Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. At the country level, UN Women is leveraging its triple mandate in Myanmar to promote gender equality and women’s empowerment (GEWE) as central to the peacebuilding, crisis response and recovery, democratic governance, and development processes.

Women and girls in Rakhine are among the poorest in the Myanmar. They hold a subordinate position in households, communities, workplaces and society, which greatly undermines their capacities, potential and rights. Institutionalized discrimination continues to prevent women from equal participation and from assuming decision-making roles at all levels. These persistent gender inequalities and gender-based discrimination mean that women are disproportionately affected by the development challenges facing Rakhine State, including outward migration for work, high rates of unemployment and intercommunal tensions

To address their specific needs and catalyse their leadership, UN Women Myanmar Country Office is working in Rakhine to support strengthening women’s leadership, participation and self-reliance through improved livelihood security. The programme is guided by principles of national ownership and support towards fulfillment of commitments made by the Government of Myanmar for advancement of women and achievement of gender equality under the National Strategic Plan for the Advancment of Women (NSPAW) 2013-2022, the Myanmar Sustainable Development Plan (MSDP) and to support the implementation of the recommendations of the Rakhine Advisory Commission (RAC). The Rakhine program promotes the empowerment of women to engage in, contribute to and benefit from community resilience and inclusive growth and development in Rakhine State through:

  • Strengthening women and women’s groups to engage in, contribute to, and benefit from community resilience, and inclusive growth and development in Rakhine State.
  • Providing Institutional capacities and technical support to the Rakhine State Government to enhance at gender-responsive policies and service delivery at the national, state and local levels for and
  • Developing an enabling and supportive environment to increase women’s access to and control over financial resources, and develop new sources of income for promoting their leadership and participation outside household duties.

Reporting to the Representative, the Head of Sub Office - Rakhine exercises overall responsibility for the Women's Empowerment and Resilient Inclusive Communities in Rakhine including overseeing the management, development, implementation, monitoring and reporting of the programme as well for managing the human and financial resources of the team. This includes providing technical support to the implementation of the programmes in Rakhine State overseeing the monitoring of progress against mutually agreed results frameworks and performance indicators, monitoring the programme financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, reviewing and developing partnerships and resource mobilization strategies; and leading knowledge management efforts. She/he will work in close collaboration with the programme and operations team in Yangon offices, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under this portfolio. 

Deberes y responsabilidades

Oversee the programmatic development in Rakhine State, based on the Strategic Note:

  • Lead the development of programmes, including design and formulation programme/project initiatives;
  • Review and provide feedback to ongoing projects/ programmes on related strategies and documents, workplans, case studies, and related knowledge products and publications of relevance to the work in Rakhine State;
  • Lead the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;
  • Lead the preparation of donor proposals and reports;
  • Provide input to policy documents, and finalize briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions in Rakhine State

Lead the implementation of the programmes in Rakhine State:

  • Develop programme work plans and ensure compliance with programme goals and results based indicators;
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
  • Review and evaluate implementing partners proposals
  • Provide technical guidance to implementing partners
  • Oversee programme quality control and identification of potential challenges;

Represent UN Women in coordination mechanisms at the sub-office level and ensure coordination on Gender Equality and Women’s Empowerment (GEWE) across the humanitarian and peace/security engagements of the UN at sub-office level:

  • Participate in and represent UN Women at Rakhine State level coordination structures and mechanisms;
  • Promote a focus on GEWE in joint response plans, NAPs, development frameworks and other planning and programming mechanisms, including national frameworks;
  • Provide technical leadership on Gender in Humanitarian Action with Technical Assistance from Humanitarian Specialist based in Yangon
  • Advise and guide review missions and joint UN initiatives to enhance synergy and effectiveness of planning and programming.

Oversee monitoring and reporting for Rakhine State programmes:

  • Review and recommend programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
  • Oversee the monitoring of progress against mutually agreed results frameworks and performance indicators;
  • Gather information and prepare reports on progress of programme implementation for Myanmar Country Office and donors; prepare technical reports;
  • Provide technical support in the preparation of audits and follow up on the implementation of audit recommendations; 
  • Develop, coordinate and provide training on results-based management to Rakhine level staff and partners.

Review budget management for Rakhine sub-office and manage people:

  • Lead and manage sub-office in Sittwe, perform staff performance reviews, ensure capacity development of staff members by suggesting development opportunities and staff safety and security under the overall supervision and guidance of the Country Representative of UN Women
  • Monitor Rakhine level office financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
  • Ensure effective information flow, communication and coordination between offices, programmes and projects.

Build partnerships and support in developing resource mobilization strategies:

  • Review and develop partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs including the needs in Rakhine, donors’ priorities and develop the relevant partnerships.

Lead knowledge building and sharing efforts:

  • Lead the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination.

Perform other job-related duties as requested by supervisor from time to time.

Habilidades y experiencia requeridas

Education:

  • Master’s degree or equivalent in social sciences, international development or a related field is required.
  • A project/programme management certification would be an added advantage

Work Experience:

  • At least 7 years of progressively responsible experience in programme management, implementation, monitoring and reporting
  • Proven experience in leading and managing teams effectively;
  • Demonstrable experience working on gender equality and women’s empowerment programming,
  • Experience working within a complex, fragile and conflict affected setting with multiple stakeholders including local state and national government preferably Myanmar, Experience working in the UN System particularly around UN coordination is an advantage Experience working with and formulating a wide range of strategic partnerships including civil society, governments and others

Language Requirement:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of local language in the duty station is an asset.

It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
