Antecedentes

UNDP is the largest implementing partner on climate action in the UN System, currently supporting over 140 countries with a portfolio of over US$3 billion in programming. UNDP works directly with countries on developing and implementing their Nationally Determined Contributions (NDCs), the pledge made by parties to the Paris Agreement of limiting global average temperature increase below 2oC and pursuing efforts to below 1.5oC. Given the urgency needed for scalable and transformational climate action, UNDP is working jointly with other UN agencies and key partners to support countries to meet the goals of the Paris Agreement through a new Joint UN Approach on NDC Support: Specifically, this approach has three core objectives:

  • Accelerating implementation of current NDCs through addressing key barriers and turning their targets into tangible and achievable actions.
  • Enhancing climate targets for more ambitious next generation NDCs, through targets high-level engagement, underpinned by evidence-based technical support and advocacy
  • Mobilizing society to both contribute to and call for climate action to meet NDC targets

Addressing gender equality and women’s empowerment is a key aspect of UNDP’s approach to achieving its core vision. Gender Equality and Women’s Empowerment are seen as goals in their own right and are also central to the achievement of UNDP’s development mandate. UNDP is guided in its work by its Gender Equality Strategy (2018-2021) which details how UNDP works towards gender equality in each of the goals set out in the UNDP Strategic Plan 2018-2021.

In this regard, building on its previous support to better integrate gender equality and women’s empowerment into national climate change actions, UNDP is currently assisting countries in mainstreaming gender equality into the Nationally Determined Contributions (NDCs) planning and implementation process. The NDC Support Programme is a global initiative providing direct financial and technical support to countries on NDC implementation in the context of national development priorities. The program’s goal is to support governments to achieve transformational change by scaling up public and private investments in climate change actions to deliver long-term sustainable development and championing the benefits of zero-carbon, climate-resilient development.

The Gender-Responsive Component of the NDC Support Programme is conducting a pilot in 10 countries to demonstrate that coordinating and connecting the interlinked processes of climate change and gender equality and women’s empowerment at the national level through the implementation of NDCs will promote inclusive and successful outcomes, both for gender equality goals as well as for national sustainable development and climate change objectives.

To enhance the efforts of gender-responsive NDC implementation that the programame is supporting, UNDP is organizing a global gender workshop from April 24-26th 2019 in Nairobi, Kenya among the 10 countries piloting the gender work along with other countries which have incorporated gender to some extent in their projects. This south-south exchange will provide an opportunity for countries to share experiences and lessons learned on gender-responsive NDC planning and implementation within the 3 programme areas of governance, planning and policy. Through a participatory and interactive approach, with various sessions and breakout groups, this workshop aims for countries to provide concrete entry points to integrate gender within their institutional frameworks, planning processes and policy instruments, among others, as part of the NDC process.

Scope of Work

UNDP would like to engage a facilitator to support the Gender-Responsive NDC Support Programme team in the organization and facilitation of the global gender convening. In support of this work, the tasks that the facilitator is expected to undertake include, in the lead-up, during and after the workshop are, among others:

Preparatory period:

  • Contribute to the development of the approach of the workshop, including the finalization of concept note, agenda, methodology
  • Design and develop sessions and subsequent interactive and participatory breakout groups to promote knowledge exchange within the 3 areas of the gender work (governance, planning and policy) as described above. This may include working with the team to identify the objectives and format of sessions, preparation of questions for breakout groups, etc. and developing guidance notes
  • Development of a template for note-takers and to capture key aspects during group discussions
  • Development and analyzing of a survey distributed to participants before event to learn their expectations from event
  • Coordinate with multiple partners regarding their role and contribution to the workshop
  • Review of relevant materials/ publications (tools, guidance notes, etc.), to be provided by the team, that are relevant to the gender work being undertaken in the NDC Support Programme
  • Liaise regularly with logistics team on matters such as the invitation of participants, the technical support expected (ex. A/V), among other.

During workshop:

  • During the 2.5-day workshop, lead facilitation of the event in a manner to maximize interactive learning experiences among countries with diverse backgrounds on gender-responsive climate action and ensure smooth flow of sessions 

Follow-up:

  • Develop an analytical report of the workshop and preliminary data gathered and submit a draft outline for review, followed by a final report incorporating feedback from UNDP gender colleagues
  • Help to conduct evaluation of the workshop. This includes designing, collecting and analyzing a post-workshop survey distributed to participants and also providing feedback on ways to improve methodology for future events
  • Create a PowerPoint presentation of key highlights from the event  

Expected outputs and deliverables:  

Preparatory period

  • Review relevant materials/ publications provided by the team in preparation - 1 day (March 2019)
  • Finalize concept note, agenda and methodology -u up to 4 working days (March 2019)
  • Design sessions and breakout groups, including preparation of questions for breakout groups and development of guidance notes, among others - up to 5 working days (March 2019)

Post workshop

  • Final analytical workshop report and submission of an outline - up to 3 working days (May 2019)
  • Conduct evaluation of the workshop including design, collect and analyze a post-workshop survey distributed to participants and in addition provide feedback on ways to improve methodology for future events - up to 2 working days (May 2019)
  • Create a PowerPoint presentation of key highlights from event -   1 working day (May 2019)

Duration

  • Work to be performed in 27 working days during contract period of 4 March to May 2019.

Institutional Arrangement, Duration of Work, Duty Station:

  • The short-term consultancy will be home-based and work under the supervision of and report to the Gender Responsive NDC Support Programme team and will be responsible for the fulfilment of the deliverables as specified above and will report via Skype and email
  • The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
  • The consultant will be responsible for providing her/his own work station (i.e., laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection.

Travel:

NB.: The workshop will be held from April 24th–26th, the consultant must arrive in Nairobi, Kenya on April 22nd and depart on April 27th.”

  • The consultant will be expected to travel on one mission to the venue of the event in Nairobi, Kenya. The workshop will be held on April 24-26th, 2019
  • Any necessary missions must be approved in advance and in writing by the Gender Responsive NDC Support Programme team;
  • The Advanced and Basic Security in the Field II courses must be successfully completed prior to commencement of travel;
  • The selected candidate is responsible for ensuring that s/he has the necessary vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director;
  • The selected candidate is responsible for obtaining any visas needed in connection with travel with the necessary support from UNDP;
  • Consultants are required to comply with the UN security directives set forth under https://www.un.org/undss/
  • In the case of unforeseen travel requested by the supervisors, the unforeseen travel costs will be paid separately as per UNDP rules and regulations.

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked (based on daily fee) deliverables accepted and upon certification of satisfactory completion by the manager.

Application Procedure

Application is a two-step process:

STEP 1

Qualified candidates are requested to apply online via this website interested individual consultants must submit the following documents/information to demonstrate their qualifications (note: all documents must be compiled into one file to be uploaded as part of the online application):

  • Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and
  • Personal CV or UN P11 form, indicating all experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references. CV only will suffice as P11 is NOT mandatory.
  • Proposal of maximum 3 pages detailing the approach the facilitator will take in conducting the workshop 

STEP 2

Financial Proposal.

After review of applications, shortlisted candidates (ONLY) will be contacted by UNDP and requested to submit a Financial Proposal:

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR, including daily professional fee and travel cost to the venue for the event to be held in Nairobi, Kenya (including airfare, living allowance and terminal expenses.) Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager.
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; travel cost from the home base to the venue for the event, to be held in Nairobi, Kenya (including airfare, living allowance and terminal expenses); and any other relevant expenses related to the performance of services under the contract.
  • UNDP may request examples of past publications from applicants as part of the evaluation process.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be e-mailed as per the instruction in the separate e-mail that will be sent to shortlisted candidates.

Evaluation Process

Applicants are reviewed based on required skills and experience stated above and based on the technical evaluation criteria outlined below. The Technical Evaluation may also include interviews with shortlisted candidate(s). Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Criteria for technical evaluation – (70 points maximum):

Criteria 1: Master’s degree (or higher) in educational planning, economics, international development, environmental studies, gender or development policy or other related fields is required (5 points)

Criteria 2: Comprehensiveness of the proposal detailing the approach the facilitator will take in conducting of the workshop (10 points)

Criteria 3: At least 7 years of relevant professional experience in gender equality and climate change/ NDCs is required and project and programme management experience is an asset (20 points)

Criteria 4: At least 7 years of experience in designing and facilitating interactive and participatory workshops/ events involving diverse group of stakeholders on issues related to climate change and gender equality, including leading discussions, agenda design and preparing briefing materials is required (25 points)

Criteria 5: At least 5 years of experience in working with governments on policy planning and implementation on issues related to climate change/NDCs and gender equality, and/or international organizations supporting countries on these issues is required (10 points)

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial Evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where
  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

Contract Award

The candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
