Antecedentes


UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Regional Office for Arab States (ROAS) is implementing a second phase of a regional programme, Men and Women for Gender Equality (2019-2021), which aims to create favorable realities where men and women in the Arab societies will be able to exercise their rights and opportunities equally. The countries of programme implementation are Egypt, Jordan, Lebanon, Tunisia, Morocco and Palestine.

The programme will work toward the achievement of three outcomes:

  • Outcome 1: Communities have more gender-equitable behaviours.
  • Outcome 2: Key institutions (academia, faith-based institutions, media, Governments) and networks integrate/promote gender-responsive practices.
  • Outcome 3: Laws, policies and strategies promoting gender equality are drafted, revised and/or approved.

About the Position

Under the overall guidance and direct supervision of the Programme Manager, the Monitoring and Evaluation Consultant ensures effective monitoring and evaluation for the programmes at the Regional Office for Arab States. The assignment requires intermittent presence on UN-Women premises.

Deberes y responsabilidades

The consultant will have the following duties and responsibilities:

  • Provide overall support to the implementation of a monitoring system for the programmes;
  • Support in the development of a consolidated programme performance measurement framework;
  • Work with the Programme Manager and team to support with the creation of monitoring tools, maintain a data collection system tracking and collecting core data elements on the interventions’ design;
  • Work with UN Women’s partner organisations to build their M&E capacity;
  • Work with the Programme Manager and team to develop reporting templates, questionnaires, survey instruments, and monitoring plans for the programmes to track impacts;
  • Provide inputs to relevant sections of the project progress report, and the analysing, synthesising and documenting programme outcome and learning;
  • Provide follow-up to the programmes and support the ongoing data collection and interpretation of results;
  • Provide suggestions for ways to improve the tracking of results;
  • Conduct a mid- term review;
  • Participate in the dissemination of program findings and lessons learned including, but not limited to, innovative strategies, approaches and models to help other providers as they conduct self-assessments and quality improvement activities in their respective organizations.

Expected Places of Travel: Travel to countries in the Arab states region where the programmes are implemented will be required for this assignment.

Habilidades y experiencia requeridas

Education:

Master’s Degree in Economics, Management, Rural Development, Social Sciences, or related field. Additional certification in statistics, MIS management and Monitoring and Evaluation will be considered as an asset.

Experience:

  • A minimum of six years of professional experience in the field of rights-based monitoring and evaluation;
  • Experience in the management of gender equality and women’s empowerment programmes or analytic work in gender and development, gender analysis and/or human rights;
  • Good knowledge of rights-based approach and result-based management;
  • Experience related to UN Women’s mandate and activities would be an added advantage;
  • Sound knowledge of international standards on human rights, women’s rights and related instruments;
  • A proven ability to liaise with a myriad of stakeholders and partners, including government, civil society, international organizations and grassroots organizations.

Language and other skills: 

Fluency in Arabic and English is mandatory, French is an asset.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% 

  • Criterion 1: Master’s degree in a relevant field and good knowledge of rights-based approaches and results-based management (15 points);
  • Criterion 2: A proven ability to liaise with a myriad of stakeholders and partners including international organizations, CSOs and grass root organizations (20 points);
  • Criterion 3: Experience in management of gender equality and women’s empowerment or analytic work in gender and development, gender analysis and/ or human rights (20 points);
  • Criterion 4: Experience with UN Women and other international organizations (15 points).

Financial: Lowest Financial Proposal: 30%

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30%.

Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
