Antecedentes

UN Women was established by GA Resolution 64/289, and became operational on the 1st of January 2011. Its vision is of a world where women and men have equal opportunities and capacities, where women are empowered and where principles of gender equality are firmly embedded in all efforts to advance development, peace and security. The fundamental objective of UN Women is to enhance national capacity and ownership to enable national partners to formulate gender responsive laws and policies and to scale up successful strategies to deliver on national commitments to gender equality.

UN Women is also meant to lead and coordinate UN system strategies on gender equality and women’s empowerment, to promote effective system-wide gender mainstreaming coherence and strengthen the accountability of the UN system.

Under overall coordination of the Deputy Regional Director of UN Women WCARO and collaboration of the DSRSG/RCO/RR, UN Women Guinea Bissau became since 2011, a Country Programme Presence and has the mandate to: - provide gender advisory services to RC and the entire UNS, the Government, CSOs and key development partners; - integrate gender into macro-economic policies, UNPAFs and development programmes and policies; - build capacity of women machineries; -implement UNWOMEN strategic plan and joint projects. 2018 year is been an opportunity to sustain UN Women’s coordination role on GEWE and also as an occasion to strengthen and extend its partnership to various stakeholders including, the Regional Bodies, the Banks and the Private Sector in order to sustain the joint programming, sustainability  and leverage human and financial resources and aligning the Work Plan to Flagship Programs on Women Political Empowerment; Women Economic Empowerment and VAW and to Government Development Strategy “Terra Ranka 2015-2025, the National Gender Policy PNIEG II (2016-2020), the UNPAF (2016-2020) and the SDGs. Within the UN system, UN Women has a lead role in supporting gender mainstreaming in the UNPAF. UN Women leads the UN Human Gender Thematic Working Group, contributing to improve joint definition of gender priorities, advocacy, coordination and accountability on gender.

The consultant covers a broad range of programmatic issues ranging from participation in UNPAF processes, joint programmes and UN Women projects and programmes within the UNPAF Results Matrix. Under the overall guidance of the Country Programme Manager, the consultant contributes to strategic planning, leads programme implementation and monitors programme effectiveness and delivery.

The consultant is responsible for technical advice and daily contact with national counterparts and monitoring of the UN Women programme and for recommendations to the Country Programme Manager on necessary course correction in response to changes in the country context and new programme and resource mobilization opportunities.

The consultant advocates for UN Women and promotes good cooperation with UN Women Regional and HQ staff, at programme and operations levels, as well as with other UN Agencies. When requested he/she represents UN Women in international and national fora, liaises with a broad range of constituencies and UN Women counterparts in the Government, the media, civil society as well as counterparts from other international organizations.

 

Deberes y responsabilidades

Contributes to strategic planning and programme development, focusing on achievement of the following results:

  • Contribute to the gender analysis of the political, social and economic situation in the country and the preparation of substantive inputs to UNPAF and other key national policy documents and processes;
  • Provide technical support to Government in the implementation of the National Gender Equality Plan and the development of gender policy documents and processes;
  • Provide continuous policy advice and technical support to implementing partners;
  • Contribute to produce concise reports and briefing notes;

Ensures effective programme management of the country programme within the thematic areas assigned, focusing on quality control from formulation to implementation:

  • Effective application of RBM tools and monitoring achievement of results;
  • Preparation of programme work plans and budgets with implementing partners, monitoring of implementation and reporting, provision of guidance to ensure that results and recommendations are in line with the expected programme objectives;
  • Introduction of performance indicators, targets and milestones to monitor smooth implementation of the programme, including follow-up on the performance of the projects;
  • Assist in developing project proposals, terms of reference and concept papers related to country programme;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions;
  • Preparation of background documentation for the contracts;
  • Elaboration of aggregate reports on activities, outputs and outcomes and donor reports.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy, focusing on achievement of the following results:

  • Network with other local and international organizations working in the areas of gender, maintaining collaborative activities and strategic alliances as appropriate;
  • Support the expansion and coordination of contacts and networks within government and other actors, contributing to gender equality and women’s rights nationally;
  • Assist in the identification of partners and following up on reports;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall effort in resource mobilization;

Supports the implementation of Monitoring and evaluation mechanisms, focusing on achievement of the following results:

  • Support strategic planning and (quarterly and annual) reporting;
  • Support high quality research to generate knowledge on gender equality and women empowerment issues in diverse thematic areas;
  • Derive policy recommendations from research and assist in the development and implementation of an evidence-based advocacy strategy for the programme;
  • Support pogramme annual, midterm and final review and the elaboration of reports;

Facilitates knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Document best practices and lessons learned;
  • Ensure learning and monitoring processes are in place and that resulting best practice is widely shared;
  • Organize trainings for partners, staff and other actors on a wide range of issues;
  • Prepare briefings, articles, talking points and presentation materials;
  • Make sound contributions to knowledge networks and communities of practice;

IMPACT OF RESULTS

The overall impact of the Consultant’s work is the success in the implementation and monitoring of UN Women’s Guinea Bissau Programme to promote and advance gender equality and women's empowerment issues.

DELIVERABLES & TIMEFRAME

Submit a monthly concise interim report for the below listed activities 

September 2018

  • An updated version of the UN Women’s component of the Action Plan (2018) of the PBF’s Project on “Women and Youth Political Participation for Peace Promotion and Development in Guinea Bissau” is elaborated and initiated implementation;
  • Under the PBF Project on Women and Youth Political Participation for Peace Promotion and Development in Guinea Bissau, the selection process of small grants facilities is concluded, including the selection report, and the final list of beneficiaries is disseminated;
  • Minutes of the monthly monitoring meetings of the PBF’s projects is elaborated and submitted;
  • Discussions with UN Women implementing partners in Guinea Bissau are reflected in a briefing note of the status of implementation of different contracts in the context of the AWP 2018 implementation;
  • Evidence is provided on the attendance of UN Women to different programme activities organized by implementing partners and UN sister agencies;
  • Initiated discussions with UN Participating agencies in the PBF’s project “Women and Youth Political Participation for the Peace Promotion and Development in Guinea Bissau;
  • A consultancy monthly report is elaborated providing information on key deliverables, lessons learned and action points.

October 2018

  • Contracts with the beneficiaries’ organizations are signed and they receive the first disbursement of funds;
  • Provided inputs to partners report assessments;
  • A 2 days induction training on contracts management and reporting procedures (narrative and financial), Human Rights based Results and UN Women and PBF’s communication policies, is prepared and conducted, targeting beneficiaries of small grants under the PBF’s project on Women and Youth Political Participation for Peace Promotion and Development in Guinea Bissau;
  • A briefing note and presentation of the progress implementation of the UN Women’s components under the PBF’s project on “Women and Youth Political Participation for Peace Promotion and Development in Guinea Bissau”;
  • A communication article is elaborated on the milestones and outputs achieved so far under the PBF’s project on “Women and Youth Political Participation for Peace Promotion and Development in Guinea Bissau”
  • Inputs to the 3rd Quarterly Monitoring Report of the UN Women in Guinea Bissau is provided;
  • UNW’s contributions to the UN Day Celebration is provided.

November 2018

  • An updated mapping assessment of ongoing initiatives under the UN Women’s Guinea Bissau Program portfolio is developed;
  • A ToR for the “Knowledge Fair” under the PBF’s project on “Women and Youth Political Participation for the Peace Promotion and Development of Guinea Bissau” is drafted and shared with UN agencies participating in the joint programme;
  • A briefing session to the UNCT on the Women and Youth Elections Observatory is prepared and delivered;
  • Provided support to the preparation and implementation of the 16 Days of Activism Campaign

December 2018

  • The “Knowledge Fair” is organized in close articulation with other participating agencies in the PBF’s project “Women and Youth Political Participation for Peace Promotion and Development in Guinea Bissau”;
  • A 4 months narrative and financial report on developments of the PBF’s project implementation is elaborated, including lessons learned and recommendations;
  • A draft of the 6 months’ Action Plan (January 2019 to June 2019) of the PBF’s implementation is elaborated (Women and Youth Political Participation for Peace Promotion and Development in Guinea Bissau)

Habilidades y experiencia requeridas

Education:

Advanced university degree (master’s or equivalent) in social sciences or relevant discipline

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • 5 years of progressively responsible professional experience in development in a governmental, multilateral or civil society organization
  • Good knowledge, understanding and experience of gender equality and development issues in Guinea Bissau
  • Experience in design, monitoring and evaluation of gender equality projects and mainstreaming gender equality in development work
  • Work experience in multi-cultural and inter-disciplinary teams as well as independently

Language Requirements:

Fluency in French or English and Portuguese is required

Selection Criteria

Interested candidates should apply by presenting the following documents:

  • Letter of confirmation of interest and availability using the template provided by the procurement office of UNDP;
  • Personal CV or P11, indicating all experience from similar evaluations, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable candidate for the assignment, and a methodology on how they will approach and complete the assignment.?
  • Financial and technical proposals that indicate the all-inclusive fixed total contract price, supported by a breakdown of costs.?

Submissions will be evaluated in consideration to the Evaluation Criteria as stated below:

  • The offer will be evaluated by using the best value for money approach (combined scoring method). Technical proposal will make out 70% of the evaluation and the financial proposal 30%;
  • A two-stage procedure is applied when evaluating the proposals, with the technical evaluation being considered prior to any financial proposal being opened and assessed.? Only proposals that achieve above a minimum of 49 points (i.e. at least 70% of the total 70 points) on the technical proposal will have their financial proposals reviewed.?
  • Evaluation of Financial proposal (30 points)
  • If the technical proposal achieves a minimum of 49 points, the competitiveness of the financial proposal will be considered in the following manner:
  • The total amount of points for the fees component is 30.? The maximum number of points shall be allotted to the lowest fees proposed that is compared among the applicants which obtain the threshold points in the evaluation of the substantive presentation. All other fees proposals shall receive points in inverse proportion to the lowest fees; e.g.
  • [30 Points] x [US$ lowest]/ [US$ other] = points for other proposer’s fees.
