Antecedentes

As the United Nations Entity for Gender Equality and the Empowerment of Women, UN Women’s vision is of a world in which women and men have equal opportunities and capacities, where women are empowered and where principles of gender equality are firmly embedded in all efforts to advance development, peace and security. Globally, UN Women works to make the vision of the Sustainable Development Goals (SDG’s) a reality for women and girls and stands behind women’s equal participation in all aspects of life, focusing on five priority areas: women lead, participate in and benefit equally from governance systems; women have income security, decent work and economic autonomy; all women and girls live a life free from all forms of violence and ensure that women and girls contribute to and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and humanitarian action. At the national level, UN Women Ethiopia Country Office (UN Women ECO) works in all four priority areas.

In Ethiopia UN Women’s Women in Leadership and Governance program aims to contribute to the overall goal of increasing the participation and representation of women in Leadership in Ethiopia, focusing particularly on the legislative and executive branch of the government. To achieve this goal, one of the strategies adopted by the program is to promote transformative women leaders from all walks of life and create a pool of interested and able women leaders. Amhara region is one of the target regions of the project where effort is currently being made to institutionalize a transformative leadership training curriculum with a view to ensure that women leaders have a sustainable backstop to enhance their leadership capacity and influence the transformative journey of the country. Currently, Bahirdar University (BDU) with the support of Amhara Bureau of Women, Children and Youth Affairs (Amhara BoWCYA) and UN Women is going under the process of setting up a Transformative Leadership for Gender Equality Training Program.

So far, a needs assessment has been carried out, a training curriculum developed and validated and a training module drafted. The training module was drafted after the Curriculum Development Committee set up by Bahir Dar University went through successive experience sharing missions to South Sudan National Transformative Leadership Institute (NTLI) and to Kenya to visit the African Center for Transformative Leadership (ACTIL) followed by a five-day training organized by UN Women in collaboration with ACTIL on Transformative Leadership from 17-21 September 2018.     

This TOR is therefore developed to facilitate the recruitment of experts to review and enrich the draft transformative leadership for gender equality training module in addition to supporting the curriculum development team in Bahir Dar University to develop set of procedures to properly administer short term trainings including have a clear guidance on vetting participants, monitoring result and evaluating impact.

Deberes y responsabilidades

The main task under the consultancy will be to review and enrich the draft Training Module development by the Curriculum Development Committee of Bahir Dar University. Enriching the training module content, including the chapters, topics and composition; content (guide) and time allocated for each topic; duration for each level of the training; mode of delivery or methods/tools to be used; and facilitators guide, facilitators and participants selection guide, monitoring and evaluation and follow up procedure and the overall arrangements and organization of the training program that will help to meet its objectives. Under the direct supervision of UN Women Ethiopia Country Office and Amhara BoWCYA and in collaboration with the Curriculum Development Committee, the international consultant in collaboration with a national consultant will undertake the following tasks:

  1. Review the existing draft training module documents, identify areas that need updating/rewriting /reviewing/enriching and develop an inception report including proposed improvements, if there is a need for more information, better mechanisms to get additional information and shape the document;
  2. Enrich facilitators guide, facilitators and participants selection guide and piloting, monitoring and evaluation and follow up procedures of the training;
  3. Enrich and shape the module with organized structure and improved component/content;
  4. Review relevant literature and best experiences regarding the component related to the aim and incorporate them to the current draft;
  5. Based on the draft module documents, identify specific methods/tools and components of trainings that need to be provided to address challenges that women in leadership and decision-making position at higher, middle and lower level leadership and decision-making positions might face;  
  6. Identify recommendations towards steps necessary to come up with standards, recruit trainees and training facilitation process  
  7. Prepare summary of the report of the findings from assessing the modules, and forward relevant inputs;
  8. Incorporate feedbacks and comments given by the BoWCYA and UN Women. Work closely with BoWCYA, BDU curriculum development team and UN Women staff to finalize the edited the modules.

Habilidades y experiencia requeridas

Education

  • Master’s degree in relevant area of expertise with additional qualifications in Education Planning and Management, Gender Studies, International Development, Law or other related Social Sciences.

Experience and skills

  • A proven track record of more than 10 years in designing, developing and reviewing curricula and training materials related to transformative leadership.
  • A proven track record working around empowering women in leadership and promoting gender equality.
  •  Experience working with training institutions particularly those delivering transformational leadership trainings.  
  • Ability to establish and maintain productive relationships with partners and other stakeholder’s and willing to go beyond the required parameters to ensure quality product.
  • Demonstrated ability to produce well written, well organized and structured as well as high-quality reports is essential.
  • Knowledge of the Africa region and its governance and gender equality context.

Language and other skills:    

  • Excellent knowledge of written and oral communication in English
  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint)
