Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women has the mandate to lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Afghanistan has been implementing the Strategic Note 2014 – 2017, which was also extended to align with national priorities as well as UN frameworks. These include: the Afghanistan Peace and Development Framework (2017 – 2021), the UN Development Assistance Framework, among others. With these frameworks as well as the emerging issues, UN Women developed the Addendum to ensure that the emerging issues are integrated, whilst building upon the recommendations of evaluations – which include the UNDAF evaluation in 2017, UN Women Mid-Term review 2017, and recommendations from the Nordic Evaluation 2018.   Further this approach draws from the recently developed documents i.e. UN Women Global Strategic Plan 2018-2021 and the One UN Strategy Paper for Afghanistan 2018-2022.

The strategic priorities in the Addendum builds upon UN Women’s comparative advantages in Afghanistan including: its convening role with civil society to promote engagement with global normative frameworks; its strong partnership with ministries associated with women affairs and ACO’s programme areas; partnerships with local stakeholders and community organizations to drive programming which ranges from support to implementation of government policies and programs to directly implemented community-based solutions; its ability to leverage inter-linkages across programmatic areas; its unique global technical expertise; and its historical record of successfully delivering large projects and achieving impact.

The ACO thus identified the following four strategic priority areas: 1)Women, Peace and Security – focused on supporting the implementation of NAP1325; 2)Women’s Political Empowerment and Leadership – focusing on women’s full participation in political life and elections; 3) Ending Violence Against Women – focusing on survivor’s access to quality services, access to justice, and primary prevention of violence through transforming harmful social norms; and 4)Women’s Economic Empowerment – focusing on women in the informal sector. These four programme areas build upon the foundation of support to the implementation of global norms and standards for gender equality and the empowerment of women.

UN Women ACO is seeking to recruit a Communication and Outreach Advisor for developing a communication strategy and outputs focused on its programmatic areas.    Working closely with the Women’s Political Participation Advisor and the Women, Peace and Security Advisor, and under the day-to-day supervision of the Deputy Country Representative, and the direct supervision of the Country Representative, the Communication and Outreach Advisor is expected to carry out the tasks listed in the Terms of Reference.

Deberes y responsabilidades

Formulate a Communications and Outreach Strategy for UN Women ACO:
•    Formulate a strategic communications and outreach strategy for UN Women Afghanistan Country Office (ACO) with the objective to effectively share the outcomes and impact of the UN Women ACO programmes employing relevant communication and media tools;
•    Draft an implementation plan including the Monitoring and Evaluation plan, for tracking and assessing progress and performance of the implementation of the communications and outreach strategy;
•    Facilitate a consultative workshop with UN Women ACO on the draft strategic communication and outreach strategy, additionally follow-up with orientation workshop for ACO staff post finalization of the communication and outreach strategy.  
•    Conduct training workshop for ACO Staff on using social media.


Develop Communication Outputs for UN Women ACO:  
•    Explore and establish appropriate social and new media platforms for reaching wider audiences with UN Women ACO related information (with focus on radio and mobile phones);  
•    Develop and design suitable communication and media outputs for representational purposes for UNWOMEN ACO (such as formats, tools, handouts, factsheets for each focus area), for periodic communication with targeted groups, especially within Afghanistan and in the region;


Provide technical support to other communication activities of the Country:
•    Support in conceptualizing and organizing media and outreach events on specific UN Women ACO programmes;   
•    Support UN Women ACO programme specialists/Advisors and Communications Officer in developing tailored communication outputs, including in the areas of Women’s Political Participation and Women, Peace and Security, Eliminating Violence against Women, and Women’s Economic Empowerment.  

Key Deliverables:
•    A country office strategic communication and outreach strategy, including the strategic use of social & new media, by January-February 2019. (17 Working Days in Kabul);
•    Analytic Workshop and Report on Strategic Communications, as stated above by end of February 2019. (5 Working Days in Kabul);
•    Training workshop for ACO staff on using social media by end of February 2019 (3 Working Days in Kabul);
•    Communication outputs for representational purposes for UNWOMEN ACO (such as formats, tools, handouts – to be specified after the workshop and approval of the strategy) for sharing information on a periodic basis with targeted audience by end of March 2019. (30 Working Days in Kabul);
•    A detailed strategic communications and outreach implementation plan, including M & E, for tracking the implementation of the communications and outreach strategy by end of May 2019. (35 working days (20 Working Days in Kabul, 15 Working Days at home).

Habilidades y experiencia requeridas

Education and Experience:
•    Master’s degree in art or design or communications or other relevant field with minimum 8 years progressive professional experience in Graphic Design, Media, Art Direction, and/or Communications, or bachelor’s Degree in mentioned fields with ten years of professional experience;
•    Experience producing high-quality media and outreach materials including social or new media campaigns for UN and/or non-governmental bodies.
