UNDP Global Mission Statement:

The United Nations Development Programme (UNDP) is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in 166 countries, working with national counterparts on their own solutions to global and national development challenges.

UNDP Afghanistan Mission Statement:

UNDP supports stabilization, State-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government of the Islamic Republic of Afghanistan (GIROA), the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the State, Ministries, Government agencies and commissions at the national and sub-national levels. UNDP has played a role in the management of the Law and Order Trust Fund for Afghanistan (LOTFA), which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan (UNAMA) and the UN system to maximize the impact of its development efforts on the ground.

Organizational Context:

UNDP is committed to augmenting the capacity of the GIROA to administer Rule of Law and improve security and justice service-delivery for all Afghan citizens. As the lead Rule of Law institution in the country, improving the ability of the Ministry of Interior Affairs (MOIA) to fulfill its mandate remains critical to the overall stability of Afghanistan and its people. As the UN’s primary development agency, and a longstanding development partner to GIROA’s Rule of Law and Security sector, UNDP Afghanistan plays a leading role in facilitating institutional reform and development of MOIA.

UNDP has operated the LOTFA since 2002. LOTFA was created to support the establishment, payment, equipment and training of the police force in Afghanistan. The central goal is to support the Government of the Islamic Republic of Afghanistan (GIROA) in achieving a paid, professional Afghan National Police (ANP) and staff of the General Directorate for Prison and Detention Centres (GDPDC) that deliver essential services to the Afghan people for improved public trust, safety and security and to support improved rule of law enforcement.

Based on consultations conducted between UNDP, the GIROA and donors during 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and prisons) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Simultaneously, the LOTFA structure has been revised to bring it more in line with international standards and best practices on Trust Fund management and administration.

The new Trust Fund Terms of Reference (TOR) and Strategic Framework are set to be approved by the LOTFA Steering Committee in November 2018. As the revised LOTFA TOR will become effective before the end of 2018, further Trust Fund management arrangements will need to be finalized such as the establishment of a robust M&E system for LOTFA. This system will measure progress and impact over-time of Trust Fund interventions and so inform LOTFA stakeholders based on empirical quantitative and qualitative data on the direction of future Trust Fund planning and programming.

In the new LOTFA M&E approach:

  • M&E sits at the heart of an approach to change management that is informed, adaptive and effective.

  • LOTFA supports the appropriate use of local demand-pull change in addition to conventional large-scale initiatives.

  • Demand-pull change will be based on ‘ground-truth’ collected in near real-time to identify and monitor institutional and public attitudes to key aspects of Law & Order.

  • LOTFA will integrate and use cutting-edge / new technologies for data collection and analysis e.g. attitudinal and perceptions from beneficiaries, outcome harvesting, analytical dashboards, task-based management approaches at fund and window level.

  • Conventional surveys will be used to collect and enable analysis of numeric data and general sentiment for which modern communications technologies will need to be utilized.

  • LOTFA also intends to establish an integrated communication model to support successful project implementation and outcomes, internal and external change management and ultimately, public influence and impact.

Organizational Context of the Position:

  • Under the direct supervision of the LOTFA M&E Advisor as well as the Chief, ROLHS Unit, the Individual Consultant will provide technical assistance and support in (1) communicating LOTFA’s results, activities, achievements (2) support M&E team in various data management approaches such as collecting data through behavioral change and communications studies and surveys as well as visualize results of those studies; (3) build an active social media presence (Facebook for domestic purposes, and Twitter to influence the influencers, (4) last but not least to adopt and translate data into information through visualization techniques (infographics, social media and etc).

The Local Consultant will work closely with a wide range of actors including the LOTFA project teams, implementing partners and other Afghan institutions, UNDP Country Office and international community in the country and expert networks outside of the country including private sector companies providing short-term services for LOTFA. The consultant will report to the Head of M&E Team.

SCOPE OF WORK AND DELIVERABLES

Objective of the assignment:

As stated above this assignment will have three major objectives:

  • Reporting and Visibility. Ensure LOTFA’s brand is built through constant communication of its results, breakthroughs and ongoing progress to several of its audiences and using most effective tools depending on the context with the aim to build GIROA and Public ownership of LOTFA projects/ programmes.

  • Internal Data Management. Provide technical support and advice to the Monitoring and Evaluation Team in data management and uptake of results, which may include and not limited to data collection for the surveys, studies, research (using social media, mobile phones, internet and etc.) and supporting information through dashboards for donors, government, citizens and etc.

  • Behavioral Change Communications and Advocacy. Translate data into information (by preparing infographics, visuals, graphics and charts) which will feed into larger advocacy and ‘building trust for the police’ strategy on regular basis.

Social media Monitoring analytics is an essential complimentary element of the data collection, aggregation and decision making. Consultant will provide necessary guidance and advice on setting up traditional and social media monitoring system for capturing beneficiaries’ satisfaction with LOTFA’s results, services, support understanding dynamics in the Government and among public with police reform process. Consultant will advise the team on social media presence which may include Facebook for domestic purposes and outreach to the beneficiaries/citizens, Twitter to influence the influencers and others.

In order to achieve above objectives following activities will have to be undertaken but not limited under this assignment which may be enriched following initial stages of consultation with the Team.

Tasks:

  • Support drafting concept/ terms to support recruitment process of a communications and behavioral change supplier/outfit for LOFTA to achieve its strategic objectives. Ensure timely and quality coordination with LOTFA’s selected private vendors working on communications: this will include but not limited to managing relationship, maintaining absorption of innovative ideas into the team’s plans, guiding and supporting their smooth implementation.

  • Support the development of a new overall LOTFA Communications Strategy and activity plan, tools and means across LOTFA’s different thematic windows (security, justice, anti-corruption).

    • As part of the development of the Communications Strategy the consultant must apply an approach, where a consultative process with LOTFA stakeholders should be undertaken – e.g. focus group discussion with donors, government partners and others.

    • The consultant should also supervise and facilitate the development of an element of behavioral change analysis and advocacy tools for all of the LOTFA’s thematic areas (security, access to justice, anti-corruption) and ensure that this is an integral part of LOTFA’s overall communications strategy:

    • The Communication strategy should provide guidance on shifting attitudes, perceptions and social norms: advice on development of communications tools, means and strategies for improved public trust for Afghan Government, MOI and ANP among other security and justice stakeholders, work on communications for anti-corruption in justice and security thematic windows; create communications materials on anti-corruption, gender issues related to the security and justice sectors.

  • Support in assessing the Ministry of Interior’s Communication strategy and tools in place, incl. its appropriateness, strengths and weaknesses. Provide ideas and inputs into UNDP-- ISP project document.

  • Co-draft a concept note to implement a traditional and social media monitoring system. The idea is to establish a system for regular media monitoring that would address above critical areas, collect data from all media and compliment M&E assessments of the situation. Will provide perception and Afghan voices to the LOTFA stakeholders.

  • To ensure smooth and timely coordination among partners, stakeholders, teams for any matter that concerns communication or data collection.

Expected Deliverables:

Deliverable 1: 22 working days, 25%

Inception Report containing draft outline of key strategic elements of the Communications Strategy for the LOTFA thematic windows developed. Inception Report should include: work plan on the MOI’s Communication strategy assessment as well as of the LOTFA communications strategy and tools, defined scope of work for external vendor/ supplier of Communications products.

Deliverable 2: 22 working days, 25%

Assessment/ Report of the MOI Communications containing analysis of the Ministry of Interior capacities for a robust communication developed; Development of new LOTFA project documents by injecting communications aspects supported.

Deliverable 3: 22 working days, 25%

First draft of cutting edge and adaptive Communications Strategy (Why, How and What) including an “Activity plan” (Where and when) for LOTFA with all of the thematic windows covered in five critical communications dimensions: reporting, transparency & accountability, ownership, social media monitoring and behavioral change (shift in social norms) developed.

Power Point Presentation outlining the draft Communication Strategy developed and delivered to LOTFA management and key counterparts.

Deliverable 4: 22 working days, 25%

Final Communication Strategy developed and accepted by LOTFA management.

Final Report of the assignment containing quality recommendations and assistance provided in setting up communications system together with Communications Supplier for donor and government reporting with regular updates, quality check, social and traditional media monitoring drafted.

Payment Modality, Schedule and Percentage:

Payments under the contract will be linked to deliverables and made on receipt of the specific milestones indicated above, and including a timesheet according to UNDP procurement formats for individual contractors.

The payments will be paid upon the full completion and acceptance of contractual obligations whereupon the Chief of UNDP Rule of Law and Human Security (ROLHS) Unit signs the certification of acceptance.

Institutional Arrangements:

The National Consultant will work in the M&E team led by Senior M&E Advisor and the under the overall supervision of the Chief, ROLHS Unit. The consultant shall work in close collaboration with other members of the M&E team, the UNDP ROLHS Unit, and SPM staff, as well as other units within the UNDP Country Office.

The ROLHS Unit will provide office space and internet facility, logistical and other support service including transport and security applicable to UNDP local personnel. The consultant however is expected to bring his/her own laptop and mobile phone and meet local communications costs (ROLHS Unit will provide a local pre-paid SIM card). Costs to arrange meetings, workshops, travel costs to and DSA during field visits (if any), etc. shall be covered by the ROLHS Unit.

Duration of the Work:

Performance of the works under this contract shall be completed within 4 months (with maximum of 88 working days) after signing the contract, including all preparation works and on-site visits. The target date for the start of the works will be January 5, 2018.

Duty Station

Work will be carried in and out of country.  When in-country, the duty station for the contractor staff is Kabul, Afghanistan although some field visits outside Kabul may be necessary. Before planning field visits, Contractor shall provide CV of visiting representatives for approval. When in Kabul, the contractor will be based at and report regularly to the ROLHS Unit (UNOCA) during the working hours, security conditions permitting. The contractor will follow the working hours and weekends as applicable to UNDP CO staff. Contractor’s movement for meetings and consultations shall be coordinated by the ROLHS Unit. The contractor is at all times required to observe UNDP security rules and regulations.  When out-of-country the contractor may work either at home or at the home-base location.

Habilidades y experiencia requeridas

Required expertise and experience:    

  • Demonstrable expertise in setting up Communications systems for adaptive planning and management systems.

  • Experience (at least 5 years) in developing communications strategies which are adaptive, transformative and cutting edge

  • Deep advocacy and behavioral change communications expertise and experience

  • Familiar with applying communication tools and with designing and creating data visualization tools, infographics, presentations and etc.

  • Excellent communication skills both written and verbal

  • Proven experience developing advocacy campaigns, plans, building effective real-time communications through social media and other means

  • Previous experience working with the UN and international donors;

  • Experience of working in fragile conflict affected states and (desirable) specific experience and expertise in post-conflict reform of law and order.

  • Extensive managerial experience including experience in leading multi-cultural teams;

    Language:

  • Excellent written and oral English.

Price Proposal and Schedule of Payments:

The contractor shall submit a price proposal as below:

  • Daily Fee – The consultant shall propose a daily fee, which should be inclusive of her/his professional fee, local communication costs and insurance (inclusive of medical health insurance and evacuation). The professional daily fee, all inclusive of the above elements, shall be paid upon submission of timesheet. The number of working days for which the daily fee shall be payable under the contract is 88 working days maximum.

  • Payment schedule - Payments shall be done upon verification of completion of specific reports, deliverables and approval by the consultant’s supervisor/LOTFA management.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Technical Criteria weight 70%;

    Financial Criteria weight 30%.

    Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

    Technical Criteria 70 points:

    Qualification and Experience (70 marks) [evaluation of CV]:

  • General Qualification (30 marks);

  • Experience relevant to the assignment (40 marks).
