Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for those who have missed out on education. The Programme will be implemented in a number of pilot countries globally, including Australia. SCE aims to break current trends and provide a comprehensive solution for marginalized women and young women who have missed out on education and who are at risk of being left behind. It offers women and young women, their families and local communities access to educational services which are tailored not only to their needs as learners, but also to their future as earners. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks. 

The Programme will contribute to the following outcomes of SCE in Australia: i) More marginalized women and young women  access and benefit from high quality educational content, material and learning pathways; ii) More marginalized women and young women benefit from increased employment, livelihood and entrepreneurial opportunities; iii) Fewer marginalized women and young women are disadvantaged and denied education opportunities due to harmful and discriminatory social norms; iv) More marginalized women and young women have improved access to education and employment pathways through enhanced multi-sectoral policy and financing frameworks that enable scaling of successful SCE solutions.

Under the oversight and management of the SCE Global Programme Manager in Geneva, Switzerland, the incumbent under this SSA will be required to support key processes and milestones for the timely and successful implementation of the SCE Programme component  for Aboriginal and Torres Strait Islander women and girls in Australia. The incumbent will facilitate multi-stakeholder consultations, including the collection of baseline data, design of country plans, assisting in the selection and monitoring of relevant implementing partners

Deberes y responsabilidades

I.                     Functions and Responsibilities:

The consultant will be responsible to support the implementation of the Australian Component of the SCE programme. The consultant will assist the global programme manager in the selection and monitoring of Implementing Partners and will facilitate initial multi-stakeholder consultations, including the collection of baseline data.  In tandem with the Global programme team, the consultant will provide input into the country design and country plans, assisting in the selection and management of relevant implementing partners, co -ordinating the activities of relevant stakeholders and monitoring the implementation of the country plan.

II.                  Key Deliverables:  

The consultant will report to the Global SCE Programme Manager and be responsible for providing relevant updates and reports as required by UN Women.  Below are the key deliverables to be achieved by the consultant:

Deliverable 1:   Labour Market Analysis and Needs Assessment

The labour market and needs assessment is a key step in determining the viability of potential learning and earning pathways. The consultant will support the SCE programme to conduct the need assessment which will take place by a specialized team.   The mains function to be covered under this deliverable are:  

  • Ensure the needs assessment is conducted in consultation with the relevant stakeholders;
  • Support the team in   collection of relevant data, including base-line data;
  • Participate, Support and facilitate relevant informational interviews;
  • Assist in organizing logistics and relevant in -country meetings and missions;
  • Co-ordinate other aspects of the Labor Market and needs assessment as required;

Deliverable 2:  Development and design of the SCE programme plan in Australia

The consultant should support identifying implementing partners and work closely with the global programme manager for the roll-out  of country workplan. 

  • Draft and finalize the SCE country  Plan for Australia.
  • Support in mapping relevant local online content for the SCE programme.  
  • Facilitate the establishment of identified partner relations and monitoring systems,
  • Build network with potential national & local private sectors stakeholders/partners for implementation of SCE programme in Australia.
  • Facilitate the selection of Implementing Partners for the SCE programme in adherence to UN Women’s internal policies

Deliverable 3:  Programme Monitoring and Implementation Support to the SCE programme

  • Establish monitoring system and conduct regular monitoring visits to project sites to ensure accountability of results in coordination with SCE Global programme team based in Geneva
  • Draft briefs and other strategic programme materials as required;
  • Review and provide comments on the Monitoring and Evaluation (M&E) framework developed by the Global programme team;
  • Provide quarterly reporting updates to the Global Programme team on the status of the programme implementation in accordance with targets and KPIs;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning; disseminate regionally or globally;

The above key deliverable will support the achievement of the Key Performance Indicators (KPIs) set for SCE. The key results have a major impact on the overall rollout and pilot of the SCE Programme in Australia:

  • Relevant and appropriate content is successfully developed and curated;
  • Learning and career pathways are available to women and young women through the appropriate e-learning platform;
  • Implementing Partners are selected in target areas to support implementation of SCE in Australia;
  • Content specific delivery mechanism established including community- based centers and/or Empowerment Hubs;
  • Potential employers become more gender response and gender aware, hiring and retaining women (partnerships and advocacy);
  • Bridging programmes established especially for graduates;
  • Mentoring and coaching programmes established;
  • Regular communication with SCE Global team, other agencies and partners;
  • Excellent relations with partners and stakeholders;
  • Enhanced best practices and lessons learned documented and circulated;

Habilidades y experiencia requeridas

  • Education and certification:     
  • Master's Degree in Social Sciences, Education, Gender Studies, Political Sciences, Business Administration, Public Administration, Economics or related field.

Experience:        

  • Minimum 7 years of relevant experience in providing management advisory services and programme management in the areas of education or livelihoods or women’s economic empowerment;
  • Experience with women’s empowerment and gender equality;
  • Solid experience in programme design, coordination and implementation throughout the programme cycle;
  • Experience in establishing relationships among international organizations and national governments in the field of gender and education;
  • Aboriginal and Torres Strait Islander people strongly encouraged to apply;
  • Previous experience working with Aboriginal and Torres Strait Islander communities.

Language Requirements:          

  • Fluency in English.Working knowledge of the other UN official working language is preferred.

Mode of Contract Execution

  • This consultancy will be home based;
