Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women launched the Safe Cities and Safe Public Spaces Global Flagship Programme Initiative (FPI), building on its “Safe Cities Free of Violence against Women and Girls” Global Programme, to prevent and respond to sexual harassment and other forms of sexual violence against women and girls (SVAWG) in public spaces. There are presently over 40 cities that participate in the Global FPI, including cities in developing and developed countries.

The Global FPI was designed with local and global partners in response to growing concerns across the world about every day experiences of women and girls of sexual violence in public spaces as they go about their daily routines, whether on city streets, parks, markets, pathways to schools, buses and trains or in their own neighborhoods. It also contributes to the emerging international knowledge base on effective human rights based comprehensive strategies on safe and sustainable cities.

The Global Programme is based in the Ending Violence Against Women (EVAW) Section, Policy Division, UN Women Headquarters in New York.  The section is responsible for several functions including policy and technical advice to regional and country offices on EVAW, supporting the normative work on EVAW at the global level and developing and supporting national teams to develop policy driven programme initiatives.

Under the supervision of the Policy Advisor, Safe Public Spaces, the Policy Specialist, Ending Violence against Women and Girls is responsible for: research, analysis and knowledge management on safe transportation with women and girls, contributing to the organization of global policy advocacy events and substantive technical advice to associated knowledge products, and policy and programme action, and representation and advocacy.

 

Deberes y responsabilidades

Lead Research, analysis and knowledge management on safe transportation with women and girls:

  • Lead research and analyze trends on the development and implementation of policies and programmes related to safe public transportation and other relevant areas to women’s safety at the local level, identify gaps and challenges and develop recommendations for improvement;
  • Provide technical input and coordinate input from country teams in the upcoming global flagship publication on Safe Cities and Safe Public Spaces in 2019 on key emerging issues related to policies and programmes, in particular on safe public transportation, including recommendations to address these;
  • Lead the organization of and implement four webinars that form part of the Global Community of Practice on Safe Cities and Safe Public Spaces which promotes collaboration, good practices, lessons and opportunities before April 2020;
  • Engage in existing thematic and gender equality networks to better connect UN Women and partner work and promote learning and innovation;
  • Lead in the development of one thematic guidance note as prioritized in 2019 by safe city country teams.

Provide substantive contributions to the organization of global policy advocacy events and provide substantive technical advice to associated knowledge products and policy and programme action:

  • Work with country teams to ensure the production, refinement and finalization of good practice thematic briefs to be uploaded in UN Women’s Knowledge and Exchange Platform/Communities of Practice for the Global FPI and compiled in Global Guidance notes;
  • Provide and coordinate inputs from country teams on global knowledge products related to high level global policy advocacy fora;
  • Provide substantive inputs to the implementation of relevant, high-impact advocacy activities with key partners, including in relation to safe public transportation and intersectionality;
  • Provide technical inputs to the development of talking points for UN Women Senior leadership related to global policy for a on safe cities;
  • Provide technical inputs and participate in joint technical missions as part of policy driven programme processes to prevent and respond to violence against women, including in countries in the South that form part of the Safe Cities free of Violence against Women Global programme.

Provide Representation and advocacy support:

  • Develop and implement strategic approaches to policy dialogue, resource mobilization, partnerships, advocacy and outreach in the area of safe transportation and women’s safety; 
  • Establish and nurture relationships with academia, research institutes, civil society and experts in areas related to safe cities programme action to expand and share knowledge, exchange views on latest findings, and incorporate cutting-edge thinking in UN Women’s work;
  • Lead high-level corporate advocacy and communications, including through the preparation of quality speeches, talking points, briefs and media/outreach messages for UN senior officials (e.g. UN Women, Secretary General, Deputy Secretary General, Under Secretary Generals, etc.); and
  • Provide inputs and finalize donor reports for which the EVAW Section is responsible, particularly in regards to EVAW global policy funded activities in donor agreements, and integrate feedback of the Policy Advisor as part of these processes, in collaboration with relevant programme managers in the field.

Habilidades y experiencia requeridas

Education:

  • Master’s degree (or equivalent) in international development studies, gender/women’s studies, social sciences, or related fields.

Experience:

  • Minimum 7 years working of progressively responsible development and research experience at the international level in areas such as crime prevention, community safety, and gender-based violence, especially within international organizations, or part of international development projects;
  • Experience in producing analytical materials on the issues of violence against women and girls, gender responsive urban and transportation planning in the context of developing countries;
  • Experience in providing feedback on global technical reports, especially as a part of international projects in the area of ending violence against women and girls and gender and transportation in urban, settings;
  • Experience in the implementation of global policy advocacy fora with regards to ending violence against women and girls;
  • Experience in providing high level technical assistance and coordination support to government and development partners;
  • Experience in the UN is highly desired;

Languages:

  • Fluency in English is required;
  • Knowledge of Spanish is an asset.
