Antecedentes

This position is located in Dakar, Senegal, operating in the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Senior Law Enforcement Advisor and the Regional Coordinator of the Sahel Programme, and the overall guidance of UNODC Regional Representative. The position may require significant travels in the region.

The Programme Specialist is responsible for the management and implementation of programme activities of the Law Enforcement Section and the Sahel Programme within the thematic/sectoral areas assigned.

The Programme Specialist works in close collaboration with the programme and operation teams in the regional office, field offices and at headquarters, and liaise with other UN Agencies, UNDP, and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNODC.

1. Ensures effective grant management, project financial planning/budget processing and donor reporting focusing on the achievement of the following results:Summary of Key Functions:

Ensures effective implementation of programme activities of the Law Enforcement Section and the Sahel Programme within the thematic/sectoral areas assigned focused on the achievement of the following results:

  • Design and formulation of programme activities within the area of responsibility, translating UNODC’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
  • Drafting programme work-plans, logical-frameworks, progress reports, mission reports, evaluation reports in accordance with UN/UNODC rules and donor requirements; Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.
  • Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNODC, country needs and donors’ priorities.
  • Successfully plan and organize project activities including technical assistance workshops, high-level conferences, field operations, etc. to address illicit trafficking and organized crime in the West African region.

  • Manage voluntary-funded projects and support portfolio decisions more effectively - in a uniform and concrete fashion: Initiation of a project, entering project into Umoja, finalization of contribution agreements and grants creation; monitoring of grants status and determination of required unreleases/release and revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
  • Aids in effective stage controlling of the projects: Manage grants and donor/partnership agreements in line with UN policies and regulations and in close cooperation with relevant offices and sections; Develop of project substantive and financial work-plans;

  • Allows pooling of information from different programme coordinators and donors agreements for enhanced processing of the OST (Online Staffing Table) and the budgeting process, and early identification of human resources needs and corresponding grant eligibility and funding allocation.

Identification of areas for support and interventions within the thematic/sectoral areas assigned; identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Ensures provision of top quality programme advisory services and facilitation of knowledge building and management focused on the achievement of the following results:

  • Identification and synthesis of best practices and lessons learnt directly linked to programme goals and how to streamline them in the business model of the regional office and field offices to enhance effectives.

Ensure full compliance of programme activities with UN/UNODC rules, regulations

Review work-plans and assist UNODC project teams in determining budget estimates for envisioned activities in accordance with UN/UNODC and donor(s) rules and regulations.

  • Supervise and coaches programme support staff in field offices to ensure timely and coordinated execution of tasks; provide technical assistance to field office staff during the inception phase to ensure abidance to UN/UNODC regulations and processes. Organize mentoring/training for the projects staff on grant management.
  • Backstop innovative projects and new initiatives linked with gender, human rights and the implementation of SDGs and provide support for activities linking different UN agencies and other stakeholders with the objective of strengthening the criminal justice chain in the Sahel region.
  • Support the development of projects and programmes to address the countries problems and needs in collaboration with the Government and other strategic partners.
  • Sound contributions to enhanced collaboration with Government and other strategic partners.

Habilidades y experiencia requeridas

Education

University Degree or equivalent in Business Administration, Finance and Accounting, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience

Minimum 5 years of relevant experience at the national or international level in management, administration and monitoring of projects in the field of law enforcement, crime, illicit trafficking, drugs and development.

Experience in managing grants and contribution agreements with different donors (EU, US, Japan, etc.) for programme implementation, in line with UN policies and regulations.

Experience in administration, audit, budget, finance, procurement, supplier relationships, human resources or related field particularly with UN administration and management systems.

Working knowledge of the UN system Umoja will be considered an asset.

Work experience in a United Nations field office, particularly in West Africa, will be considered an asset.

Language Requirements

Fluency in French. Working knowledge of English.
