Development for Renewable Energy Applications Mainstreaming and Market Sustainability (DREAMS)
B. DREAMS Project Description
Goal: To reduce GHG emissions from the power sector, the objective is to promote and facilitate the commercialization of the renewable energy (RE) markets through the removal of barriers to increase investments in RE based power generation project
Outcome indicators: Direct emissions reductions will be 205,181 tonnes of CO2eq and 20,000 sitio-based households will have access to RE sources.

The required services relate to Component 1: RE Policy and Planning.
The outputs from this component will lead to the outcome related to the enforcement of supportive policy and regulatory environment that will leverage increased investment in RE development and application at the local level. One such regulatory policy is the establishment of the Renewable Energy Registrar (RER) under the RE Market (REM) Rules as contained in the RE Law (RA 9513).
A Project Support Group (PSG) composed of technical staff/specialist from the other Bureaus and divisions of DOE has been formed to provide technical advice in the implementation of the activities including monitoring and evaluation. A Project Steering Committee has been established to serve as a policy and decision-making body for the project implementation.
A Project Management Unit (PMU) is based at the DOE Compound. The PMU is headed by a National Project Director (NPD) who is also the Director of the REMB. A Project Manager and support staff oversee the day to day operations of the DREAMS Project Management Office.
As the lead implementor for Component 3, DOE and PEMC established the RE Market Project Team to spearhead the conduct of the market structure development and preparations for the commercial operations of the REM. PEMC will lead the completion of the deliverables attendant to the ‘Capitalized’ RE Market Development (Component 3) which include the development of the IT infrastructure and conduct of related market studies.

C. Scope of Work and Context of the required services
The IC will provide administrative and technical support during the development, testing and deployment of the PREMS. S/he will also serve as liaison between the contractor, the PEMC Manager and the DREAMS Project Manager.
During the duration of his/ her contract, the completion of the following tasks and activities identified below is expected.
1. Assist in the preparation and finalization of other Project-related documents;
2. Perform logistical arrangements prior to and after the conduct of conference/meeting/workshop/trainings in relation to the PREMS Project;
3. Prepare minutes/ highlights of the meetings conducted for the PREMS Project;
4. Arrange and document the conduct of User Acceptance Testing (UAT) and System Trials;
5. Perform follow-ups on pending matters and provide updates to the Project Team;
6. Facilitate the implementation of the Communications Plan; and
7. Provision of fortnightly (or the frequency to be agreed on) update to the PEMC Project Lead and the DREAMS Project Manager on (1) the progress of the software development activities by the vendor; and (2) updates of the Project Risk Register and status on the implementation of the identified mitigating measures.

E. Institutional Arrangement
The IC will report directly to the PEMC Project Manager handling the PREMS as part of the DREAMS Project. She/he will work under the overall supervision of the DREAMS Project Manager. The IC will be directly responsible for the effective and timely conduct of activities involving the PREMS users and the vendor, liaising of the PEMC Project Team to the DREAMS Overall Project Team through the DREAMS Project Manager and be assisting in the strategic utilization of resources and phasing of the project activities.
F. Duration of the Work
The work will be from 05 March 2019 until 5 August 2019 only.
G. Duty Station
The IC will be based in Manila. No field travel is expected. Local meetings in Manila are expected.

I. Scope of Price Proposal and Schedule of Payments
The contract amount will be a fixed, lumpsum, all-inclusive price, to account for professional fees, travel to and from duty station, communication, taxes, etc.

K. Criteria for Selection of Best Offer
A “Combined Scoring method” will be used. The qualifications will be weighted a maximum of 70%. The price offer (Philippine peso) will be weighted a maximum of 30%.
