Antecedentes
As part of the “Review of UNDP’s management services and business processes”, UNDP is looking to design and implement an enterprise-wide data warehouse that will provide users across country offices (COs), bureaus (Bx) and corporate to have access to flexible reporting and single source of data. Providing flexible reporting and a single source of information will enable COs, Bx, and corporate to proactively plan, monitor performance and make nimble decisions on effective generation and use of resources to help achieve the goals laid out in its Strategic Plan.
This consultancy will formulate the business design of the high-performing enterprise-wide data warehouse, first focusing on finance data and anticipating the possibility to integrate other data necessary to manage the digitally-enabled organization that UNDP wants to be. This data warehouse is first expected to facilitate analysis of finance data for planning, budgeting, allocation of resources, monitoring utilization and revenue, forecasting, and financial reporting, at all levels of the organization.
The consultant will collaborate with business, corporate finance and IT stakeholders to design solutions that support their reporting, analytics, and data exploration needs. The consultant will document detailed requirements for the design of an efficient data warehouse and supporting data marts in a SQL Server environment, including the data structures (e.g. table definitions incorporating data from diverse sources) and data pipelines that support the creation of advanced analytical solutions using UNDP corporate reporting tools.
The consultant will report to the Office of Finance Resource Management (OFRM) in the Bureau of Management Services (BMS) and collaborate closely with the Office of Information Management and Technology (OIMT)

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
Working closely with business, finance and IT teams to design and document detailed requirements for a corporate finance data warehouse that will be utilized by corporate, regional/central bureaux and country offices for their standardized reporting as well as flexible analytics using UNDP corporate reporting tools.
Main Responsibilities:
Work with OFRM, OIMT and bureaux/CO data providers and data users to understand data sources, formats and reporting needs using UNDP corporate reporting tools.
Design data warehouse, including data structures such as data marts (e.g. including table definitions incorporating data from multiple sources), and data pipelines based on industry best practice, ensuring:
Integrity of data flow;
Reliable and consistent data availability;
Data security and privacy (as required);
Ability to perform data drill-downs, deep dives, forecasting; and
Flexible and efficient reporting and analytics.
Recommend solutions to enhance reporting and analytics capabilities.
Liaison with OIMT to ensure detailed requirements are translated into appropriate technical design and data warehouse build.
Support the testing of the data warehouse solution working with business stakeholders, as required.

Academic qualifications:
Master’s Degree in computer science, information science, data science, or related field required.
Experience:
Minimum 5 years of proven experience designing/architecting Microsoft SQL based data warehouse structures, including working with business stakeholders to document detailed requirements; designing optimum data warehouse table structures, etc.; and acting as a liaison with IT counterparts to ensure delivery per business requirements.
Demonstrated experience in designing data warehouse solutions that support end-user reporting tools such as Microsoft Power BI and SQL Server Reporting Services.
Experience designing a finance data warehouse a distinct advantage.
Experience developing ETL processes, preferably Microsoft SQL Server Integration Services packages a distinct advantage.
Experience with Oracle PeopleSoft ERP
Language:
Fluency in written and spoken is required;
Application Procedure
The application package containing the following (to be uploaded as one file):
A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;
Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references;
A two-page methodology on how the Offeror will conduct the work including a Work Plan and approach in delivering the required outputs within the assignment period; and
Note: The above documents need to be scanned in one file and uploaded to the online application as one document.
Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.
The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager.
- The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; and any other relevant expenses related to the performance of services under the contract.
- In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
- If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.
Evaluation process
Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
- Being responsive/compliant/acceptable; and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.
Technical evaluation - Total 70% (70 points):
Criteria 1. Proven experience architecting, developing and deploying data warehouses, Maximum Points: 15;
- Criteria 2. Experience developing ETL processes, preferably Microsoft SQL Server Integration Services packages a distinct advantage Maximum Points: 5;
Criteria 3. Experience with Oracle PeopleSoft ERP Maximum Points: 10;
Criteria 4. Work plan and methodology; Maximum Points: 5; and
Interview: Maximum Points: 35.

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.
Financial evaluation - Total 30% (30 points)
The following formula will be used to evaluate financial proposal:
p = y (µ/z), where
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
Contract Award
Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
Institutional arrangement
The consultant will work under the guidance and direct supervision of Specialist, Innovations and Solutions, OFRM, BMS, and will be responsible for the fulfilment of the deliverables as specified above.
Payment modality
Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager.
The work week will be based on 35 hours, i.e. on a 7-hour working day, with core hours being between 9h00 and 18h00 daily.
