Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.
 
UN Women is mandated by the UN Security Council to lead on UN system-wide coordination on Women, Peace, and Security, and to this end, UN Women has been working with governments, UN partners and civil society through the region to support women’s participation and influence at all levels of decisionmaking to prevent and resolve conflict and to address issues of extremism. Women across divides play a crucial role in mobilizing actors for inclusive peacebuilding through collective action and mediation at the formal and informal levels. Supporting them in mobilizing support and enhancing their voices can contribute to resuming and continuing peace dialogue in a more inclusive way.

UN Women in Libya

In line with the national priorities and existing frameworks, UN Women has opened a programme presence in Libya, to support the international community’s response to the complex humanitarian situation and security challenges facing the country. In Libya, women’s participation in the peace and political process remains uncertain and insufficient. The programme will build on the achievements of its Regional Office for Arab States, enhancing women’s capacities to actively engage in the national dialogue and the peace building process. The programme will aim to expand, develop and implement programmes and projects in Libya, developing effective partnerships with Government counterparts, UN system agencies and organizations, civil society organizations, and with bilateral and non-traditional donors in order to promote inter-agency partnerships, support for UN reform, and the mobilization of visibility and resources to advance gender equality and women's empowerment.

Reporting to the dual Country Representative for Libya and Tunisia, a consultant is required to support the expanding programme presence of UN Women in Libya. The consultant will be based in Tunisia and will provide support to the Representative in the implementation of the programme in Libya to enhance women’s participation in political and peace processes, ensuring the successful achievement of UN Women programmatic objectives.

Deberes y responsabilidades

Programme management support:

  • Support the formulation of programme strategies, project proposals, and initiatives;
  • Provide support to resource mobilization by preparing relevant documentation;
  • Provide high-quality editing, drafting and formatting for all project related documents;
  • Support the development of technical documents for projects;
  • Provide support in the coordination of inter-agency efforts;
  • Provide support to external facing activities and public information meetings as needed;
  • Provide support in initiating and maintaining relationships with local and international partners;
  • Support with the planning, coordination, and implementation of programme activities;
  • Provide support in organizing workshops, events, campaigns, and training;
  • Support in the process of contracting, reviewing and evaluating implementing partners;
  • Assist in any other duties or tasks as required by the Representative.

Support advocacy and knowledge building:

  • Provide input, analysis, and research in related thematic areas relevant to the project’s successful implementation;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, talking points, and donor profiles;
  • Assist in the organizing, compiling and processing information from donors, partners, programme team and government counterparts.

Deliverables:

The consultant will submit monthly progress reports on the project progress, and the activities carried out to support in the implementation of the programme in Libya to enhance women’s participation in political and sustainable peace processes.

Evaluation Criteria:

The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical).

Criteria Weight Technical: 70%

The total number of points allocated for the technical qualification component is 70 points. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

  • Bachelor's degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender / Women's Studies, Public Policy, or any related field. (20 points)
  • At least 1 year of experience at the national or international level in supporting the implementation of development projects/ programmes. (25 points)
  • Experience in the United Nations systems. (5 points)
  • Experience and knowledge of gender/women issues. (5 points)
  • Experience in the region. (5 points)
  • Fluency in spoken and written English. (10 points)

Only the candidates who have attained a minimum of 49 points (70%) will be considered as a technically-qualified candidate.

Financial: Lowest Financial Proposal: 30%

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • A cover letter with a brief presentation of your consultancy explaining your suitability for the work and link to a portfolio of work;
  • UN Women Personal History form (P-11) which can be downloaded from http://www.unwomen.org/about-us/employment; applications without the completed UN Women P-11 form will be treated as incomplete and will not be considered for further assessment;
  • Financial proposal; Proposed inclusive daily rate.

The above-mentioned documents should be merged in a standalone file including all them since the online application submission does only permit to upload one file per application. Incomplete submission can be a ground for disqualification.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.

UN Women is applying a fair and transparent selection process that would take into account both the technical qualification of Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.
