Antecedentes

The Ministry of Natural Resources and Environmental Protection of Belarus (Ministry of Environment) has approached UNDP asking for assistance in developing a mid-size project for GEF funding addressing the issues related to the creation of a national system for electric vehicles operation in Belarus, including the nation-wide network of charging stations for e-vehicles.

Within this context, UNDP needs to engage international expert to act as an overall advisor and technical resource person to the development of a project to support the creation of a national system for electric vehicles operation in Belarus with respect to its detailed design of one-step medium-sized project approval form, SESP, co-financing letters, GEF core indicators and other documents required for a mid-size project for GEF funding.

Scope of the assignment:

The principle overall output of the engagement will be of one-step medium-sized project approval form, SESP, co-financing letters, GEF core indicators with detailed definition of the project scope in terms of technical details, cost estimates (both GEF eligible and co-financed), co-financing commitments, and implementation arrangements as set out in theProject Document, including: i) endorsement of project design with the government and other counterparts, ii) barrier analyses, based on consultant reports and a multi-stakeholder workshop; iii) a logical framework, based on a multi-stakeholder workshop and the recommendations of consultancy studies, including indicators and quantified targets, combined with baseline values; iv) a project budget and work plan in standard UNDP and GEF format inclusive of co-financing commitments; v) a monitoring and evaluation strategy; vi) a learning and replication strategy and vii) text and supportive technical analyses detailing the justification and strategies of the project.

 

Under the guidance of UNDP Belarus Programme Officer and the respective UNDP Regional Technical Adviser from the Istanbul Regional Hub, the Consultant will be responsible for the developments the Project with respect to its detailed design and documentation of one-step medium-sized project approval form, SESP, co-financing letters and GEF core indicators.This will involve provision of technical support for the various tasks including:

- Overall coordinating function for the formulation of the one-step medium-sized project approval form, SESP, co-financing letters and GEF core indicators with elements of peer review and mediation of various interests;

- Assistance to and peer review of the various inputs form the respective Belarusian stakeholders (documents, information provided etc);

- Development of UNDP project component and sub-component design and cost estimates;

- Finalization ofproject proposal and related GEF submission materials;

- Liaison with the implementing agencies and parallel bilateral initiatives as requested;

- Advice on acquisition of formal detailed co-financing commitments for UNDP components, and the project in general.

Responsibilities:

Consistent with the above general scope, the Consultant will undertake the following activities in support of the overall development of the project proposal:

-          To supervise and lead the work of national expert/s;

-          To draft and finalize one-step medium-sized project approval form, SESP, co-financing letters, GEF core indicators and endorsement proposal in the required format and related documentation for further submission to the GEF;

-          To address comments from the GEFSEC, STAR reviewers and GEF Council Members on the proposal during submission and final approval processes (including the case if approval period will exceed contracting period);

-          To support project team in liaising with donor agencies, international organizations, similar initiatives to identify, confirm and obtain formal commitments for co-financing;

-          To develop detailed project work plan, TORs for the expert group and consultancy services, as well as implementation guidance in general;

-          To conduct site visits when needed for purposes of the project’s formulation and to prepare project stakeholders  for essential elements of future project implementation;

-          To provide general advice and assistance as requested in the development by local consultants of the scope for various technical capacity strengthening activities contemplated for the Project

To contribute and participate, if required, in the project interim workshop, disseminate related materials and to deliver presentations as necessary

Competencias

  • Extensive knowledge in the climate change or climate change related fields confirmed by personal publication, article or report in the field of climate change;
  • Fluency in English is required, working knowledge of Russian will be an advantage.     

Habilidades y experiencia requeridas

  • Master’s degree or higher in Environmental Management or climate change related fields;
  • Minimum 10 years of demonstrable experience in the technical area of environment, climate change, energy and/or emissions trading;
  • Previous experience in successfully preparing GEF projects in the climate change thematic area for UNDP or other international agencies is a strong asset;
  • Previous experience of working in the Eastern European and/or CIS countries for climate change mitigation will be an asset;
  • Previous experience related to designing projects pertinent to electric vehicles is an advantage.
