Antecedentes

Through its programmes and projects, UN Women is providing technical assistance and capacity building support to national partners (civil society, government, non-governmental institutions) and international partners in the implementation of existing international and national commitments to women’s rights and gender equality; it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life. In line with its mandate, UN Women in Kosovo focuses on two thematic areas, namely Ending Violence Against Women and Women Peace and Security. UN Women is also the lead Agency in coordinating the UN Kosovo Team on gender equality and is chairing the UN Gender Theme Group, through which UN Women coordinates UN Agencies in providing joint support to the government. UN Women in Kosovo leads the multistakeholder Security and Gender Group (SGG) since its establishment in 2008, which is one of the most active forums among UN agencies and partners and includes representatives of Kosovo institutions. UN Women as part of the UNKT Communications, plays a key role in supporting cultural activities and major festival such as FEMART, DOKUFEST, Journalism Poverty Prize, and major campaigns (eg. 16 Days of Activism against Gender-Based Violence Campaign) to ensure the gender sensitive advocacy messages are delivered to the audience.

The UN Women Project Office in Kosovo is seeking to hire a Communications Consultant to lead and increase UN Women’s office visibility and targeted outreach both in different media outlets such as print, online and TV in line with programme and office strategic interventions. Under the supervision of the UN Women Programme Specialist, in close collaboration with Office Programme Staff, the Communications Consultant is responsible for developing advocacy and media outreach initiatives and managing media/press coverage. The consultant is responsible for the production of a range of communications materials for UN Women Kosovo, including for the UN Women website and social media, and for online and offline audiences. The consultant is further responsible for timely, accurate and high-quality informational materials, such as press releases and media advisories, news briefs, fact sheets, stories from the field etc. for media outreach, the UN Women website, and inclusion in informational kits for further public outreach.
The immediate objective is to coordinate the communications and media components during the 16 days campaign and all activities related to UN Coordination, Women Peace and Security and Enging Violence Against Women and overall communication of the office.

Objectives of Assignment


Strategic Communication:

  • Based on main UN Women guidelines and Communication Documents, Office and specific Programme/projects objectives suggest a media plan to ensure systematic media coverage to increase office visibility and targeted outreach both in different media outlets such as print, online and TV in line with programme and office strategic interventions;
  • Ensure strategic, innovative as well as regular media coverage (content and visuals) of office and programme activities in the above-mentioned areas;
  • In collaboration with programme staff, prepare key advocacy messages based on UN Women Strategic Plan programme areas;
  • Building on existing dissemination contact lists, identify targeted dissemination networks for the office publications and information, including UN Women and UN partners, donors, NGOs, academic institutions, private sector partners, and other constituents;
  • Support liaison with Media outlets and different journalists to increase office visibility;
  • Supports office team in the development of high quality publications and communication products following UN Women standard publication and branding guidelines.

Manage media relations and the production of information/communication materials:

  • Ensure timely preparation of press releases and updates on different UN Women events as per the agreement with respective project staff;
  • Facilitate information distribution on UN Women programs to relevant partners and stakeholders;
  • Systematically update UN Women Kosovo Facebook page in coordination with office staff by drafting catching texts and producing pictures to increase interaction and engagement of social media audience;
  • Coordinate with media and communications staff of the other UN Women offices in the region when covering regional project and support the design and production of regional publications;
  • Collect information, translation, drafting of content and visuals for the Regional Website account in line with the timeframe of all newsworthy events and project activities;
  • Produce photo documentation for all important events and activities and make use of them in relevant information or knowledge products;
  • Provide inputs to the Project Office quarterly and annual reports and other reports as needed based on results achieved throughout the year;
  • Develop communications Strategy and Action Plan for the year 2019 for the office;
  • Oversee and maintain UN Women Kosovo Office online outreach and produce information materials for public outreach;
  • Support visibility of UN Women Kosovo in regional/global UN Women and national UN websites;
  • Oversee and manage national social media accounts in line with corporate social media policy;
  • Identify innovative opportunities and new communications tools and platforms which can serve to highlight the work of UN Women;
  • Maintain and expand contacts with national media; topics, background information, news-related developments and coverage of interest to each identified;
  • Provide support to UN Women special events, campaigns.

Coordination and Support

  • Extend logistical support to promotional or knowledge sharing events of the office;
  • Provide assistance for the organization of public events, conferences and advocacy initiatives, specifically related to the marking of 16 Days of Activism to EVAW;
  • Oversee and manage institutional contracts related to media and communications;
  • Administrative and logistical support to the office team, including for initiatives such as, press briefings, report launches, managing office media equipment/materials;
  • Review of translations, contacts with printing companies and other suppliers to ensure communications and advocacy materials production.

Knowledge Management

  • Maintenance of photo library and information/communications data base;
  • Develop and regularly update the partner contact list and database;
  • Ensure that results-based programming approach is appropriately reflected in the communication strategy, work plan and products;
  • Provide support to resource mobilization and identify/highlight effective programme activities and results in support of fund-raising;

Specific deliverables related to the consultancy:

  • Develop and implement workplan on the communications and media components for the ongoing projects of the Office
  • Develop the calendar of events for the 16 days of activism campaign;
  • Develop and partially implement Communications Strategy and Action Plan for the Office;
  • Success stories highlighting the results of UN Women’s projects;
  • Update Social Media Report;
  • Finalize consultancy report that captures the work and main results for the period of the consultancy, including recommendations for future work. The final report shall be written in English and shall not exceed 10 pages. The report shall include an annex with a complete list of all articles, press releases, social media posts etc.
  • Any other deliverables as agreed with the supervisor.

Habilidades y experiencia requeridas

Education:

  • University Degree (BA) in media and communications, journalism or related field.

Experience:

  • At least 5 years of demonstrated work experience in including experience in media relations;
  • Demonstrated expertise and experience in the field of gender, media and public relations;
  • Excellent writing skills in preparing briefs, reports, guidelines, articles or similar for various audiences;
  • Relevant experience at the national level in delivering communication services to promote the activities of international development organization will be considered an asset;
  • Familiarity with promotion of gender issues and challenges or work on these areas would be considered an asset;
  • Experience in producing communication materials (print and online) for a variety of media;
  • Good understanding of new and evolving technologies and digital platforms;
  • Good understanding of web development technologies;
  • Experience in on-line outreach and multimedia;
  • Proven experience in campaign and event organization;

Language:

Duration and Remuneration:

  • The duration of the contract is for maximum 30 working days in the period of 15 October 2018 – 15 December 2018.
