Antecedentes

The United Nations Communication Group is dedicated to joint communications, outreach and advocacy that will drive operational effectiveness for results through the strategic approach of the newly approved UNDAF 2018-2022 in Djibouti.  Communicating as One ensures coherent messaging from the UN. It should assist with improving the quality of the dialogue with the Government of Djibouti, increase advocacy and help with highlighting results achieved by the UN at the country level.

Communicating as one is critical for ensuring clear and consistent positioning of the UN and its vision at the national level; developing messages and policy positions; strengthening the outreach of the UN system by pooling efforts; supporting communication about the UN comparative advantages in the country to both internal and external stakeholders and avoiding message duplication, inconsistencies and fragmentation. It implies developing common messaging and joint communication on key issues where the UN is active in Djibouti.

Communicating as One improves the efficiency and effectiveness of common messages and communication products; by pooling expertise and resources. It also plays an important role in building support for the successful implementation of Delivering as One with external partners and UN staff. The UN Communications Group is mandated to implement the One UN Communications Strategy.  Pursuant to this, the UN Communications Group is seeking an international consultant to help the group in coordinating and implementing its first-ever communications strategy and plan.

Deberes y responsabilidades

Under the general supervision of the United Nations Resident Coordinator and in close coordination with the UN Communication group chairs (UNHCR and UNICEF Representative), the incumbent will:

  • Finalize the UN Communication group retreat report with the key recommendations – in close coordination with the group members and chairs

  • Compile and finalize the UN Communication strategy based on the comments of the members following the UNCG retreat

  • Coordinate with group members and finalize the UN Communications work plan for 2018 (based on inputs provided by the group members)

  • Compile, refine and craft the draft of common advocacy messages developed by the group

  • Provide short training to UN Staff (including Senior Management and communication focal points) on digital communications and the current trend on social media

  • Support the RCO to set up, test and finalise a functional website, ensure the content management and develop capacities of all the participating UN agencies

  • Manage the UN social media accounts, including Facebook, and create the relevant social media channels for the UN system (Twitter and Medium accounts). Ensure all channels are up to date with latest content, adapted to make best use of each digital channel

  • Provide the social media monitoring tools to evaluate the impact of UN interventions on social media (reach and engagement)

  • Coordinate the compilation of articles and production of a quarterly UN Newsletter highlighting UN achievements in the country

  • Produce relevant human-interest stories highlighting the impact of the United Nations work in the country

  • Ensure the coordination and the organisation of UN joint events as defined in the UN joint calendar – in close collaboration of all involved UN agencies

  • Support the UNRC Office in drafting and refining the RC speeches and other media materials (press release, op-eds, etc.)

  • Maintain an up to date contacts list of stakeholders at national and international levels.

Habilidades y experiencia requeridas

  • Advanced Degree in Communications, Marketing, Public Relations, Social/Human Sciences or other related field.
  • At least 3 years of relevant work experience. Relevant UN or NGO experience is an asset.
  • Ability to work in a team.
  • Ability to cope with stressful and difficult conditions and political/cultural sensitivity and ability to work in international and multicultural environment.
  • Proven experience in implementing time limited projects.
  • Ability to express clearly and concisely ideas and concepts in written and oral form and to produce reports in a timely manner;
  • Ability to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization;
  • knowledge of HTML and other web development software and skills in computer management and application (Knowledge of Adobe Photoshop and InDesign is an asset)
  • Excellent writing, research and analysis skills

Languages

Fluency in French and English is required, both writing and speaking; excellent drafting skills as well as oral presentation skills.
