Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

One of the pillars of UN Women’s work is advancing women’s political participation and good governance, to ensure that decision-making processes are participatory, responsive, equitable and inclusive. Efforts are focused through strategic entry points that can advance the status of women by catalysing wide-ranging, long-term impacts.  At country level, one of the programme priorities of UN Women for Ethiopia is increasing the effective participation and representation of women’s leadership at all levels. Under its comprehensive programme titled: “Increased participation and representation of women in leadership in Ethiopia: The road to equitable development’’, UN Women ECO works to build capacity of women leaders and aspirants, sensitize the public on gender equality and the rights of women to have equal share in leadership position to ensure women enjoy their political rights in equal footing with men.

Since its launching in September 2017, UN Women’s program on Women in Leadership and Governance have been expanding both in terms of geographic and material scope. Taking into account this expansion, and to ensure the effective implementation of its Women in Leadership and Governance Programme as part of UN Women Ethiopia Strategic Note (2017-2020), UN Women Ethiopia country office is seeking to hire a Programme Officer. While the position is based in the UN Women Ethiopia office in Addis Ababa, the role encompasses travel requirements within the different regions of Ethiopia

Deberes y responsabilidades

Under the overall oversight of UN Women Representative, and direct supervision by the UN Women Programme Specialist on Leadership and Governance, the Programme Officer will:

  • Support with the implementation of UN Women’s programme on “Increased participation and representation of women in leadership in Ethiopia: The road to equitable development’’
  • Support the implementation of UN Women Ethiopia Country Office Annual Work Plan 2019 pertaining to Impact area I SP Outcome 2: Women lead, participate in and benefit equally from governance systems; particularly in the areas of parliamentary and electoral support and community level awareness promotion and advocacy related interventions.  
  • Support in monitoring the implementation of UN Women supported Women in Leadership and Governance Programme related programmatic activities particularly in terms of expanded program scope, target regions (Oromia, Tigray, SNNPR, Afar, Gambela), implementing partners and donor expectations;
  • Support partners including democratic institution, federal and regional women’s machineries, women’s organizations and other implementing partners to develop and successfully implement priority activities focusing on quality control from design to implementation, establishment of targets and monitoring the achievement of results;
  • Coordinate provide technical assistance and support capacity building of key partners for effective implementation particularly related to interventions on parliamentary and electoral support, community level awareness promotion and advocacy;
  • Maintain regular contact with implementing partners through periodic meetings for continued update on field activities, challenges and results;
  • Analyze reports from partners for quality control, undertake field missions, identifying challenges, suggest possible solutions and provide advice and support;
  • Contribute to development and strengthening of networks and broad-based partnerships at national, regional and local levels to ensure collective knowledge on gender equality, advocacy and lobby for increased participation of women in the legislative branch of the government and electoral processes.
  • Coordinate sharing of good practices and dissemination of lessons learned on increased participation of women in electoral processes;
  • Provide logistical support prior to and during the holding of events organized by UN Women Ethiopia Country Office in partnership with other organizations as well as by UN Women as executing agency;
  • Take the initiative to contribute to the Country Office knowledge and learning efforts through written inputs and presentations;
  • Undertake any other relevant duty as may be required.

Habilidades y experiencia requeridas

Education

  • Advanced university degree in Social Sciences including in political science, leadership and governance, law, human rights or any other relevant field

Work Experience

  • Four years of relevant experience at the national level in programme implementation, with specific emphasis on women’s rights, gender, human rights and governance/leadership
  • Hands-on experience in implementation, monitoring and evaluation of development projects and programmes;
  • Knowledge of the governance context in Ethiopia and experience working with government partners;
  • Experience in results-based and rights-based development approaches and management of multi-stakeholder programmes;
  • Good interpersonal, networking and communication skills;
  • Proven advocacy, analytical and writing skills;
  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others);

Language:

  • Good command of written and spoken English and Amharic is required
