Antecedentes

NAC is coordinating the Key Populations Grant which is being implementation through two (2) SSRs namely CeSHHAR who are responsible for the Sex Work programme and UNFPA who are responsible for Men who have sex with Men (MsM) programme and implementing through two MsM Led networks GALZ and SRC . The Sex Work programmes covers 6 static sites spread across Harare, Mutare, Masvingo, Gweru, Bulawayo and Karoi including the 4 Cross Border Initiative sites namely: Beitbridge, Chirundu, Forbes and Victoria Falls and 30 outreach sites which offer services to Sex Workers in their diversity. The MsM component which under Gays and Lesbians of Zimbabwe (GALZ) has 3 Drop in Centers in Harare, Mutare and Masvingo while Sexual Rights Centers (SRC) has Drop in Centers in Bulawayo and Gweru. The documentation of Key Populations success stories, programmes and challenges is expected to provide evidence of Human Impact Stories as well as most significant change stories from KP beneficiaries and communities.

The Purpose and Scope;

The overall objective of the assignment is to document how the Global Fund supported Key Populations component is impacting individuals and communities by capturing Human interest Stories, as well as most significant change stories. We envisage use of a number of documentation methods which may include but not limited to production of small video clips,  story booklets and case studies amongst others. The documentation produced herein will be used to show case the Global Fund KP component to a number of stakeholders and forums including donors stakeholders, general public, online communications through NAC/UNDP and Partner websites and social media.

Deliverable; Documentation and production of Human Impact Stories and booklets for Key Populations in their diversity

Debrief Meetings;

The consultants should have a debrief meeting with UNDP and NAC to discuss and understand the scope of work in detail for the documentation of the key Populations Human Impact stories and production of booklets

Consultative meetings with selected Key Populations representatives, NAC, SRC,GALZ and UNDP

Presentation of the Final version of the Key Populations Human Impact Stories and booklets.

Objective;

Working in collaboration with the NAC/Global Fund team, UNFPA, CeSHHAR, GALZ and Sexual Rights Centre the consultant is expected:

  1. To produce 3 MsM and 3 SWs short video clip documentaries that are 5, 10 and 15 minute long which cover success stories, programme areas and challenges in Key Populations implementation
  2. To compile 2 booklets on Human Interest Stories one on Sex Work and one on MsM
  3. To produce 6 videos clip documentaries that must be of broadcast quality.

 

Deberes y responsabilidades

The Consultant should:

  • Produce a work plan and timeline including outputs and timelines.
  • Work with relevant members of the team of the Key Populations stakeholders to identify the Human Interest stories and understand the key Populations needs.
  • To produce a final report on completion of the work.

Expected Deliverables;

  1. Inception report on the Key Population Human Impact stories documentation.
  2. Production of 3 MsM, 3 Sex Worker videos clips documentaries that are 5, 10, 15 minutes long and can be posted on Social Media, FB Twitter.
  3. Screening of the 6 videos clips to NAC, UNFPA, GALZ and CeSHHAR before the national Key Populations validation meeting.
  4. Production of 2 booklets of Human Interest Stories (1) one on MSM and (1) one on Sex Workers documenting how the Key Populations Programme is impacting individuals or communities
  5. Presentation of documentation products at a national Key Population stakeholders validation meeting organized by NAC and funded by Global Fund.

Reporting:

The consultant shall report to NAC CEO and focal point TA ie the M&E Director. All expected deliverables will be submitted to NAC for approval before UNDP effects payment.


Travel: 

All travel costs will be covered by UNDP according to its rules and regulations. Travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and the Individual Consultant, prior to travel and will be covered and paid by UNDP.

Evaluation

Candidates will be evaluated using a combined scoring method with the qualifications and methodology weighted at 70% and the price offer weighted at 30%.  Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.

Criteria for evaluation of qualifications and methodology (70 points maximum):

  • Relevance of education to the consultancy (10 points);
  • 5 years’ experience in documenting Human Impact Stories and producing booklets for Key Populations (20 points);
  • Experience in developing documentaries and booklets for Key Populations in their diversity (15 points)
  • Experience in production of Human Impact stories and booklets for the Key Populations (15 points);
  • The Candidate must provide a portfolio of documentaries that they have been actively involved in the production and management of together with a description of their role. (10 points);

Criteria for financial evaluation (30 points maximum):

  • p = y (µ/z),

           where

  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

Payment Method:

Payment: All-inclusive Daily Fee

  •         The consultant will be paid as a daily rate (based on the number of days worked).
  •         Payments will be based on the Certificate of Payments that will be submitted on a monthly basis;
  •        Time Sheet will be attached and verified by the direct supervisor; and
  •        Final tranche upon performance evaluation from the direct supervisor. Security: Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under https://trip.dss.un.org

All envisaged travel costs must be included in the financial proposal. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel.

The Candidate must provide a link to a website that they have been actively involved in the development and management of together with a description of their role.

The term ‘all-inclusive” implies that all costs (monthly professional fees, travel related expenses if applicable, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal

Habilidades y experiencia requeridas

Education:

  • A diploma in Journalism.
     

Experience:

  • Experience should be 5 years and above working in development communication, documentation, research, social anthropology, photo journalism, or similar field.
  • Portfolio of work done at least 5 documentaries.
  • Experience in both print and electronic media.
  • Extensive experience in producing development work related documentation for international organizations with the aim of reaching both local and international audiences (experience in Reproductive Health programming preferred).
  • Local Knowledge of Key Populations in their diversity
  • Excellent oral and written communication skills in the English language are essential.
  • Knowledge of Shona and Ndebele languages is desirable
  • Good interpersonal skills and experience in conducting research
  • Excellent technical photography skills to ensure production of high quality photographs and videography or an established working relationship with a suitable photographer or similar to be included in the contractual arrangements
  • Previous experience in working with UN agencies on development communication is an added advantage.

Language:

  • Fluency in written and spoken English is required for this consultancy.
