Antecedentes

The conflict in Syria has caused the largest displacement of people in recent times and has severely strained economic and social systems and related institutions in neighboring countries. The absence of any prospect for a positive solution to the Syrian crisis, combined with an unprecedented influx of refugees, has brought with it substantial burdens for host communities.

The multi-faceted protracted nature of the conflict has challenged standard conflict resolution mechanisms as well as traditional responses to protracted crises. Host governments and communities are struggling to cope with the massive flow of refugees and meet the financial, human and environmental capacity to support them.  

During the World Humanitarian Summit (WHS) in 2016, Member states, UN agencies, I/NGOs and Private sectors discussed Humanitarian Development nexus, in which humanitarian and development actors will work closer to meet the needs of affected populations. The New way of working aims at 1) a collective outcome, 2) a comparative advantage and 3) a multi-year timeframe to reduce vulnerability of the affected populations and build resilience.

Initiated in 2015, the Regional Refugee and Resilience Plan (3RP) aims to combine both humanitarian relief and development interventions to build resilience among affected populations (and host countries) in the region. Since its inception, the refugee and resilience funding requirements have shifted from 72-28% in 2015 to 59-41% (2017-2018) and the funding received for resilience has increased from US$486 million (2015) to US$822 million (2017). 

With the shifts in increasing funding and programming for resilience programmes within the 3RP, the SRF has decided to review if the 3RP could be a model for responding to the protracted crisis by bringing humanitarian and development actors together to ensure coherent and collective response.  In addition, at the programme level, partners are assessed on whether their programmes target collaborations to strengthen humanitarian-development. Moreover, it aims to analyze if these programmes have emerged because of the 3RP (the appeal that combines both humanitarian and development components). 

Project Description

The consultant will assess the application and practice of the ‘new ways of working’ commitments from the WHS. The assessment will be done in the framework of the 3RP.  The consultant will develop a methodology which will include 1) Review and Evaluate the 3RP as a model of the Humanitarian Development Nexus 2) identify potential Humanitarian Development Nexus programs within 3RP which can be scaled up or shared with other countries as best practice. 

The consultant will draft a research paper which

  • What is Humanitarian Development Nexus? How does H-D Nexus fit into the existing international humanitarian and development architecture?
  • How does the H-D Nexus fit into the region, and the Syria response in particular?
  • What type of H-D Nexus projects are programmed and implemented in the 3RP framework?
  • What can we do to foster the emergence of H-D nexus project in the region?
  • How do we apply H-D Nexus project practically in a country response context, that includes piloting new initiatives?
  • Has H-D Nexus projects improved collaborations between Humanitarian and Development actors?: if not, why not?
  • What are the benefits and bottleneck of implementing this type of project? What are some of the lessons learned?

The final analysis will include a literature review of existing H-D nexus and identify projects, based on a combination of desk review, consultations with local and national partners in the region (NGOs, governments, civil society groups, etc.). The focus of the analysis is the universe of Regional Refugee and Resilience Plan (3RP) partners. The final product will include a review of best practices for implementing H-D Nexus in the region as well as identify bottlenecks to further expand H-D nexus programming, and recommendations to implement the New way of working together.

 

Deberes y responsabilidades

Under the Supervision of the Policy and Crisis-Coordination Specialist, this consultant will be responsible for researching and developing a product for the UNDP Sub-Regional Response Facility which will focus on identifying opportunities for H-D Nexus projects in the Syria crisis response and to suggest possible next steps.

Deliverables and results: The consultant is expected to deliver two papers; 1) overall H-D  nexus research findings and 2) based on the drafted background paper, short paper containing best practice and lessons learnt which could guide future H-D nexus based response plans.

  • Map and review existing literature around H-D Nexus and integrate this literature review into the product;
  • Provide an inception report on methodology (including definitions of H-D Nexus project) and literature, and a draft outline for the product;
  • Conduct research and consult with national and local actors in the region to obtain examples of H-D nexus projects in the Syria crisis response based on the on-going response,
  • Assess whether H-D nexus projects brought Humanitarian and development actors to work closer.
  • Provide recommendations on scaling up H-D nexus projects through the 3RP and review best-practices for a proposed pilot in a crisis response country

Education:

Professional Experience:

  • At least combined 5 years of relevant work experience in International Development and humanitarian response;
  • At least 3 years’ experience working with I/NGO and/or UN;
  • Highly familiar with the UN Humanitarian and Development nexus and interventions
  • At least 3 years’ development and/or humanitarian experience in the region;
  • At least 3 years’ experience in research and writing reports and policy papers;

 Language Skills:

  • Fluency in English, and Arabic language is an advantage

FINANCIAL PROPOSAL

Interested candidates should provide lump sum fees for requested services with detailed breakdown of (consultancy fees, round travel tickets, travel cost, living allowances during the missions., etc.) as per travel plan above

TRAVEL PLAN

Part of this assignment may require the expert to travel to the region.  The preliminary travel plan/schedule as mentioned in Procurement Notice 

All envisaged travel costs must be included in the financial proposal.

In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging, and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

EVALUATION

Step I: Screening and desk review:

Individual consultants will be evaluated based on the following methodologies:

Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  • Master’s Degree required, in Development Studies, Public Administration, International Affairs, Economics, Political Sciences, Social Sciences or related field (as per mentioned above);
  • At least combined 5 years of relevant work experience in International Development and humanitarian response;

Shortlisted Candidates will be then assessed and scored against the following evaluation criteria.

Evaluation of Candidates (max 100 points):

  • At least 3 years’ of experience working with UN and/or INGO ; 20%
  • At least 3 years’ of experience in research and writing reports and policy papers; 20%
  • Highly familiar with the UN Humanitarian and Development nexus and interventions,25%
  • At least 3 years’ of humanitarian and/or development experience in the region;20%
  • Fluency in English;10%
  • Arabic language 5%

Step II: Final evaluation

The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each:

  • Shortlisting: 70%;
  • Financial proposal: 30%
