Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women has been working in Lebanon since 2015 to address the economic and social needs of refugees and host communities in close cooperation with the Government of Lebanon. To this end, UN Women is implementing a portfolio of projects to economically empower female Syrian refugees living in Lebanon, as well as Lebanese nationals, while addressing protection risks such as violence against vulnerable women and youth. In this regard, UN Women works to:

  1. Empower economically vulnerable women and youth through income generation activities to enable them to support their livelihoods.
  2. Address violence against women and youth and support women’s meaningful participation in community decision-making processes
  3. Under the direct supervision of the Programme Manager based in Beirut, the Field Coordinator (FC) will be responsible for supporting project implementation – including coordinating between project partners, supporting quality control and monitoring impact and results. In addition, the FC will provide technical assistance on issues of gender equality, humanitarian action and resilience to partners and stakeholders through IASC cluster working groups, and support knowledge production and advocacy on key issues of women’s rights in Lebanon. 

UN Women is hiring a consultant to support project implementation through – coordinating with partners to ensure synergies between interventions, supporting quality control and monitoring impact and results of interventions, and providing technical assistance to partners and stakeholders on issues of gender equality, humanitarian action, and resilience. The FC will also identify key areas for advocacy and support the rollout of work on this. 

Deberes y responsabilidades

1. Support for monitoring and implementation of project activities and programme results

  • Support project partners through overseeing implementation and synergies between different elements of project implementation, while ensuring implementation are on track;
  • Provide technical assistance and capacity building to partners on key areas of project implementation, to ensure the impact of interventions.
  • Conduct field visits to monitor field level activities.
  • Lead in monitoring results of the IPs to ensure that the project achievements are in line with target indicators, and impact is monitored and documented
  • Maintain records of all target achievements/indicators to monitor progress.
  • Support in the timely preparation and quality control of technical reports, briefs and required project documents.
  • In collaboration with UN Women Regional Office for Arab States, initiate procurement of goods and services including preparation of equipment specifications, TORs and RFPs, managing process for the selection of suppliers, contractors, and partners as needed for the project.

2.Provision of quality advisory services

  • Support in collection of background documents related to the political, social and economic situation in the country to inform UN Women and partners on key issues of gender equality and the humanitarian/resilience situation in the country.
  • Identify areas for support and interventions within the thematic/sectoral areas assigned.
  • Participate in IASC cluster meetings, providing technical assistance on issues of gender equality and women’s rights.

3.Facilitation of knowledge building and management

  • Identify sources of information related to key humanitarian/resilience policy issues. Identification and synthesis of best practices and lessons learned directly linked to project country policy goals.
  • Identify key areas for evidence-based advocacy and support the development and roll out of advocacy strategies.
  • Where funding allows, identify areas for research and support in developing research methodologies and partnerships for addressing these.

4.Creation of strategic partnerships and implementation of the resource mobilization initiatives

  • Support in the development of partnerships with the UN Agencies, IFI’s, government institutions, bilateral and multilateral donors, private sector, civil society in the area of humanitarian action, resilience, gender equality, and women’s rights.
  • Support the analysis and research of information on donors, preparation of briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Inputs

UN Women Lebanon team will provide a workspace, equipment and stationery, and support resource materials, and reference documents as relevant; - UN Women will provide support in facilitating contact with partners and identification of relevant resource persons for all components of the assignment; - UN Women will cover costs of travel as needed, related to the assignment.

  • At least 5 years of professional experience in the areas of humanitarian programming, livelihoods programming gender equality and women’s rights;
  • Previous experience working in the Syria response in the Middle East;
  • Previous experience advocating on issues of women’s rights and gender equality;
  • Previous experience undertaking programme support and implementation in the field of humanitarian action;
  • Past experience with UN Women or the UN system would be an asset.

c. Language and other skills: Proficiency in oral English and Arabic essential; proficiency in written English is essential.

Criteria Weight Technical: 70%

The total number of points allocated for the technical qualification component is 70 points. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

Education: Master’s Degree or equivalent (required education in International Relations, Law, Political Studies, Economics, Social Sciences or related fields). (20 Points)

Experience: (40 points)

  • At least 5 years of professional experience in the areas of humanitarian programming, livelihoods programming gender equality and women’s rights; (10 Points)
  • Previous experience working in the Syria response in the Middle East; (10 Points)
  • Previous experience advocating on issues of women’s rights and gender equality; (10 Points)
  • Previous experience undertaking programme support and implementation in the field of humanitarian action; (10 Points)

Language and other skills: Proficiency in oral English and Arabic essential; proficiency in written English is essential. (10 Points).

Financial: Lowest Financial Proposal: 30%:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/(Bid of the Consultant) x 30; "Lowest Bid Offered" refers to the lowest price offered by offerors scoring at least 49 points in the technical evaluation.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.

UN Women is applying a fair and transparent selection process that would take into account both the technical qualification of Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.
