Antecedentes

UNWOMEN, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women supports the Government of Jordan to implement international and national policy commitments on gender equality and women’s empowerment, including through mainstreaming gender in national planning processes, as well as developing and implementing targeted plans on gender equality. The most recent National Strategy for Jordanian Women (2013 – 2017) has come to an end and a review of its achievements will serve as an entry point to the development of a new National Strategy for Women as well as for other national planning processes to be undertaken in 2018 (updating of EDP and JRP). The process will also be an opportunity for the alignment of national plans with international commitments related to gender equality, specifically the Sustainable Development Goals 2030. The Strategy will be developed in such a way as to be vulnerability based, aligned with ongoing national planning processes and discussions, and with full government ownership and demonstrated institutional capacity

Objectives of the Assignment

Reporting to the Recovery Specialist of UN Women Jordan and to the Secretary General of the Jordan National Commission for Women, the Strategic Planning and Coordination Consultant will provide support to UN Women Jordan Country Office and the Jordan National Commission on Women in strategic planning and coordination related to the process of evaluating the previous National Women’s Strategy (NWS) and developing the new National Women’s Strategy.

The duties and responsibilities of the National Consultant include:

1. Provide support to JNCW and UN Women in strategic planning for the National Women’s Strategy

• Provide substantive inputs to the process;

• Develop workplans, strategic notes, project documents and other documents;

• Follow up on required action and issues related to National Women’s Strategy.

2. Provide technical support to JNCW and UN Women on coordination of all stakeholders involved in the NWS evaluation and new phase drafting;

• Provide technical support to strategic planning processes and similar exercises; 

• Prepare briefing materials for JNCW and UN Women on issues to be discussed with stakeholders; 

• Prepare background materials and analysis for JNCW and UN Women on the NWS;

• Provide technical support to JNCW and UN Women in monitoring progress on the NWS and prepare analytical and regular progress reports the experience, as necessary.

3. Provide technical support to the development of strategic partnerships and resource mobilization efforts

• Provide support in managing activities and events to engage bilateral and multilateral institutions/ donors, private sector and civil society in the National Women’s Strategy;

• Prepare background documents and analysis for JNCW and UN Women to forge and implement strategic partnerships around the National Women’s Strategy;

4. Facilitate knowledge building and sharing

• Provide support to the development and dissemination of good practices and lessons learned; ensure incorporation into planning;

• Contribute to capacity building exercises, as necessary.

Deliverables:

- Monthly progress reports;

Duration and duty station for the assignment  

The duration of the assignment will be 12 months and the duty station will be Amman, Jordan with travel to field as required. Office space and equipment will be provided by JNCW. 

Fees and Schedule of Payments

The position will be remunerated based on a daily rate and satisfactory services and deliverables in accordance with the ToR and a time sheet duly approved by the supervisors and the UNWOMEN Country Representative.

Habilidades y experiencia requeridas

Education: 

  • Master’s degree in social sciences, international development, public administration, public policy, business, or other relevant field is required

Required Skills and Experience

  • Experience:
  • At least 5 years of progressively responsible experience working on coordination and strategic planning processes; 
  • Experience in the development, planning, implementation, monitoring and reporting of programmes;
  • Experience working in gender equality and women’s rights

  • Fluency in written and spoken English and Arabic is required
