Antecedentes

The National Urban Poverty Reduction Programme (NUPRP) is a six-year programme that targets sustainable improvements in the livelihoods and living conditions of the urban poor across towns and cities of Bangladesh. Funded by the Department for International Development (DFID) and the Government of the United Kingdom, it is being implemented by the Local Government Division (LGD) of the Government of Bangladesh together with the United Nations Development Programme (UNDP). NUPRP will work with local communities to better organize them to save, prioritize their needs, and negotiate with landowners to secure tenure, and access funding for grants and loans to improve their housing conditions. NUPRP will also establish Community Housing Development Funds (CHDFs) to increase the availability of finance for the urban poor for retrofitting existing housing using designs and following standards that are informed by climate-resilient practices, methods and construction.

Development of strategy to strengthen and expand Community Housing Development Funds (CHDF), Implementation Plan, and Training Modules

The Community Housing Development Fund (CHDF) is a city/town-level institution and a member-based organization that is established and managed by community leaders to provide its members innovative financial services and resources, through a revolving fund arrangement, in order to improve their tenure security and upgrade their housing conditions. CHDF is recognized as a legal entity by its constitution, accreditation from LGI, and registration with government regulatory authority.

Scope of Work
This consultancy will focus on reviewing background information and assessments of existing CHDFs, to understand their capacity, constraints, and conditions. The consultant will develop a strategy to develop and strengthen their institutional systems, structures, procedures and processes. The consultant will also develop an implementation plan to guide NUPRP to improve the level of CHDFs, in current and proposed cities, to achieve the Program’s overall targets of providing loans to support improved housing conditions of 42,000 households in cities across Bangladesh. A second stage of the consultancy will be to develop a CHDF manual that details the various aspects of the community housing financial system, describing the processes, regulations, and tools to support assessing and developing capacity.

Under the guidance of the International Project Manager, the consultant will be responsible to carry out the following, but not limited only to these duties;

1. Review relevant documents – These include the CHDF Assessment Report (2017),CHDF guidelines and standards used for housing upgradation measures, and review draft implementation guide for Output 4, to better understand the current status, including strengths and weaknesses of existing CHDFs in Bangladesh.

2. Conduct interviews with key informants – Conduct Focus Groups Discussions (FGDs) and interviews to further understand the current capacity needs, accumulated savings, confidence levels, and institutional systems and processes in place, in existing CHDF organizations. Interviews may also be conducted with relevant national-level experts, institutions, and partner organizations, to provide a complete picture of how CHDFs can be developed to the next level.

3. Create CHDF Institutional Development Strategy –The strategy will demonstrate how the institutional systems, structures, procedures and processes of CHDFs should be developed, what capacities are required, and include an overall business plan, mission statement, values, and strategy.

4. Create an Implementation Plan – The consultant will develop a plan to implement the CHDF Institutional Develop Strategy considering NUPPR’s current position, and indicate how training and institution building activities will be scaled-up in up to 35 cities. The Plan should identify the required training modules, the monitoring framework, the city-by-city targets, as well as define the training schedule for towns and cities with CHDFs. The Plan will cover NUPRP’s remaining project implementation period (2018-2021).

5. Develop a CHDF Manual – Based upon the assessment of CHDF status and capacity needs the consultant will prepare a comprehensive manual that will contain the necessary technical knowledge required to build the capacity and develop CHDFs. The manual will serve as a reference for Town/ City-level Housing Experts, CHDF Board members and staff, key stakeholders such CBO leaders, PGs and borrowers, municipal staff, project staff and NGOs, and will contain information on housing loan products, non-financial product development, effective management, and performance monitoring.

Expected Results and Deliverables
The main expected results of this consultancy are the finalization of a CHDF Institutional Development Strategy, an Implementation Plan, and a comprehensive CHDF Manual.

The main deliverables will be:

1) An Inception Report (final) incorporating comments/feedbacks from NUPRP/UNDP management with approach, timeline, and framework (hard and soft copy).

2) A CHDF Institutional Development Strategy:
The strategy should include, but not be limited to, the following:

a) Definition of the mission, vision, values, and objectives of CHDFs
b) Definition of the CHDFs’ institutional systems and structures, including defining roles and responsibilities, the internal governance framework, and processes and procedures
c) Options for housing loans and service delivery systems – types (loans and clients), amounts/price, interest rates, needs, product quality
d) A strategic business plan for CHDF
e) Detailed list of required skills and capacities
f) A set of key performance indicators (KPIs) for evaluating capacity development progress and institutional strength
3) An Implementation Plan:
The Implementation Plan sets out a detailed sequence of activities necessary in order to realize the objectives contemplated in the CHDF Institutional Development Strategy.

a) A detailed plan of activities, together with a timeline, required achieving Program goals and implementation of activities in up to 35 cities. The plan should indicate who is responsible for the indicated tasks.
b) A comprehensive capacity building plan, indicating the necessary skills and capacities to be taught, for all towns and cities (including those with existing CHDFs and those where it will be introduced anew).
c) A monitoring framework for assessing progress in terms of implementing activities, conducting trainings, accumulating savings, and achieving milestones.

4) CHDF Manual:
The CHDF Manual will consolidate all the relevant technical information required to understand how to initiate, develop, manage, and assess, CHDFs.

a) CHDF management framework
b) CHDF proposal framework, selection criteria, and process
c) Procedures and processes required to effectively set up and run a CHDF
d) A set of Standard Operating Procedures, including governance mechanisms
e) Product & service delivery (Housing Loan Options, community planning and building guidelines, technical support and advisory services and Housing Clinic/Counseling etc.)
f) Financial management framework
g) Financial performance & capacity guidelines
h) Social performance (social compliance) guidelines as per the accepted standards
i) Guidelines defining partnerships, strategic alliances, and relationship with potential collaborators
j) Regulatory framework and Environment compliance guidelines

 

Competencias

Methodology
The Consultancy will undertake the following tasks to achieve the objective of this assignment:
• Desk review: this review will focus on CDHF Assessment Report (2017), existing guidelines for Output 4, and other relevant documents on financial instruments to support access to housing loans for the poor.
• Key informants interviews: The Consultant at various points during the consultancy might undertake consultations and interviews with stakeholders (City authorities, CHDF staff and Board members, and other relevant experts etc.).
• Interim, Draft and Final Institutional Development Strategy and Implementation Plan: All draft documents will be finalized after incorporating feedback from NUPRP HQ and a final copy in Microsoft Word will be provided. These documents will provide sources of information as part of bibliography, persons interviewed, titles and their contact.

Institutional Arrangement
The consultancy will be overseen under the guidance of the International Project Manager. Contractual oversight will be provided by NUPRP Operations Manager.

Duration of the Work
This assignment will take place over 4.5 months and will require 40 working days.  The expected start date is 1 December 2018.

Duty Station
The consultancy will be home-based. Meetings between NUPRP and the consultant will take place at the NUPRP office in Dhaka. Field visit will be organized by NUPRP It is expected that the consultant will have two field missions to Bangladesh. The first visit will take place in December 2018 and the second visit will take place before April 2019. The financial proposal shall specify the total lump sum amount and must be inclusive travel cost to Bangladesh. During field missions in Bangladesh, the consultant will have to visit 6 NUPRP towns and the project will facilitate the visits and arrange transport and Daily Subsidy Allowance (DSA) will be reimbursed as per UNDP policy.

Final Products
The assignment should result in a report that should be formatted to A4 size paper, and be in a condition that can be published without any need for further work. All data sets and analysis must be shared and handed over to the project.

Minimum Eligibility Criteria:

The essential qualification of the consultant is listed below. CVs must be tailored to demonstrate competence against these requirements. Failure to demonstrate experience against these eligibility criteria will result in proposals being discarded.

Eligibility Criteria: 
a) Should have the Master’s degree in Urban and Rural/Regional Planning / Housing, Built Environment / Human Settlements Development
b) At least 15 years of working experience in human settlements development, land-use planning, land tenure, low-income housing interventions, and designing and developing low-income housing upgradation measures and guidelines that are informed with a strong emphasis on climate change vulnerabilities in informal settlements.
c) Previous experience in designing and/or managing similar projects on climate resilient housing upgradation and/ or community-based housing finance.
d) Previous experience working on similar work for UN agency, bilateral donor or international organization

Scope of Price Proposal and Schedule of Payments
Lump Sum Amount:

Remuneration of the successful contractor will be fixed and bids should be submitted on this basis. No adjustment will be given for the period and determined by the specified outputs as per this ToR. The price should take into account all HR costs and professional fees, travel costs, subsistence and ancillary expenses. The financial proposal shall specify the total lump sum amount and must be all inclusive (professional fees, travel costs, living allowances, medical allowances, communications costs etc.)

UNDP shall effect payments, by bank transfer to the consultant’s bank account, upon acceptance by NUPRP/UNDP of the deliverables specified in the ToR. Payments will be based on milestone deliverables upon submission of invoice and upon certification of the work completed.

Tentative payment schedule

1st payment: 15% of total contract value will be paid after submission and acceptance of Inception Report.

2nd payment: 45% of total contract value will be paid after submission and acceptance of CHDF Institutional Development Strategy and Implementation Plan.

Final payment: 40% of total contract value will be paid after submission and acceptance of CHDF Manual.

Criteria for Selection of the Best Offer

Individuals will be evaluated based on the following methodologies:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
