Islamic Republic of Iran, with a total population of approximately 82 million inhabitants is a member to Montreal Protocol and has ratified all the amendments to this Protocol.

The XIX Meeting of the Parties to the Montreal Protocol, in September 2007, through its Decision XIX/6, adopted an accelerated phase out schedule for HCFCs.  The first control was the freeze on production and consumption of HCFCs from 01 January 2013 at the baseline level (average of 2009 and 2010 consumption levels).  The other control steps were reduction of consumption of 10% by 2015, reduction of 35% by 2020, reduction of 67.5% by 2025, and reduction of 97.5% by 2030 with an allowance of 2.5% of baseline (annual equivalent) for the period 2030 – 2040 and complete phase out by 2040.  Iran is a Party to the Montreal Protocol and must comply with the above targets.

At the 63rd Meeting of the Executive Committee in April 2011, the Iran HCFC Phaseout Management Plan (HPMP) Stage I was approved at a total funding amount of $10,393, 388; UNDP was designated as the lead implementing agency with UNIDO, UNEP and Germany (GIZ) to serve as the cooperating agencies. 

Through the HPMP, Iran committed itself to HCFC freeze in 2013 and 10% reduction in 2015 (Stage I targets).  UNDP was allocated $4,565,746 to assist the Government in implementing investment projects under UNDP component and in project management and monitoring.  The project is undergoing last stages of completion.

At the 77th Meeting of the Executive Committee, in November-December 2016, HPMP stage II of Iran was approved with UNDP as the lead implementing agency, and UNIDO, UNEP, Italy and Germany (GIZ) as the cooperating agencies.  Total funding approval was $11,288,177 with UNDP share being $4,905,361; a first tranche of $1,298,170 was approved for UNDP through a multi-year Performance-based Agreement between the Government of the Islamic Republic of Iran and the Executive Committee.

The project will assist Government of the Islamic Republic of Iran, as represented by the National Ozone Unit (NOU), in reducing the country’s HCFC consumption to 247.33 ODP Tonnes in 2020 and 95.13 ODP Tonnes in 2023.

Detailed Responsibilities:

Under the overall supervision of UNDP Head of Programme and in close consultation with Ozone Layer Protection Unit (OLPU) and Regional Technical Advisor (RTA), the consultant will be accountable to provide technical support to the planning, procurement and implementation of UNDP/Montreal Protocol HPMP Stage II including:

  • Review, analysis and support to completion of the Project Procurement and implementation plan including specifications, verification of goods, support to safe storage & delivery, etc.;
  • Support the UNDP Procurement unit in development, reviewing and assessment of specifications of the required items under the project, including market search, etc.
  • Technical approval and verification of procured items for the factories, ensuring compatibility of the delivered items with the planned and requested specifications, safe storage, packaging, delivery to the beneficiaries etc.
  • Reviewing technical details of the project’s reports and productions etc. providing UNDP/NOU with technical comments, editions.
  • Providing required technical support to UNDP and the NOU to fulfill new submission requirements, tranche requests, etc.
  • Regular coordination with other agencies involved in the project (UNIDO, UNEP, GIZ etc.) for data collection and reporting;
  • Provision of top-quality advisory services at national and project-level on phasing-out the use of Ozone Depleting Substances;
  • Assistance in preparation of project work plans based on the project logical framework, setting up baselines, indicators and annual targets, updating risk logs, progress reports, lessons learnt and monitoring packages;
  • Technical monitoring of the project implementation and financial progress against the work plan and the project document;
  • Providing technical support to the NOU for organizing and conducting technical workshops, consultation meetings, verifications, review of contracts, field visits etc.;
  • Verification visits to conduct technical assessment of the converted production lines in the commercial refrigeration sector and provide technical advice on troubleshooting and
  • Any other tasks assigned by the supervisor.

Deliverables:

The Consultant is expected to submit, at the end of each calendar month, a summary report on the progress made in the fulfilment of his/her duties, during the reporting month. The progress reports should focus on the progress of the implementation of the HPMP Stage 2 Project as per the approved Project Work Plan including:

  • Review, analysis and support to completion of the Project Procurement and implementation plan including specifications, verification of goods, support to safe storage & delivery, etc.;
  • Verification visits to conduct technical assessment of the converted production lines in the commercial refrigeration sector and provide technical advice on troubleshooting
  • Technical review of the project’s reports and productions;
  • Support to new submission requirement, tranche requests, etc.;
  • Regular coordination with other agencies involved in the project (UNIDO, UNEP, GIZ etc.) for data collection and reporting;
  • Provision of top quality advisory services at national and project-level on phasing-out the use of Ozone Depleting Substances;

  • Fluency in Farsi and English with excellent verbal and written skills in both languages
  • Master’s degree in mechanical/Chemical engineering preferably in air conditioning, refrigeration, and foam production
  • Minimum 5 years professional experience at the national or international level in project planning and implementation preferably on the aspect of the conversion processes in foam, refrigeration and air-conditioning sectors as well as experience in conducting technical assessment of the converted production lines in relevant industries.
  • Familiarity with ODSs consuming industries; 
  • Familiarity with Montreal Protocol’s activities in Iran;
  • Familiarity with the Multilateral Fund and Montreal Protocol rules and regulations;
  • The knowledge and skill of facilitation and negotiation techniques;
  • Excellent interpersonal, oral communication and professional writing skills
