The National Forestry and Grassland Administration (NFGA) has requested GEF assistance through UNDP for the preparation of a project entitled: Strengthening the Protected Area Network for Migratory Bird Conservation along the East Asian-Australasian Flyway (EAAF) in China. As described in the project concept (PIF), this project aims to achieve a connected, resilient and ecologically effective wetland PA system across the EAAF in China that supports globally significant species of migratory shorebirds and provides ecosystem services that support resilience, livelihoods and economy.

Project Preparation Grants (PPGs) have been secured by UNDP to formulate the full-size project through situation analyses, identification and documentation of relevant baseline conditions, stakeholder consultations, identification of implementing partners and arrangements, consolidation of cofinancing opportunities, development of results frameworks having an integrated set of SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators and targets that monitor outcomes and key outputs, realistic assessments of risks and their mitigation, gender mainstreaming and social inclusiveness, identification and selection of target sites and pilot demonstration initiatives, and coordination with other initiatives.

This is the Terms of Reference for the procurement of GEF Biodiversity Project Development Specialists (International Consultants) to lead the development of the project.

Deberes y responsabilidades

 

Role

The Community, Gender and Safeguards Specialist will develop mandatory project Annexes related to gender mainstreaming and application of social and environmental safeguards, and ensure that these are developed in a participatory fashion with national and local stakeholders, and communities at demonstration sites, including any ethnic minorities that may be present. The consultant will be a specialist in the application of safeguards including gender mainstreaming, and work under the guidance of the PPG Team Leader and the International Safeguards Specialist.

Deliverables

  1. Preparatory Technical Studies and Reviews (Component A): Prepare inputs and support the required analyses/studies, as agreed with the PPG Team Leader, including:
    1. Lead and advise on the stakeholder analysis and consultations and ensure that they are complete and comprehensive;
    2. Prepare the gender analysis and work closely with the Team Leader to ensure its findings are meaningfully integrated into the project’s strategy, theory of change and results framework;
    3. Working closely with the International Safeguards Specialist, complete the UNDP Social and Environmental Screening Procedure (SESP), and support the detailed assessment of all project risks including consultations with local stakeholders;
    4. Support any other action points, including risk assessments, in accordance with UNDP SES procedures, as appropriate and based on the detailed assessment of risks for the SESP; and
    5. Support completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.
  2. Formulation of the ProDoc, CEO Endorsement Request and Mandatory Annexes as well as project specific annexes (Component B): Prepare inputs and support the required analyses/studies, as agreed with the PPG Team Leader, including:
    1. Prepare the Stakeholder Engagement Plan including inputs provided from the Protected Area Management Specialist;
    2. Prepare the Gender Analysis and Gender Mainstreaming Plan, with appropriate budget and identification of appropriate project interventions to ensure gender mainstreaming including at project demonstration sites;
    3. Complete the updated SESP, based on assessments undertaken during Component A, detailed development of project interventions and assessment of risks associated with co-financed activities;
    4. Support the development of environmental and/or social management plan(s) for all risks identified as Moderate or High in the SESP; and
    5. Support the agreements on project management arrangements and ensure that gender and safeguards are accurately reflected in these arrangements.

    3. Validation Workshop (Component C):

  1. Contribute to the validation workshop; and
  2. Support all necessary revisions that arise during the workshop, as appropriate.

    4. Final Deliverables:

  1. Stakeholder Engagement Plan
  2. Gender Analysis and Gender Mainstreaming Plan
  3. Appropriate inputs to the final SESP and ESMF (or stand-alone management plan)
  4. Appropriate inputs to the final UNDP-GEF project document and GEF CEO ER based on guidance from the PPG Team Leader.

Habilidades y experiencia requeridas

Qualifications

  • Master’s degree or higher in a relevant field, such as international development, social science and development, environmental policy and planning;
  • Minimum 7 years of demonstrable experience in the technical area of community development and gender analysis and mainstreaming, with experience in safeguards risk assessment and mitigation a strong asset;
  • Prior experience in the safeguards assessments and processes of international organizations and donors, such as World Bank, UNDP, etc;
  • Demonstrated understanding of the national legal and institutional context related to safeguards including gender mainstreaming in China;
  • Fluency in written and spoken English and excellent written skills.

Final selection criteria

  • Technical evaluation (including written test, interview, desk review of technical proposal, if any): 70%(includes 20% of Job Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology &   Approach to Assignment)
  • Financial Evaluation: 30%
