and demonstrate ability to multitask and monitor several projects : 20 marks

Financial Criteria: (30% of the total evaluation) based on per day consultancy fee

Consultant should specify his/her per day consultancy fee. Please quote your professional fee only. Do not include
travel costs in your financial quote as these will be reimbursed separately, as per actuals, subject to UNDP’s prevailing
rules.

Please Note:
1. Any kind of miscellaneous charges i.e. internet, phone, relocation charges etc. would not be reimbursed;
2. Prior approved travel, boarding & lodging expense will be reimbursed as per actuals in line with UNDP rules.
3. Please note proposals without financial proposal will not be considered.

Payment terms
Monthly fees payable at the end of respective month of service rendered upon submission of monthly reports and timesheets.
