Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men and the third gender as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

All human development and human rights issues involve gender dimensions. UN Women globally focuses on key priority areas that are fundamental to women’s equality and that can unlock progress across the board. The six priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting (GRB) and advancing gender intergovernmental processes.

UN Women’s work on GRB involves ensuring that the national, planning, budgeting, monitoring and evaluation processes incorporate a gender perspective. UN Women’s GRB programmes at the regional and country level have made significant contribution towards this by building political support, developing technical resources and capacities, generating good practices for improving women’s access to services and increasing accountability for Gender Equality and Women’s Empowerment (GEWE). At the forefront of global, regional and local advocacy for application of GRB, UN Women has built partnerships with diverse government, inter-governmental and non-governmental partners to further efforts and demonstrate GRB’s relevance to sustainable development aid effectiveness public sector reform and financing for development.

UN Women’s Multi Country Office (MCO), based in New Delhi, India, covers four countries of the region i.e., India, Bhutan, the Maldives and Sri Lanka. Sri Lanka was one of the first countries to engage in GRB globally. Recognising the need to develop specific methodologies and analytical tools to integrate gender into the national budget, pilot studies were initiated by the Commonwealth Secretariat in five countries. The study brought to fore critical insights on the incidence of public expenditure on women compared to men across the selected sectors. Most recently, recognising the urgent need for accelerating investments for rural women, on the initiative and push by the Ministry of Women and Child Affairs (MWCA) a Cabinet Memorandum was issued on the 9 March 2016 mandating allocation of at least 25 percent of all investments on rural economic development for women. UN Women is working closely with MWCA to ensure that the Cabinet Memorandum is actualised.

Within this context, UN Women Sri Lanka is currently implementing a two-year project with the support from the Republic of Korea with the objective of supporting the Sri Lankan Government’s ongoing efforts in addressing the specific issues confronted by women with disabilities in their economic life. Phase 1, a research study to examine the gender responsiveness of employment sector policies and programmes with a focus on women with disabilities has been completed. Phase 2 is currently being designed, based on the recommendations from the study.

Project Outcome: Gender responsive policies and programmes adopted by National and selected Provincial Council governments to ensure economic participation of women with disabilities.

Specific outputs include the following:

  • Increased evidence on the responsiveness the policies/ programmes in the employment sector to the specific concerns of women with disabilities;
  • Enhanced knowledge and capacities of the National and Provincial Governments on formulation and implementation of gender responsive policies and programmes in employment sector for women with disabilities; and
  • Strengthened accountability mechanisms for ensuring gender equality commitments.

Simultaneously, UN Women’s component under the joint UN project on “Promoting the Participation of Women and Youth in the Peacebuilding Process” in Sri Lanka includes a focus on strengthening the capacities of national and sub-national officials on GRB.

UN Women is seeking the services of a Consultant to undertake the following tasks:

  • Provide technical guidance and design Phase 2 of the project, in consultation with UN Women, ensuring that GRB is integrated as the central framework for analysis of policies and programmes from the lens of women with disabilities;
  • Design a Training of Trainers (TOT) programme to develop capacities of local stakeholders who could act as a resource pool for provision of expertise and promotion of GRB in Sri Lanka. Two phases of TOTs are envisioned: (i) overall TOT on GRB and (ii) TOT specifically on GRB and disability.? This would involve support throughout the process including agenda setting, participant selection, identifying relevant resource persons etc;
  • Deliver components of the TOTs for selected participants;
  • Conduct a stock-taking review of the existing National Policy on Disability and the National Action Plan on Disability;
  • Prepare a roadmap for the effective implementation of the CRPD in Sri Lanka, based on the stock-taking review;
  • Review and prepare a policy brief of the National Budget – 2019 from a gender perspective (including a focus on marginalised groups of women including women with disabilities) and facilitate a panel discussion, based on the prepared policy brief;
  • Facilitate and conduct capacity building programmes for national/provincial/local level officials on practical application of GRB across planning and budgeting cycles.

Habilidades y experiencia requeridas

Education:

  • Master’s degree or an advanced degree in Gender Studies, Economics, or related field in the Social Sciences.

Experience:

  • Minimum 5 years of experiences in working on engendering government budgets, public policies or programmes or governance issues, particularly in designing strategies, in supporting strategic implementation, including ongoing support of application of TOT trainings;
  • Demonstrable experience in training needs assessment, conducting trainings, particularly TOTs for Government officials in the field of GRB;
  • Demonstrable experience in conducting research, analysis on Gender-Responsive Budgeting (GRB) and drafting high quality, clear and concise outputs such as policy briefs;
  • Experience of working with academia and Civil Society Organisations and supporting collaborative engagement with government institutions is an asset.

Language :

  • Proficiency in English; good command over the national / local languages is desirable.

Evaluation and Selection Criteria:

Criteria for shortlisting of CVs will be based on the following assessment:

  • Experience in providing technical guidance to Governments on GRB application, implementation and monitoring (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview (100 points).

It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
