Antecedentes

Albania has made important steps towards establishing a democratic state, functioning market economy, maintaining a stable economic growth, and achieving human development. Important progress is achieved in establishing relevant institutional and policy frameworks for achieving gender equality and women’s empowerment, in line with international, regional, and national gender equality standards and obligations. Despite significant efforts, the inclusion of vulnerable groups, particularly Roma and Egyptian communities, persons with disabilities and vulnerable women, remains problematic. The legislative framework has gaps, institutional response mechanism face challenges to improve and strengthen inter-institutional co-operation in preventing and handling violence against women (VAW) cases. Therefore, in order to ensure an effective response, it is critical to mobilize government, empower civil society and people in local communities to act in unison to fulfill national and international obligations and to have a voice in public decision making affecting their lives.

In line with current challenges Albania needs to address, and the Outcome 2 of the UN’s Programme of Cooperation for Sustainable Development (PoCSD) with the Government of Albania (GoA), the UN is engaged in two Joint Programmes (JP):

  • The “Leave No One Behind” (LNB) designed to: (1) strengthen the vulnerable population to request and receive adequate social services from local authorities that support their social inclusion, (2) support municipalities to effectively manage the provision of social services and promote social inclusion, (3) support national institutions to implement their policy framework for providing social services and adequately fund social services. 

 

  • Ending Violence Against Women in Albania (EVAWIA) designed to: (1) a strengthened normative and accountability framework related to GB-VAW; (2) improved institutional practices, services and coordination for survivors of GB-VAW; and (3) to challenge norms pertaining to GB-VAW at the state, community and individual levels. These results aim at bringing institutional and behavioral change in preventing and responding to GB-VAW, thereby contributing to freeing women and girls from all forms of GB-VAW and from the threat of such violence.

The programmes’ target groups, who will indirectly and directly benefit from improved social services, improved legislative framework, policies and institutional coordinated response practices are the marginalized and vulnerable persons of Albania, and especially women survivors of VAW, persons with disabilities, and Roma and Egyptians. A specific focus of these JPs will be the hard to reach communities that have been marginalized because of age (elderly women), ability (persons with disabilities), minority status (Roma, Egyptian), sexual orientation (LGBTI), and place of residence (rural and remote areas of the country).

These JPs will be implemented through the modalities of the Delivering as One (DaO) mechanism, under the framework of the Programme of Cooperation for Sustainable Development 2017-2021, with the joint participation of UN agencies, including UNDP, UNICEF, UN Women and UNFPA, and in close partnership with relevant governmental bodies at the central and local levels.  UNDP is the lead UN agency for the overall implementation and coordination of both JPs. To this end, UNDP will hire a Monitoring and Evaluation consultant to ensure adequate, quality and timely monitoring and evaluation of these two JPs.

Deberes y responsabilidades

The Monitoring & Evaluation consultant will work under the guidance of Programme Specialist for Social and Economic Inclusion and the direct supervision of the programme coordinators of each Programme (LNB and EVAWIA) to undertake the following functions:

1.       Design and lead the implementation of a Monitoring and Evaluation strategy for LNB and EVAWIA. This will include the following:

  • Design an Monitoring and Evaluation (M&E) framework that emphasizes results and impacts through the promotion of a results-based approach;
  • In close cooperation with the respective Programme Coordinator, update both projects document’s Theory of Change, logframe/results and assessment framework
  • Update the developed baseline data and indicators identified in the project document, with the aim of demonstrating results and impact;
  • Identify sources of data, collection methods, frequency of collection and responsible party;
  • Develop a criteria and evaluation scheme to measure program impact;
  • Prepare a detailed calendar of M&E activities with all UN agencies;
  • Prepare progress reports resulting from the implementation of M&E activities highlighting progress toward achieving project goals, potential bottlenecks in programme implementation and recommending actions to address the bottlenecks;
  • Provides support in the development of the annual work plan, quarterly and annual reports including an updated risk analysis and follow-up of the mitigation measures for each following year of the programme(s) cycle;

2.       Quality Data management. This involves the following tasks:

  • Prepare (forms) and review data from reports provided by LNB and EVAWIA participating agencies;
  • Conduct in-depth and robust data analysis of the evaluation forms for the preparation of analysis report.

Expected Outputs and Deliverables:

  • Development and implementation of a Monitoring and Evaluation Strategy for the EVAWIA program and implementation of a Monitoring and Evaluation plan for both programmes;
  • Development of a framework for monitoring the evaluation of outcomes data from work plans of EVAWIA UN participating agencies;
  • An updated baseline data and program(s) indicators to demonstrate results and impact;
  • An updated projects’ Theory of Change, logframe and risk analysis with updated mitigating indicators for each year;
  • Documentation of both programs results and impacts through M&E reports and outreach materials;
  • Deliver at least 2 training workshops on M&E of the technical personnel engaged from UN Agencies for this programme.
  • Progress report on the tasks performed as per ToRs and engagement in each of the programmes.

  • Possess significant experience in Assessment Monitoring and Evaluation assignments for large international donor funded projects in the areas of social policies or closely related field.

  • Solid understanding of results-based approaches to M&E and in-depth skills and knowledge of indicator formulation
  • Full understanding of data-collection methodologies and excellent data management and analysis skills
  • Initiative and sound judgment
  • Ability to work as a member of a team as well as work autonomously
  • Demonstrated ability to work harmoniously with persons of different ethnic and cultural backgrounds
  • A good understanding of the Social Inclusion and Gender Equality and Gender Based Violence challenges in the Albanian/regional context would be highly desirable.

Academic qualifications:

  • Advanced postgraduate degree in Statistics, Management, Economics or Development related discipline is required.

Relevant experience

  • At least 10 years’ of experience in Monitoring & Evaluation (M&E) and data management functions for a wide range of clients (UN, GO, NGOs) is required;
  • Demonstrated experience in planning, design and implementation of M&E systems, the logframe approach and other strategic planning approaches;
  • Possess significant experience in Assessment Monitoring and Evaluation assignments for large international donor funded projects in the areas of social policies and gender equality/gender-based violence or closely related field.
  •  Proven experience in data-collection and data management and analysis and preparation of reports.
  • Previous experience/familiarity with UNDP or other UN agencies is an asset.

Language

  • Fluency in written and spoken English and Albanian is essential.

Evaluation Procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

·        Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)

·        And has obtained the highest combined technical and financial scores.

 Technical Criteria - 70% of total evaluation – max points: 70

Criteria A: Experience working with UNDP on monitoring and evaluation – max points: 20

Criteria B: Relevance of prior working experience – max points: 35

Criteria C: Educational background– max points: 15

Financial Criteria - 30% of total evaluation – max points: 30

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
