Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The "non-earmarked" support of the Swedish Embassy in Colombia to the UN Women's Strategic Country Note " Hacia una Colombia 50-50: Paz y Desarrollo para todos y todas ", part of the understanding that the gaps in the use of Women's capacities for achieving sustainable peace can be reduced by improving the level of adoption of international human rights standards of women in conflict and post-conflict situations; fostering the creation of enabling environments for the participation of women in the decision-making processes around peace, security and conflict prevention; ensuring specific and sustained funding for gender issues of peacebuilding; strengthening the mechanisms of justice, security and reparation for the protection of women's rights and the assurance of their physical and mental health; and implementing specific measures that benefit women during peacebuilding, especially during the economic recovery in post-conflict situations.

This framework, will seek to contribute to the strengthening of the political and economic empowerment of Colombian women, to guarantee their right to have a life free of violence within or outside the armed conflict, as well as their right to the truth, the justice, reparation and non-repetition, in such a way that with this support their role is enhanced in the sustainability of peace, the maintenance of democracy and the promotion of development.

The "non-earmarked" support will be fundamentally aimed at strengthening the mechanisms for the protection of women's rights in the perspective of No Repetition in transition contexts; as well as in strengthening the capacities of national and territorial authorities, women and youth for the local management of peace and development.

In this context, it will have a particular emphasis in the first place on the development of the territorial peace principle through the promotion of demonstration experiences with greater potential to accelerate and obtain early gains in the implementation of peace and the legal framework and current public policies on gender equality and protection of women's rights; second, in the promotion of budgeting with a gender perspective in public policies as the means to ensure the sustainability of the interventions that are promoted in the horizon of the consolidation and sustainability of peace, the deepening of democracy and sustainable development; and finally, an emphasis on ethnicity and work with young women and men, in a commitment to innovation, and the contribution from the Program, to cultural transformation and the promotion of masculinities that promote gender equality.

Reporting to National Programme Officer, the Programme Analyst provides programme support to the effective management of UN Women programmes in the CO by contributing in the programme design, formulation, implementation and evaluation.  S/he supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures.  She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio

Deberes y responsabilidades

Contribute technically to the development of programme strategies in the area of Conflict Resolution, Transitional Justice and Peacebuilding

  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to Conflict Resolution, Transitional Justice and Peacebuilding

Provide technical support to the implementation and management of the Conflict Resolution, Transitional Justice and Peacebuilding programme

  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management.

Provide technical assistance and capacity development support to project/programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

Provide technical inputs to the management of people and finances of Conflict Resolution, Transitional Justice and Peacebuilding programme

  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Oversee the work of Programme Associates and Assistants as needed.

Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Provide technical inputs to inter-agency coordination on Conflict Resolution, Transitional Justice and Peacebuildingto achieve coherence and alignment of UN Women programmes with other partners  in the Colombia

  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to Conflict Resolution, Transitional Justice and Peacebuilding
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on Conflict Resolution, Transitional Justice and Peacebuilding

Habilidades y experiencia requeridas

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 1 year of relevant work experience in development Programme/Project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the Conflict Resolution, Transitional Justice and Peacebuilding
  • Experience coordinating and liaising with government agencies and/or donors is an asset.
  • Fluency in Spanish is required; and English is an asset.
